* Forecast...The river is expected to fall below flood stage this
evening and continue falling to 11.3 feet Sunday morning.
* Impact...At 13.0 feet, Minor lowland flooding of many acres along
the river. Water inundates boat ramps along the north bank of the
river downstream to Streets Ferry.

High pressure will build in through tomorrow. The high will
shift off the coast tomorrow night and a complex low pressure
system will impact the area Friday into Saturday. High pressure
will build in this weekend into early next week.

.NEAR TERM /UNTIL 6 AM THIS MORNING/...
As of 1015 PM Wed...Mainly clear skies prevail inland late this
evening, with now into the lower 30s away from the water. With
dew point depressions now approaching 0, further cooling will be
very slow, with approaching cirrus likely limiting additional
cooling to no more than a degree or two. No significant changes
made to the previous forecast with the latest update.

.SHORT TERM /6 AM THIS MORNING THROUGH 6 PM TODAY/...
As of 410 PM Wed...Upper ridge will gradually break down
tomorrow as upper trough closes off into a broad upper low over
the lower MS Valley. Upper level clouds will be gradually
increasing through the day as the surface low marches across the
Gulf Coast states. Drier air will remain over the area with
PWATs AOB 0.5". Thicknesses will be slowly increasing through
the day but with increasing cloud cover expect highs once again
to be mainly in the 40s with a couple 50s near the coast.

.LONG TERM /TONIGHT THROUGH WEDNESDAY/...
As of 420 PM Wed...Based on latest 12z guidance added a few
tenths worth of snowfall accumulation for the coastal plain,
most likely occurring Fri night into Saturday with wrap-around
precipitation.
Prev disc...Dry and seasonable weather expected Thursday. A
complex low pressure system will cross the region Friday,
followed by high pressure this weekend into early next week.
Thursday/Thursday night...At the surface, high pressure will
shift off the Mid-Atlantic coast. Aloft, a deep upper level
trough will dig south into the ARKLAMS area, helping to initiate
surface low development across the Gulf Coast states which will
lift northeast and impact the region on Friday. Dry conditions
with temps a few degrees below climo. Continued previous trend
of increasing PoPs starting late Thurs night from SW to NE as
the surface low and associated precip lift northeast across
Eastern NC. Precip amounts will be light Thurs night, around one
tenth of an inch or less for southwestern zones.
Friday through Saturday...The surface low will lift northeast
through Eastern NC on Fri, resulting in rainfall amounts around
0.50-1.00" across the area, higher along the coast and east of
HWY 17. As the low lifts northeast away from the area, guidance
suggests a window where colder air could filter into the Coastal
Plains as precip is exiting the region. 00Z guidance continues
this trend, though biggest question is thermal profile in the
lower levels along with enough moisture in the DGZ to support
rain/snow mix for several hours late Fri night into early Sat
morning. Right now, the greatest possibility of accumulating
snow would be over the far northwest part of the CWA (Greene,
Pitt, Martin, Washington counties). Soil temps from the Plymouth
Tidewater Research station are in the upper 40s. We will not be
particularly cold leading up to this event meaning ground temps
may not be supportive of accumulating snowfall.
For now, continued mention of rain/snow mix late Fri night into
Sat morning for inland/Coastal Plain portions. Expanded area of
possible rain/snow mix to near HWY 17 around sunrise, with a
small area of rain/snow mix for Hyde/Washington/Tyrrell and Dare
counties for a few hours after sunrise for precip exiting off
the coast around that time. Strong WAA will help build temps
into the 50s near the coast on Fri with temps struggling to
reach into the mid 40s for inland zones, due to clouds/precip.
Cool high pressure holds temps in the 40s areawide for Saturday.
Sunday into Tuesday...High pressure again builds across the
area from the northwest with quasi-zonal flow aloft starting
late Saturday night. The ridge will persist through Monday with
global guidance now differing significantly with shortwave
trough evolution/surface low development on Tuesday. Given low
confidence, capped PoPs at slight chance to low chance, late Mon
night through Tuesday. Temps build close to climatology on
Sunday after starting out in the 20s inland to 30s along the
coast, with upper 40s to mid 50s expected Monday and Tuesday.

As of 1215 AM Thu...VFR will dominate bulk of time as high pres
builds across. May cont to see some shallow patchy fog ocnly
lower vsbys to sub VFR thru daybreak, espcly at PGV. Only other
chc for sub VFR will be toward daybreak Fri as rain spreads in
from the SW with cigs/vsbys lowering, but for now think will
remain in VFR range thru 12Z.
Long Term /Fri through Sunday/...
As of 315 AM Wed...A complex low pressure system will approach
from the west late Thursday night and move through Eastern NC on
Friday, to off the Mid-Atlantic coast by midday Saturday. Sub-
VFR aviation conditions will be possible early Friday through
Saturday morning due to reduced ceilings and vsbys with rain,
and a possible wintry mix colder air filters in behind the
exiting low pressure system. High pressure builds back over the
region on Sunday with a return to VFR conditions expected.

Short Term /through Thursday/...
As of 1020 PM Wed...Northerly long period swell continues to
bring elevated 6-8 ft seas to coastal waters near and north of
Cape Hatteras tonight, with SCAs in effect for the coastal
waters north of Cape Hatteras. NW winds 10-20 kt this evening
will gradually weaken tonight and tomorrow to around 10 kt by
late Thursday as high pressure builds into the area. This will
allow seas to subside to below 6 feet by sunset Thursday for the
northern and central waters bringing an end to SCAs.
Long Term /Thursday night through Sunday/...
As of 320 AM Wed...High pressure at the surface will shift through
VA and off the Mid-Atlantic coast Thurs, shifting winds NW to
NE during this period. Seas will remain elevated 4-7 ft for the
nearshore and offshore waters north of Diamond Shoals through
Thursday. A complex area of low pressure will approach from the
southwest late Thurs into early Fri, shifting winds more ENE/E
by early Fri morning. A coastal low will move through the Eastern
NC waters Fri and off the NC coast by Sat morning. Once the low
moves offshore, the gradient tightens between high pressure
building from the northwest and the departing low pressure
system, with another round of strong Small Craft Advisory
conditions likely, beginning around midnight Sat lasting
through early Sunday in elevated seas.

.TIDES/COASTAL FLOODING...
As of 420 PM Wed...Still appears some minor coastal flooding
will be possible for low lying areas adjacent to the ocean,
Pamlico Sound and Neuse River Friday night into Saturday. Gusty
E/NE winds will develop Friday, shifting to the N/NW Friday
night and early Saturday.
