.SYNOPSIS...13/836 PM.

A ridge of high pressure aloft will remain in place through
Sunday, then a cold storm system will move over the region between
Sunday night and Monday night and likely bring rain and low
elevation snow. Gusty winds are possible across the region between
Sunday afternoon and Monday night. A warming and drying trend will
establish for Tuesday and Wednesday. Another storm system could
move into the region for the end of the week.

.SHORT TERM (SAT-TUE)...13/924 PM.

The latest satellite imagery indicates an upper-level ridge of
high pressure to the west of the area and building into northern
California, while a cold trough of low pressure off the Pacific
Northwest coast digs along the West Coast. The ridge axis will
continue to build over the region into Sunday as the upper-level
trough digs southeast across the state and into Mojave Desert by
Monday night.

A northerly surface pressure gradient across southern Santa
Barbara County this evening is producing gusty winds. Currently,
gusty northerly winds are primarily west of Goleta out toward
Gaviota and Refugio, but winds will likely refocus across the
eastern portion later this evening.

A deep marine layer already in place along the Central Coast this
evening will expand across the area tonight and into Sunday
morning. Strong onshore flow will develop through Sunday and
clouds should fill in across the region into daybreak Sunday,
pushing well into the coastal slopes of the mountains. The latest
fog product imagery shows clouds already developing along the
coastal slopes of the San Gabriels this evening. After midnight,
the clouds should fill in and march northwesterly towards southern
Santa Barbara County through Sunday morning.

The latest models are bringing some enhancement to the storm
system between Sunday night and Monday. Most models are trending
stronger with the system with the NAM-WRF solutions turning the
flow a little southwesterly ahead of the front. PoPs have been
nudged a little higher across the region between Sunday night and
Monday. Rainfall amounts remain around 0.10-0.25 inch, except
local amounts up to 0.50 inch along the coastal slopes of the
mountains. Low snow levels, as low as 2500 feet will likely
accompany this system, and bring accumulating snowfall to the
Grapevine portion of Interstate 5 Corridor up near Tejon Pass and
Highway 14 near the Soledad Pass. A dusting of snow is possible on
the San Marcos Pass on Highway 154 and Cuesta Pass on Highway
101. A winter weather advisory may be needed as the finer details
of timing and amounts come together.

A wind advisory may also be needed as gusty west to northwest
winds are likely across much of the area on Monday and Monday
night. There is a chance of gusty southwest to west winds across
the Antelope Valley and the interior slopes of the mountains on
Sunday afternoon and evening.

All the models show the upper level trough sharpening and
deepening as it approaches the coast of northern CA Sun night,
then the trough will evolve into a closed upper level low as it
tracks across central CA Mon morning, and into southern NV Mon
afternoon. The southern end of its associated frontal system will
likely bring some rain to areas north of Pt. Conception by late
Sun night, with a slight chance of rain as far south as southern
L.A. County by daybreak Mon. There is a good chance of rain Mon
morning, especially across VTU/L.A. Counties, with a decreasing
chance north of Pt Conception. There is then a lingering slight
chance to chance of showers mainly for inland areas but including
the L.A. county coast Mon afternoon. It will be very chilly across
the region on Monday, with max temps 10 to 18 degrees below
normal in most areas.

Behind the front, gusty to possibly Advisory-level W-NW winds
will affect much of the region Monday afternoon with Advisory-
level NW winds across southern SBA County and through the I-5
Corridor Mon evening into Mon night. In addition, a moist
northerly flow will keep the chance of showers across the northern
slopes of the mountains of L.A. and VTU Counties through Mon
night.

At this point, it appears that rainfall from late Sun night
through Mon evening will average a tenth to a quarter of an inch
across the region, with locally higher amounts up to a third of an
inch across the northwestern portions of SLO County, on the
northern slopes, and possibly the eastern San Gabriel Mountains.

