PREV DISCUSSION...(ISSUED 348 PM CST Fri Feb 12 2021) SHORT
TERM...Today Through Friday Night

Current satellite imagery depicts an expansive stratus deck across
much of the SErn CONUS. These low clouds have lingered across the
area for several days now and will continue to be with us for many
more to come. The majority of the clouds lies beneath a strong
inversion created by a cold arctic air mass sliding Swrd towards
the Gulf Coast. Mid/high clouds can be seen streaming SW to NE
above the low level stratus embedded within the SWrly flow aloft.

Current radar imagery depicts a narrow band of light snow/flurries
moving SWwrd over portions of S-Cntrl AR that began late this
morning and still continues as of early this afternoon. This
should continue for a couple more hours before the source of lift
exits the region. To the N, cold arctic air is being forced to
ascend up the Nrn side of the Ozarks and into the DGZ which is
helping to produce flurries/light snow across the region.
Temperatures this afternoon have been slow to rise thanks in part
to CAA on N/NE winds and low level stratus limiting solar
heating. Highs today should reach the mid 20s N, upper 20s/lower
30s Cntrl, to lower 30s over Srn AR. Tonight, lows will dip into
the lower teens N to the mid 20s S.

Saturday will be rather quiet locally however the next storm system
will move ashore along the W coast as a shortwave traverses across
the Srn Rockies. The latter system which will be crossing the
Rockies should have limited to no impacts on AR weather as the
system passes S of the state. The former aforementioned system
moving onshore will quickly move into Rockies during the
afternoon/evening and deepen into a robust trough. It is this
system which will bring a variety of wintry weather to AR during
the long term.

Given low level clouds will linger into Saturday on cold Nrly winds,
flurries will once again be possible over portions of N-Cntrl AR as
air mass ascends the Ozarks from the N. Accumulations with this
will be minor and limited to half an inch or less. Highs on
Saturday will top out in the lower 20s N, near 30 Cntrl, and mid
30s S. Overnight, temperatures will continue to drop as colder air
advects into the region with readings near 10 N, to the lower 20s
S. Wind chill values are expected to range from near 0 to 10.

LONG TERM...Sunday Through Thursday

Arkansas is expected to see two high impact winter storm systems
from Sunday through Friday of the upcoming week. This discussion
will be divided into covering each storm system individually.

First Winter Storm: Sunday through Monday Night...

Early afternoon Water Vapor satellite imagery shows a strong
shortwave trough over southern California, moving southeast towards
the Texas/Mexico border. This shortwave trough is expected to remain
far enough south of Arkansas that it is not currently expected to
bring any large scale forcing for ascent over the state. This trough
is important in that it will keep cold north to northeasterly wind
near the surface over Arkansas, keeping temperatures below freezing
for the entire state on Sunday. In the wake of the southern
California shortwave trough a much larger trough is expected to dive
southeast from the Pacific northwest over the southern United States
Rockies spreading large scale forcing for ascent over the south
central United States as it approaches Arkansas Sunday night into
Monday morning.

As the large upper trough approaches the region on Sunday, breezy
north to northeasterly winds will continue at the surface while
winds aloft veer around to the south and southwest. This will result
in a strong warm air advection and isentropic lift scheme that will
bring a strong surge of low level moisture up and over the low-level
cold air in place over Arkansas. This initial lift should be enough
to begin precipitation by mid-day Sunday with precipitation falling
as all snow northwest of a Mena to Little Rock to Des Arc line. To
the southeast of this line... for areas approximately along the
Interstate 30 and Interstate 40 corridors east of Little Rock, warm
air advection aloft will actually bring temperatures up above
freezing at the 850 mb level. As snowfall from aloft falls into this
warm layer it will melt into graupel or large rain drops before
falling into the sub-freezing layer near the surface. Surface
temperatures are expected to be cold enough that the graupel and
rain will freeze before it reaches the ground, resulting in
primarily sleet falling Sunday afternoon through Sunday night.

As the large upper level trough approaches Arkansas on Monday, warm
air advection will be enhanced by strong upper level lift in the
form of positive differential vorticity advection. This strong large
scale lift is expected to be sufficient to cause the above freezing
temperatures aloft to lift and cool below freezing causing
precipitation to change over to all snow across the entire state by
Monday morning. Snow is expected to fall across the entire state
from Monday morning throughout the day on Monday as the upper trough
is forecast to become negatively tilted over Arkansas, enhancing
instability aloft through differential temperature advection. This
may lead to more mesoscale driven snowfall resulting in bands of
heavier snowfall Monday afternoon through Monday evening. Snowfall
is expected to dissipate quickly Monday evening as dry air and
subsidence work over Arkansas Monday night.

