What forecasters said that day

The local office's own words before this high wind watch went out, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.

NWS Baltimore/Washington wrote its last area forecast discussion before this high wind watch went out at Mar 24, 10:27 AM EDT, 3 hours 26 minutes earlier.

Area forecast discussion, Mar 24, 10:27 AM EDT, 3 hours 26 minutes before
Area Forecast Discussion
National Weather Service Baltimore MD/Washington DC
1027 AM EDT Wed Mar 24 2021

.SYNOPSIS...
Low pressure will track up the Mid-Atlantic Coast today before
moving off to our northeast tonight. A stronger low will track
through the Midwest Thursday before passing through the Great Lakes
Thursday night. The cold front associated with the low will pass
through Friday and high pressure will return for Saturday. Another
low and its associated cold front will pass through Sunday and
Canadian high pressure will build overhead for early next week.

&&

.NEAR TERM /THROUGH TONIGHT/...
14Z update:
Based on the latest radar imagery, a bulk of the moderate
intensity rainfall is occurring along, and east of I-95. 3-hour
amounts are running in the 0.25-0.50" range with no flooding
threat expected given how dry the month has been. Despite the
sharp cut off noted on radar, some lighter activity should
continue off to the west into the early/mid afternoon hours. The
resultant gradient in rainfall will likely mitigate fire weather
concerns I-95 eastward, while the situation will have to be re-
assessed farther west for later in the week.

Previous Discussion:
Current observations depict a weak surface low pressure system
just offshore of Wilmington, NC. Surface high pressure also
resides off the New England coast. The resultant flow between
these two systems is generally out of the east to southeast,
funneling in plentiful moisture into the region. Meanwhile, a
cold front is draped from the Ohio Valley down through the lower
Mississippi River Valley. Plenty of clouds overhead, and that
will be the case all day today. Current radar depicts showers
breaking out across much of the forecast area.

The aforementioned surface low will track up the east coast
during the day today, bringing steady rain to areas east of the
Blue Ridge. Rainfall amounts have come up with this forecast
package, as the low looks to take a track even closer, if not on
land. With all of this going on, highs only reach the upper 50s
to low 60s today.

Do think the rain is gone by this evening, as the surface low
pushes away from the region. Areas east of the Blue Ridge can
expect continued low clouds and some fog, perhaps locally dense,
tonight, owing to plentiful moisture trapped beneath an
inversion and light winds. This will keep lows tonight well
above average, with temps only dropping to the upper 40s to low
50s.

.SHORT TERM /THURSDAY THROUGH FRIDAY NIGHT/...
On Thursday a potent shortwave trough will swing out of the
southern Plains and into the Ohio Valley by Thursday night into
Friday morning. A strong surface low will accompany this upper
level feature and track from the southeast and into the Ohio
Valley. Deep southerly flow ahead of the attached cold front
will bring much warmer air into the region. This will bring
highs into the low to mid 70s. Could see us leaning towards the
lower end of that spectrum, given that cloudcover will be on the
increase. With southerly flow and abundant cloudcover Thursday
night, lows only dip into the low 60s.

By Thursday afternoon/evening, the aforementioned cold front
will be approaching the western portion of the forecast area.
Showers are likely along/west of the Allegheny Front Thursday
evening and overnight. Chances decrease the further east you go,
and thinking things may actually stay mostly dry east of the
Blue Ridge.

A strong low-level wind field (50-70 kts at 850mb) will bring
some strong wind gusts Friday morning through early Friday
afternoon. Sustained winds of 15-25 mph are expected, with
gusts in the 40-50 mph range in the lower elevations. However,
in the higher elevations, could be looking at wind gusts of 50+
mph given the strong 850mb flow. Wind Advisories for the higher
elevations and into northern/central MD seem likely at this
point. High Wind Warnings may even be possible along the
Allegheny Front. High temperatures will get quite warm Friday
ahead of the frontal passage, reaching the mid to upper 70s, and
perhaps even 80 in southern portions of the forecast area.

Winds relax Friday night and low temperatures dip into the upper
40s to low 50s.

