What forecasters said that day

The local office's own words before this gale warning went out, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.

NWS Baltimore/Washington wrote its last area forecast discussion before this gale warning went out at Oct 25, 4:03 AM EDT, 6 hours 3 minutes earlier.

Area forecast discussion, Oct 25, 4:03 AM EDT, 6 hours 3 minutes before
Area Forecast Discussion
National Weather Service Baltimore MD/Washington DC
403 AM EDT Mon Oct 25 2021

.SYNOPSIS...
A strong cold front will push eastward across the area late
this evening into night. Strong low pressure will develop off
the coast on Tuesday and linger into Wednesday morning. High
pressure will return briefly Wednesday into early Thursday
before another system threatens towards the end of the week.
This wetter system may impact the region for Thursday night into
Friday.

&&

.NEAR TERM /THROUGH TONIGHT/...
The key players on the synoptic map early this morning are a
warm front arcing west-to-east across southern Pennsylvania. Off
to the west, GOES-16 water vapor imagery shows a potent cyclone
spinning over central Illinois. The attendant cold front moving
through central Indiana and western Kentucky features relatively
cold cloud tops and plenty of lightning activity. This system is
set to embark on the Mid-Atlantic region later this evening and
into the night. Expect locally heavy downpours, gusty to possibly
damaging caliber winds, an isolated tornado, and a marked cool
down into the following day.

Relatively benign weather is being observed at 07Z with a few
high clouds streaming overhead. Otherwise, quiet conditions are
anticipated through the early afternoon. Mild southerly flow is
supporting above average temperatures with mid 50s to low 60s
being rather widespread. Throughout the day, continued warm
advection and rising heights will allow highs to soar into the
mid/upper 70s. With 850-mb temperatures progged to reach 15C, a
couple of low 80s readings are not out of the question. However,
all of this warmth will disappear as a strong cold front looms
upstream across the Ohio Valley.

The scenario which unfolds is somewhat complicated which lends
itself to some uncertainty. First, in addition to the system
ejecting out of the Midwest, a second system lifting out of the
southeastern U.S. will also play a role in the pattern.
Energetics from the southern stream impulse are forecast to move
toward southern Maryland during the late afternoon while
cyclogenesis unfolds off the Carolina coast. The shortwave may
spawn some showers east of I-95 in advance of the main cold
front. Forecast soundings ahead of the expected frontal
convection are somewhat erratic, possibly owing to the pre-
frontal activity. Vertical profiles show more of a veer-to-
back-to-veering wind field which is not terribly conducive to
supercellular structures. However, deep-layer shear of 40 to 50
knots is substantial enough to keep a severe thunderstorm risk
in place. This is despite the limited instability of 250 to 500
J/kg, locally higher in spots.

Based on the recent high-resolution model suite, a north/south
oriented line of showers and thunderstorms should form along the
cold front. These will race eastward from the Shenandoah Valley
toward the I-95 corridor in the 22Z-02Z window before reaching
the Eastern Shore by after midnight. The main threat will be
damaging winds as higher momentum air gets mixed down to the
surface. Cannot rule out an isolated tornado, but such an
occurrence would be brief. Heading into the night, some residual
showers should linger as the shortwave passes overhead. Aside
from the Alleghenies which will be in the upper 30s to low 40s,
mild conditions continue as the colder air will yet to arrive.

&&

.SHORT TERM /TUESDAY THROUGH WEDNESDAY NIGHT/...
The guidance has shifted over the past couple of days regarding
the potential coastal low formation. The mentioned system coming
out of the coastal Carolinas becomes the main wave of interest
as it deepens 200-400 miles off the Delmarva coast on Tuesday.
Tightening pressure gradients will gradually lead to an uptick
in northwesterly flow by Tuesday afternoon, particularly over
the marine waters. Deepening mixed layers should allow gusts to
around 25 to 35 mph at times, potentially a bit higher. These
brisk winds continue into the night as a likely sub-980 mb low
sits offshore of Long Island. Besides the wind, a chance of
showers will accompany mostly cloudy skies as a shearing upper
low comes down from the Great Lakes. While forecast highs are
set to reach the mid 60s, this likely occurs at midnight as
temperatures flat line or even fall during the day. With cooling
overnight temperatures and brisk winds, wind chills may drop
below freezing over higher elevations of the Allegheny Front.