Storm total snowfall amounts from Sunday through Monday evening are
expected to total at least 5 inches across the northwest half of the
state, and may climb higher depending on mesoscale lift and support
from the negatively tilted upper trough during the day on Monday.
Snowfall totals include a mixture of snow and sleet, which may
result in the appearance of lower snowfall totals along and southeast
of the Interstate 30 and Interstate 40 corridors east of Little Rock
as a significant amount of the snow accumulation may fall as sleet.
At least one inch of sleet is possible which is expected to be
covered by snow after the sleet is done falling. The accumulation of
sleet and then snow could lead to some compacted ice covered by
snow making driving conditions extremely dangerous and making it
more difficult to get the snow and sleet combination off of roadways
to the southeast of Little Rock.

Snowfall totals may climb above 6 inches for areas northwest of
Little Rock depending on how the instability and frontogenetic
forcing plays out on Monday. For now went ahead with average
forecast model snowfall totals of around 6 inches for most location
along and northwest of the Interstate 30 and Interstate 40 corridors
east of Little Rock from Sunday through Monday evening. Will continue
to revise snowfall and sleet totals as the storm system approaches
the state and mesoscale features can be better resolved and the
range of model generated wintry precipitation narrows into
something that gives us higher confidence.

Winter Storm system number 2: Tuesday night through Thursday.

With mostly clear skies Tuesday morning in between storm systems,
low temperatures are expected to fall to incredibly cold
temperatures for Arkansas as much of northern Arkansas will likely
see temperatures below 0 degrees Fahrenheit with lows falling into
the single digits across the entire state.

This cold air will warm up a bit as the next strong upper level
storm system approaches from the southern United States Rockies
again as warm air advection and cloud cover will help bring
temperatures up into the mid to upper teens across the state. With a
very cold air mass in place out ahead of this second storm system we
expect that we will see more snow than sleet with this second storm
system... but sleet is still likely across the far southeastern
portion of the state. Will not go into great detail on this second
storm system, but in terms of overall strength and moisture
involved, the snowfall totals look like they are on par to be nearly
the same as our first winter storm system on Sunday through Monday.
That does mean that there is a chance for the state to pick up an
additional 4 to 6 inches of snow Wednesday through Thursday,
bringing the weekly snowfall totals up to 10 to 12 inches. It is
unlikely that 10 to 12 inches of snow will ever be present on area
roadways as there is at least a 24 to 36 hour gap between storm
systems, giving road crews time to treat roadways and move snow.
Also Sunday through Monday snowfall will likely become more
compacted, and some of the snow will dissipate through the impact of
breezy winds sublimating some of the Sunday - Monday snowfall.
Bottom line is, although the week long snowfall totals look dire, it
is important to keep in mind that this wintry precipitation will
fall in two discrete storm systems which does not equate to 10 to 12
inches of snow to fall or be in place at any given time.

We will of course be updating the forecast as these storm systems
get closer to the state of Arkansas, but it's safe to say that we
will experience two high impact winter storm systems in the coming
week, and it is best to prepare now for the extremely cold
temperatures and the sleet and snow accumulations of Sunday and
Monday and then Wednesday and Thursday.

This Hazardous Weather Outlook is for a Large Part of Arkansas.

.DAY ONE...Through Tonight

Flurries are expected to continue this afternoon and evening across
northern portions of the state. Otherwise, cold apparent
temperatures will be main hazard. Wind chill values overnight are
expected to range from near 0 over the north to mid teens across
southern Arkansas.

.DAYS TWO THROUGH SEVEN...Saturday Through Thursday

Wintry weather will be seen Sunday morning through Monday evening
as a strong storm system moves through the region. A high impact
winter storm system is expected with primarily snow falling along
and north of the Interstate 30 and Interstate 40 corridor east of
Little Rock. At least 5 inches of snow are expected in this area
with higher totals possible. To the southeast of Interstate 30 and
Interstate 40 a mixture of sleet and snow is more likely. Although
snowfall totals do not look as high in these locations, at least
one inch of sleet is likely to fall before being covered by snow.
Between heavy snow in the northwest and sleet covered by snow in
the southeastern half of the state, very dangerous travel
conditions are expected by Monday across the entire state.

Much colder air will settle over the state this weekend and into the
middle of next week as an arctic air mass builds over the area. This
will be the coldest air of the winter so far and possibly some of
the coldest we have seen in many years. Low temperatures Sunday
through Wednesday mornings will be in the single digits and teens.
Highs Sunday through Tuesday will mostly be in the teens and 20s.
Expect wind chills to be even more significant...with wind chills
dipping well below zero for a good portion of the area Sunday
through Tuesday mornings.

An additional round of winter weather will be possible on
Wednesday and into Thursday with another round of accumulating
snow likely.
