above ground level expected in low-lying soundside areas and ocean
overwash. For the High Surf Advisory, large breaking waves of 7
to 10 feet expected in the surf zone.
* WHERE...Ocracoke Island.
* WHEN...For the Coastal Flood Warning, until 1 PM EST Tuesday.
For the High Surf Advisory, from 8 AM EDT this morning to 4 PM
EST Monday.
* IMPACTS...Up to 2 to 4 feet of inundation above ground level is
possible in some areas near shorelines and tidal waterways
resulting in an elevated threat of property damage. Flooding
will extend inland from the waterfront threatening some homes
and businesses. Numerous road closures and flooding of vehicles
will be possible. Dangerous swimming and surfing conditions and

High pressure will continue to build in from the north
tonight. A strong and impactful coastal storm will cross the area
tomorrow into Monday. The low will gradually shift eastward toward
Bermuda beginning early next week as high pressure builds in from
the west. The next cold front will arrive at the end of next week.

.NEAR TERM /Through Tonight/...

update. Still expecting a thickening and lowering of clouds
through the overnight as mid/upr level WAA increases, but little
rain will make it through a dry sub cloud layer through
sunrise. Still only advertising chc pops for srn tier and srn
OBX by early Sat morning.
Prev discussion... As of 330 PM Fri...Bit of a complex upper
air pattern this afternoon with northern stream shortwave noted
in GOES WV imagery lifting into New England while a second more
potent disturbance digs well into the Gulf of Mexico. The latter
feature is aiding in surface cyclogenesis over the eastern GOM,
while high pressure centered over the Great Lakes noses
southward into the mid-Atlantic and Carolinas.
Tonight will feature relatively quiet weather. Cloud cover is
expected to increase tonight as mid and upper-level moisture
continues to increase ahead of the approaching surface low, but
appreciable low-level moisture will not make it into the area
until around daybreak, per forecast PWATs rising to 1+" along
the immediate coast. Even then, only expecting a few scattered
showers impacting coastal locales and kept PoPs on the low-end
here overnight. The thicker cloud cover will make effective
radiational cooling difficult and raised lows slightly. Still a
chilly night with temperatures falling to around 40 inland,
around 50 along the coast.

.SHORT TERM /SATURDAY/...
As of 335 PM Fri...Conditions deteriorate quickly tomorrow as
low pressure begins its trek up the coast and deepens as
baroclinic processes take hold over the Gulf Stream. Impressive
deep moisture convergence in the low's northwest quadrant points
to widespread rainfall across all of eastern North Carolina,
with a significant gradient where low- level convergence is
expected to be maximized in an axis of 1.5-2" PWATs. The
location of highest rainfall is still somewhat uncertain, but
totals of up to half a foot are most probable for coastal
locales with isolated amounts of 8+ inches. At least 1-3 inches
of rain is forecast west of Highway 17. Localized flash flooding
threat is still possible along and east of Highway 17.
Another major issue with the low will be winds, with the
pressure gradient tightening significantly as low deepens but
nose of high pressure refuses to budge. This, coupled with a
developing LLJ of 60+ kt just a few thousand feet above the
surface, will result in very windy conditions for the Inner and
Outer Banks. Although the highest winds are not expected until
overnight Saturday into Sunday, an earlier forecast onset of
higher winds warranted the need for a High Wind Warning from
East Carteret and the Core Banks north to the Northern Outer
Banks. A Wind Advisory is now in effect for remaining coastal
areas and counties bordering the Pamlico and Albemarle Sounds.
Winds will remain up through the weekend.
The high winds will result in significant water movement across
the sounds and waters, and at least moderate to major coastal
flooding is likely. See the TIDES/COASTAL FLOODING section for
further details.

.LONG TERM /SATURDAY NIGHT THROUGH FRIDAY/...
As of 330 AM Fri...Highlight of the period remains a strong
coastal low impacting the area this weekend. Below normal temps
expected through the weekend before warming trend next week as
high pressure builds in from the west.
Saturday night through Monday...Most reliable guidance in
better agreement that the low will track within a couple hundred
miles of the coast, with a strong gradient on the north and
west side of the low. As the low reaches the latitude of Cape
Hatteras late Sunday into Monday, it will begin to slowly track
eastward toward Bermuda. One of the major concerns of this
system is the duration of the strong winds and coastal issues,
with winds peaking later Sunday, but not substantially
diminishing until Monday morning.
Conditions improve Monday as subsidence aloft develops in the
wake of the departing low, with generally rain-free conditions
and quickly diminishing winds.
Tuesday through Friday...Drying and warming trend as the trough
aloft pushes the low further out to sea Eward and deep ridging
builds over the area from the SW. Skies gradually clear with
highs a few degrees above normal but efficient radiational
cooling nights.
The high weakens late in the week with an approaching cold front
bringing increasingly warm and humid conditions, with rain
chances returning to the forecast Friday.