.LONG TERM /SATURDAY THROUGH TUESDAY/...
Weak high pressure over the area Saturday will move offshore
Saturday afternoon. However, it should remain close enough for dry
conditions along with some sunshine and mild conditions.

Low pressure and its associated cold front will approach the area
Saturday night before passing through Sunday. A few showers are
possible with the frontal passage. There is still some uncertainty
as to whether or not some southern stream moisture can get drawn
into this system. If it does, then rainfall may be more widespread.
However, it it does not, then shower coverage will be less and
precipitation amounts will be light. Am leaning toward the second
scenario with lighter precipitation amounts given the fact that the
latest EPS and GEFS is showing southern stream energy remaining
split from the northern stream energy, closing off the Gulf of
Mexico as a moisture source.

Gusty winds are possible behind the system later Sunday into Sunday
night before high pressure settles overhead Monday. The next cold
front may impact the area Tuesday into the middle portion of next
week.

.AVIATION /14Z WEDNESDAY THROUGH SUNDAY/...
CIGS/VSBYs have deteriorated this morning in response to a
steady area of rain showers moving north-northeastward through
the region. Occasional improvements in visibility will take
place from time to time, particularly across western terminals
where rainfall intensity is a bit lighter.

Low pressure will move away from the region this afternoon and
tonight, leading to some brief improvement in conditions.
However, tonight will be a good setup for fog, given abundant
moisture trapped beneath the inversion and light winds. Could
see some locally dense fog east of the Blue Ridge.

Gusty southerly flow ahead of a strong cold front are expected
to begin Thursday night, and peak Friday morning/early
afternoon. Winds could be rater strong on Friday, with sustained
winds of 15-25 mph and gusts in the 40-50 mph range possible.
The one exception is CHO, which should be just south of the peak
winds, but will still be rather gusty with gusty more in the
20-30 mph range. Winds relax by Friday night with continued VFR
conditions.

High pressure will bring VFR conditions and light winds
Saturday. A cold front may bring a few showers Saturday night
into Sunday. Gusty west to northwest winds are possible behind
the cold front later Sunday into Sunday night.

.MARINE...
Winds today will be out of the ESE through the early afternoon
as surface low pressure tracks north from the NC coast towards
the region. Winds then turn briefly out of the west as the low
moves away from the region, before turning southerly ahead of an
approaching strong cold front.

As this front comes closer on Thursday night, winds ramp up
rather quickly out of the south. Small Craft Advisories are
likely to begin Thursday evening and continue through Friday
evening. Gale force winds are expected for the land-locked
waters on Friday. However, over the open waters, think the air
temperature/water temperature difference (nearly 30 degrees) is
too much to bring Gale force gusts to the surface.

High pressure will bring light winds Saturday. A cold front will
approach Saturday night before passing through Sunday. A Small Craft
Advisory will likely be needed during this time. The strongest winds
are expected behind the cold front late Sunday into Sunday
night.

&&

.FIRE WEATHER...
Gusty winds are expected behind a cold front Friday morning
through Friday afternoon along with rapidly falling humidity
during this time. This may enhance the threat for the spread of
wildfires, but confidence is low because a soaking rain is
expected east of the Blue Ridge Mountains today, and showers are
likely Thursday night, especially west of the Blue Ridge
Mountains. Will have to monitor precipitation amounts through
Thursday night. If there are any areas where precipitation
amounts are lighter (<0.25"), then this will significantly
increase the threat for the spread of wildfires. As of now, the
best chance for this to occur is over the Shenandoah Valley.

&&

.TIDES/COASTAL FLOODING...
A weak coastal low will increase the onshore flow some for today.
This will cause anomalies to increase, but since the low is weak
confidence is higher for caution stages vs. minor flood stages.
However, it may be close for sensitive areas.

The onshore flow will relax tonight, but it will increase again
Thursday into early Friday ahead of a cold front. This will cause
anomalies to increase, and minor tidal flooding is possible near
times of high tide. For now, the latest forecasts lean toward
caution stage vs minor flooding since the stronger southerly flow
may be brief before turning offshore later Friday morning and
afternoon.
