.NEAR TERM UPDATE /Now Through Monday/...A complex upper air
pattern continues to evolve across the Lower Mississippi Valley
and the Southeast through the near term. Currently, an upper level
trough extends across the Middle and Lower Mississippi Valley
this evening as an upper level low pressure just south of the
western Florida Panhandle lifts gradually northwest.

The upper level troughing over the Mississippi Valley will remain in
place today. The weakening upper level low pressure system along the
coast will continue to lift northward and wash out. Meanwhile, the
remnants of Tropical Storm Fred are forecast by most of the more
reliable global models to redevelop into a tropical cyclone over the
east central Gulf of Mexico as it gradually lifts northwest through
the day. Swell will develop in advance of Fred through the day with
seas building along with the threat of rip currents through the day.
Caution is advised if at area beaches.

Deep moisture will remain in place over the area today into tonight
and with the upper trough in place expect another round of numerous
showers and thunderstorms across the region. Seasonably hot and
humid conditions will persist with high temperatures into the lower
90s in most locations.

Showers and thunderstorms will continue Sunday night along the coast
and gradually spread inland on Monday as what is expected to be
Tropical Storm Fred continues to approach the region from the
southeast. Some heavy rains are possible into Monday, especially
across portions of the western Florida Panhandle if Fred moves along
the current forecast track. There remains some uncertainty in the
eventual track of Fred and this will have an impact on where the
greatest wind and flooding impacts will occur. Of greater confidence
for Sunday night and Monday will be the threat for life threatening
rip currents and dangerous surf conditions along the area beaches.
Beachgoers are advised to remain out of the Gulf waters as we go
into Sunday night and Monday. A High Surf Advisory and High Rip
Current Risk remain in effect beginning Sunday evening and
continuing through Monday. /JLH

.SHORT TERM /Monday night Through Tuesday night/...The primary
forecast focus for the short term forecast period will be the
eventual track and intensity of Fred. There has been a gradual trend
back towards the east with the latest reliable forecast guidance.
Unfortunately there remains higher than normal uncertainty since the
low level circulation remains broad and elongated and has yet to
consolidate. Until this occurs, which is forecast by most of the
guidance, the overall track forecast is still somewhat uncertain.
This will have an impact on where the greatest hazards occur with
Fred. At this time, it appears that the most likely scenario will be
for the greatest hazards to impact eastern portions of the forecast
area to include the western Florida Panhandle into portions of south
central Alabama. These hazards will include the potential for heavy
flooding rainfall, isolated tornadoes, and the potential for
tropical storm force winds near the coast. Overall the cyclone
should remain under about 15 to 20 knots of southwesterly shear
between a building ridge over the southeast Atlantic into Florida
and the troughing over the Lower Mississippi Valley through it/s
lifecycle despite moving over warm SSTs. There is some suggestion of
enhanced diffluent flow aloft along the northern Gulf Coast with the
right entrance region of a 250mb jet streak across the western
Tennessee into the Ohio Valley. But considering the shallow nature
of the vortex and ongoing disorganization due to shear, it is
unlikely that the cyclone will be able to take advantage of this
better diffluent flow aloft. Therefore, only modest strengthening is
anticipated at this time and a stronger cyclone is very unlikely at
this time.

At this point, it appears that heavy rainfall and possible flooding
remains the greatest threat at this time across the eastern portions
of the forecast area to include portions of the western Florida
Panhandle into portions of south central Alabama. In these
locations, rainfall totals up to 6 inches locally higher may occur
in these areas. Therefore, a Flash Flood Watch will be issued for
Santa Rosa and Okaloosa counties, FL, and Covington and Crenshaw
counties, AL.

There will be coastal wind hazards along and to the east of the
center of where Fred makes landfall. There may be an isolated
tornado threat as well to the northeast of the center of the track
for Monday night into Tuesday. The most likely locations for these
hazards will be along coastal sections of the western Florida
Panhandle where a Tropical Storm Watch will be issued with this
advisory package. Finally, the threat for life threatening rip
currents and dangerous surf will continue at area beaches through at
least Tuesday night. /JLH

.EXTENDED TERM /Wednesday Through Saturday/...By Wednesday, the
remnants of Fred (a weak low pressure) will have moved well inland
as upper level ridging over the western Atlantic builds back into
the Southeast and into the northern Gulf. By Thursday and Friday,
this ridging become even more expansive as it starts to build into
the northwestern Gulf, although it maintains heights generally
around 591-594dm and does not amplify much more than that. Down at
the surface, high pressure over the Atlantic also begins to extend
west over the Florida Peninsula and into the eastern Gulf. Despite
the increased subsidence, southerly flow will help to maintain
moisture across the area, with PWAT's generally between 1.6 to 2.2
inches. Scattered to numerous showers and storms can therefore be
expected each day, with convection generally following the land/sea
breeze cycle (coverage offshore overnight/early morning and
transitioning inland during the afternoon). High temperatures will
reach into the upper 80s to low 90s through the period. Meanwhile,
lows are expected to be in the low to mid 70s inland with upper 70s
to low 80s along the immediate coast.

Another feature to keep an eye on in the extended will be Tropical
Storm Grace as it is currently forecast to enter the Gulf of Mexico
by late Wednesday night. Current guidance suggests the
aforementioned ridging over the southeast will be strong enough to
keep Grace at bay and tracks it towards the western Gulf. However,
there is still quite a bit of uncertainty with where the system will
go once in the Gulf as it is so far out in time. /14

.MARINE...Winds and waves increase through Monday as the remnants
of Fred advance generally northward across the Gulf towards the
area and regains tropical storm strength. Scattered to numerous
showers and thunderstorms will occur each day with accompanying
gusty squalls. Fred is forecast to make landfall in the western
Florida panhandle Monday night. For more information regarding