Cyclonic flow begins to relax by mid-week as the upper trough
moves offshore. This also carries the deep coastal low further
off the coast leading to a gradual decrease in winds. Gusts of
15 to 25 mph are still possible the first half of Wednesday, but
with much more sunshine. High temperatures will be in the mid
to upper 60s which is a few degrees above late October
climatology. Dry conditions continue into the night with
temperatures dropping into the 40s.

&&

.LONG TERM /THURSDAY THROUGH SUNDAY/...
Thursday will start out dry with high pressure still influencing the
weather through midday. The high will move to the northeast as a
potent storm system pushes toward the region from the southwest.
Rain will overspread the region from southwest to northeast Thursday
afternoon through Friday. A few thunderstorms could develop in
places that become warmer and have more sunshine through midday
Thursday. Rain amounts could average one half inch Thursday
afternoon through Thursday night. Higher amounts and additional
amounts will follow Friday.

Periods of light rain will become more showery Friday night
through Saturday night as the main storm system exits to the
east and wrap around moisture is met with residual energy from
the northwest and an upslope wind component in our northwestern
zones. Additional rain amounts Friday night through Saturday
night should average a few tenths of an inch to one quarter of
an inch. Highs Saturday will be in the lower 60s.

There is a chance of a few leftover showers on Sunday, mainly in the
northwest zones. Highs in the 60s.

&&

.AVIATION /07Z MONDAY THROUGH FRIDAY/...
Within the warm sector, winds will remain southerly through the
day before a cold front arrives late this evening into the
night. For now, expect a few more hours of low-level wind shear
issues as a 925-850 mb jet maxima moves through. VFR conditions
will be in place through the afternoon hours before the showers
and thunderstorms arrive. Gusty and erratic winds will accompany
the stronger showers along with some brief ceiling/visibility
restrictions. For the overnight, some lingering MVFR ceilings
are possible before the stronger northwesterly flow scours out
these lower clouds.

Gusty northwesterly flow will be commonplace at all terminals on
Tuesday as a coastal low strengthens. 20 to 30 knot winds are
possible from Tuesday afternoon into the overnight hours, with a
gradual reduction in these winds by Wednesday. Some showers are
possible on Tuesday, but do not expect resrictions at this time.

VFR conditions through midday Thursday. MVFR conditions Thursday
afternoon through Friday night with rain overspreading the region.
The main conditions will be sought from lowering ceilings due to the
rain. Winds east 5 to 10 knots Thursday and Thursday night. Winds
east 10 knots gusts 15 to 20 knots Friday and Friday night.

&&

.MARINE...
Southerly channeling continues across a majority of the
Chesapeake Bay early this morning. A Small Craft Advisory is in
effect for these breezy southerly winds through the mid/late
evening. With showers and thunderstorms likely with the cold
front, Special Marine Warnings may be necessary for the stronger
cells this evening into the night.

As a coastal low strengthens offshore, northwesterly flow
intensifies Tuesday morning. Further strengthening is expected
with high-end small craft potential throughout the day and into
the overnight. A Gale Watch is currently in effect for the lower
Chesapeake Bay from Tuesday evening into early Wednesday
morning. Northwesterly winds weaken into Wednesday, but should
remain strong enough to support additional small craft issues.

No marine hazards Thursday. Winds east 5 to 10 knots. Small craft
advisories possible Thursday night. Winds east 10 knots gusts 15
to 20 knots. Small craft advisories likely Friday into Friday
evening. Winds east 10 to 15 knots gusts 20 to 25 knots.

&&

.TIDES/COASTAL FLOODING...
Tides will become more elevated this afternoon and evening
than recent days. Should remain just below criteria. Tides
will drop around midweek, before climbing up to advisory and
perhaps warning criteria Thursday into Friday with a potent
storm system late in the week.
