What forecasters said that day

The local office's own words before this winter storm warning went out, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.

NWS Baltimore/Washington wrote its last area forecast discussion before this winter storm warning went out at Jan 24, 10:08 PM EST, 2 hours 57 minutes earlier.

Area forecast discussion, Jan 24, 10:08 PM EST, 2 hours 57 minutes before
Area Forecast Discussion
National Weather Service Baltimore MD/Washington DC
1008 PM EST Sun Jan 24 2021

.SYNOPSIS...
Low pressure will pass over the area Monday night and Tuesday.
Weak high pressure may briefly return Wednesday, but another
low pressure system may impact the area Wednesday night. A
second area of high pressure will return for the end of next
week.

&&

.NEAR TERM /THROUGH MONDAY/...
Precipitation in the form of mainly flurries east of I-95 and a
few places in the mountains will dissipate as a ridge of high
pressure slides to the east.

&&

.SHORT TERM /MONDAY NIGHT THROUGH TUESDAY NIGHT/...
Little to no changes in the forecast. It is a tricky forecast of
snow, ice and rain across the CWA. Ice and snow accumulations
will be mainly along and west of the Blue Ridge where some
models show a deep sub- freezing isothermal layer and where cold
air typically lasts longer. Also, there is now more substantial
QPF forecast across the I-81/I-64 corridor in central VA Mon
evening and with the degree of in-situ damming (dewpoints in the
single digits, there is more room for more significant icing
that require adding them to the Winter Storm Watch.

Precip should move in by 18Z Mon across central VA and spread
quickly newd during the afternoon as deep moisture and strong
forcing for ascent arrive ahead of low pressure. Exact timing
of changeover to mixed precip remains uncertain, and thus,
amounts, but expect a period of wintry precip in most areas Mon
night, except south of the Capital Beltway and east of Rt 15
where cold air should scour out more easily. Precip should start
winding down after 18Z Tue as low pressure exits the area, but
enough cold air may linger along the Mason Dixon line to keep
the icing threat going longer there. Improving weather Tue
afternoon and evening with precip ending.

&&

.LONG TERM /WEDNESDAY THROUGH SUNDAY/...
Quasi-active weather pattern persists in the beginning of the long
term period. High pressure influence north of the Great Lakes will
keep us dry Wednesday. However, a low pressure system will
simultaneously develop out of the Gulf of Mexico. Guidance has come
into slightly better agreement in regards to the possible impacts
for late Wednesday into Thursday. Overall, the teleconnections do
not support a stormy pattern with a slightly positive EPO and
negative PNA, NAO, and AO. Therefore, the chances of the H5 trough
becoming negatively tilted coming out of the Ohio Valley are very
low. This would have to occur for a big snow event. Meanwhile, with
high pressure, north of the Great Lakes, shows a lack of cold air
damming. Finally, ensembles keep the core of the low well to our
south where forcing/heaviest precip would be the greatest. All of
these factors indicate a minimally impactful event for the CWA.
While the GFS remains to be the more impactful solution, the GEFS
align more with the rest of the guidance suite. Given the
aforementioned parameters, would like to lean more on a lesser
impactful solution at this time. However a slight shift in overall
pattern could completely change the forecast. Therefore, will have
to continue to monitor forecast trends. However, would not be
surprised if the trend continues in a downward trajectory.

Thereafter, strong high pressure regains control of the region
throughout the remainder of the week and likely continues into the
weekend. Slightly above normal temperatures are likely on
Wednesday before temperatures dip slightly below normal Thursday and
Friday. A warming trend is possible over the weekend.

&&

.AVIATION /03Z MONDAY THROUGH FRIDAY/...
Lowering cigs through tonight, but remaining VFR through at
least 18Z Mon. Then. MVFR to IFR cigs with wintry mix Mon
afternoon through 15Z Tue. When if precip changes to all rain at
some of the terminals remain uncertain.

VFR conditions are likely on Wednesday with weak high pressure in
control and light northerly winds. Potential for CIG/VSBY
restrictions especially over CHO as low pressure looks to pass
mainly to our south. However the exact track of the low will
determine exact impacts.

&&

.MARINE...
Light and variable winds becoming East around 10 kt Mon. No SCA
anticipated through 12Z Wed.

Sub-SCA conditions expected Wednesday with weak high pressure north
of the waters. Low pressure will move east of the waters Thursday
inducing a strong northerly wind of 25-30 kt gusts. Therefore, SCA
is likely needed Thursday.