.AVIATION /02Z SATURDAY THROUGH WEDNESDAY/...
SHORT TERM /through Tomorrow/...
As of 7 PM Fri...Predominantly VFR conditions through the
first 3/4 of the TAF pd, with conditions rapidly deteriorating
from south to north as a coastal low approaches the region. BKN
to OVC skies continue to increase through tonight with gusty
winds ebbing a bit overnight, although sustained winds should
remain at 5-10 kt through daybreak Saturday. MVFR with rain
spreading in from south to north beginning around mid morning;
periods of IFR are likely to develop later in the day. Gusty NE
winds return after sunrise with frequent gusts 20-25 kt likely
esp by afternoon.
LONG TERM /Saturday night through Wednesday/...
As of 345 AM Fri...This weekend, sub- VFR flight cats likely
with the area impacted by an upper level trough and coastal low
bringing increased cloud coverage, rain, and gusty winds. VFR
returns Sunday night into Monday with gusty winds diminishing
through the day, with VFR prevailing through midweek.

.MARINE...
SHORT TERM /through Tonight/...
As of 340 PM Fri...SCA conditions already ongoing across much of
the waters this afternoon with seas 6-8 feet across all waters
but immediate southern coastal zones, where seas sit at 3-5
feet. Conditions are only expected to deteriorate further as
approaching coastal low from the south pinches the pressure
gradient and results in widespread gales across all waters by
midday Saturday. Upgraded all remaining zones to Gale Warning
this update and also increased duration of warnings with
guidance bringing in stronger winds earlier this cycle.
Widespread gusts of 45 to occasionally 50 kt are likely
starting Sat afternoon especially for the central and southern
waters. Seas rapidly build to 10-15 feet for northern and
central waters; southern waters within 10 miles of shore hover
at 5-8 feet.
LONG TERM /Saturday night through Wednesday/...
As of 345 AM Fri...A strong coastal low will pass offshore or
over the waters Sunday, bringing Gales overspreading the waters
from south to north through the day Saturday, with very strong,
potentially storm force winds developing Sunday into Sunday
night. These will be extremely dangerous marine conditions for
all mariners as seas increase from 7-9 ft Sat morning, reaching
to around 14-18 ft early Sun morning and remaining there into
Monday. Winds diminish through the day Monday, with only light
to moderate winds Monday night through Midweek as high pressure
builds overhead. Still, mariners are advised to remain inshore
as seas remain around 6-10+ ft through midweek as the low only
slowly tracks eastward toward Bermuda.

variations are also possible this weekend into Monday. See the

.TIDES/COASTAL FLOODING...
As of 345 PM Fri...Thinking remains the same. Increasing
confidence with latest guidance has resulted in a Coastal Flood
Watch for all of the Outer Banks from Duck and vicinity to East
Carteret and Southern Craven. Coastal Flood Advisories are in
effect for the remainder of Carteret and coastal Onslow
Counties, as long as counties along the Pungo and Pamlico
Rivers.
Previous discussion...Perigean spring tides will bring some of
the highest astronomical tide levels of the year this weekend
into early next week. Coincidentally, a strong low pressure
system off the coast late Sat into Sun will bring the potential
for a prolonged period of strong NE/N winds and large swells.
Coastal flooding, beach erosion, ocean overwash, and powerful
surf are expected primarily late tomorrow through Monday
morning, peaking Sunday and Sun night. Ocean overwash issues
along the OBX could linger thorough early next week as NE swell
remains elevated despite diminishing winds.
Moderate to Major flooding is likely along the oceanside Outer
Banks, with significant overwash likely for many of the most
vulnerable locations on Hatteras Island and possibly Ocracoke
Island and Core Banks as well. Though the northerly Outer Banks
is typically less vulnerable to overwash, at least minor
overwash and beach erosion is possible there as well. The high
tide cycles of greatest concern are the morning high tides, with
the highest expected water levels currently coinciding with the
strongest winds and largest swells Sunday and Monday morning,
though issues Saturday morning are possible as well, with
overwash issues possibly lingering through early next week as
the low only slowly moves off toward Bermuda.
On the soundside...Minor to locally moderate coastal flooding is
likely, with water levels up to 2 ft agl expected, and locally
higher 2-4 ft agl possible around the southern Pamlico Sound.
The primary areas of concern are Downeast Carteret County and
the lower Neuse River beginning late Saturday, then expanding
toward the soundside OBX south of Cape Hatteras Sunday and
Sunday night as winds shift N then NNW. Water levels for these
areas peak Sunday, but could remain elevate through the early
part of next week.
Additionally, low water conditions are possible for areas
adjacent to the northern Pamlico Sound, mainly from Roanoke
Island to the MRI-Villages, Sunday.
Residents and visitors in low lying areas, esp those vulnerable
to strong NE/N winds, should monitor subsequent forecasts
closely.