Snow levels will drop to around 5000 to 5500 feet Sun night, then
fall further to between 4000 and 4500 feet Mon morning, 3000 to
3500 feet Mon afternoon and 2500 to 3000 feet Monday night. Snow
accumulations of 2 to 4 inches are a good possibility, with most
of this snow accumulation above about 4500 feet. For Mon afternoon
and evening, there will be the potential of some light snow
accumulations over higher portions of Interstate 5 including the
Grapevine, as well as Highway 14, which may hamper travel. If this
forecast remains on track, the combination of some accumulating
snow and strong, gusty winds could lead to an eventual issuance of
a Winter Weather Advisory for the SBA/VTU/L.A. County mtns
(excluding the Santa Monica Mtns) for Monday into Monday night.

The upper level low will move E Mon night and Tue, with an upper
level ridge developing along and off the CA coast on Tue. Clouds
on the N slopes will decrease by early Tue morning, otherwise
mostly clear skies can be expected across the forecast area Mon
night and Tue. Altho temps will warm up again on Tue, they will
still be 5 to 10 deg below normal, with highs in the vlys and
coastal areas generally in the upper 50s to mid 60s. It looks like
the gusty NW to N winds will linger thru Mon night then diminish
some while turning more W to NW by Tue afternoon.

.LONG TERM (WED-SAT)...13/201 PM.

The EC and GFS deterministic and mean ensembles are in pretty
good agreement during the extended period. Some upper level
ridging should persist over the area into Wed, then a broad SW
flow aloft with the ridge moving slowly E can be expected Thu and
Fri. It looks like a weak frontal band will set up along or just
off the Central Coast on Fri with a slight chance of rain moving
into that area. On Sat, an upper level trof should either move
inland over CA (GFS) or remain just off the coast (EC), but both
models indicate the front should move a bit further inland on Sat
for a slight chance of rain for SLO/SBA Counties, and parts of
wrn and nrn VTU Counties for Sat afternoon. Any snow with this
system would by over the high mtn elevations.

Otherwise, mid and hi clouds can be expected over the region
especially later Wed into Thu for partly to mostly cloudy skies.
Partly cloudy conditions should prevail for most areas Fri into
Sat, except mostly cloudy at times for northern areas. Temps are
expected to warm up a bit each day thru Thu to several degrees
above normal, then cool slightly Fri and Sat to near normal to
slightly above normal for the most part.

.AVIATION...14/0631Z.

At 0512Z at KLAX, the marine layer was 2500 feet deep. The top of
the inversion was at 2700 feet at a temperature of 8 degrees C.

Good confidence in MVFR cigs at all coastal and valley sites
through at least late Sunday morning. For KOXR/KCMA/KSBA/KPRB,
arrival of cigs may be an hour earlier than forecast. There is a
30% chance cigs may lower to IFR, especially north of Point
Conception.

KLAX... Moderate confidence in TAF. Cigs may move in and out of
the terminal through 10Z. Clearing time may be off by an hour or
two. Good confidence that an east wind component will be under 5
kt.

KBUR... Moderate confidence in TAF. There is a 20% chance that
cigs will lower to IFR, and clearing time may be off by an hour or
two.

.MARINE...13/835 PM.

Moderate to high confidence in Small Craft Advisory (SCA) level
northwest winds continuing through late tonight for the waters
from Point Conception to San Nicolas Island as well as the western
portion of the Santa Barbara Channel. There is a chance that winds
may diminish a few hours earlier than forecast. Winds and seas
will remain below SCA level across all the waters through Sunday.
By late Sunday night or early Monday, high confidence in at least
SCA level northwest winds developing over the northernmost waters.
These winds will then spread across all the coastal waters by mid
to late Monday morning. Gusty winds will continue through Tuesday
morning for the waters closest to shore and through Tuesday
evening for the waters farther off the coast. There is a 60-70%
chance of widespread Gales across the outermost waters along the
Central Coast to San Nicolas Island, as well as a 50-60% chance
for the western portions of the waters inside the Southern
California Bight from Monday afternoon through late Monday night.
The current Gale Watch looks good and have decided to add the
northernmost outer waters zone. In addition to gusty winds, large
and hazardous seas over 10 feet will develop across the outermost
waters and last through Tuesday evening. There is a chance that
seas may exceed 15 feet on Monday night. By Wednesday, winds and
seas will return to below SCA conditions.
