.SYNOPSIS...23/644 PM.

Quiet weather is expected across Southwest California through
Sunday afternoon, with partly to mostly cloudy skies and
seasonable temperatures. A Pacific storm system will bring
widespread moderate to heavy rain to the area Sunday night and
Monday, along with gusty winds and cooler temperatures. Warming
and drying are expected the rest of next week.

.SHORT TERM (SAT-TUE)...23/815 PM.

Satellite imagery showing an influx of higher level clouds
in advance of a strong Atmospheric River storm system developing
in the eastern Pacific. One short term concern tonight is
gusty northwest winds across the western portions of the Santa
Barbara south coast and Santa Ynez mountains, where a wind
advisory is in effect for wind gusts up to 45 mph. Gusty winds
are also occurring across the I-5 corridor and Antelope Valley
tonight but not quite advisory levels.

Some warm air advection in advance of the approaching storm
system will bring slight warming to many areas on Sunday, with a
continuation of partly to mostly cloudy skies. Some warm frontal
light rains may begin as early as late Sunday afternoon across the
northern portions of San Luis Obispo county, then expected to
overspread much of San Luis Obispo and Santa Barbara counties on
Sunday night. Even during the warm-frontal precipitation, we could
see some orographic enhancement along the Santa Lucia and Santa
Ynez ranges due to increasing south to southwest low level wind
flow.

While the focus of this atmospheric river event will be across
northern and central California, an unusually strong late October
cold front will bring moderate to heavy rainfall across Southwest
California, starting across the Central Coast late Sunday night,
then moving into areas south of Point Conception on Monday. This
system has a combination of ample moisture (with precipitable
water values up to 1.5 inches) along with fairly strong dynamics
and orographic enhancement due to south-southwest low level flow
of 30-50 knots in the boundary layer. Overall rainfall projections
still generally on track with 1-3 inches for much of San Luis
Obispo and Santa Barbara counties, except locally up to 4 inches
across the northwestern portions of the San Lucia range. Most of
LA/Ventura counties are expected to see between 0.50 and 1.50
inches, except locally up to 1.75 inches in the foothills and
coastal slopes. However, latest high resolution models starting to
ramp up rain totals for the foothills and coastal slopes of
western Ventura county, so QPF for this area may need to be
adjusted upward if this trend continues.

Projected rainfall intensities will generally range between 0.25
to 0.50 inches per hour with the cold front, except local
intensities up to 0.75 inch per hour (mainly San Luis Obispo and
Santa Barbara counties). These types of rainfall rates will likely
result in flood advisories issued for shallow debris flows and
rockslides in recent burn areas, including the Alisal burn scar
in Santa Barbara county. High resolution models starting to show
the possibility of embedded heavier downpours within the cold
front, especially in San Luis Obispo and Santa Barbara counties.
As a result, there is a slight chance that USGS 15, 30, or 60
minute warning thresholds could be reached for the Alisal burn
scar which could result in more significant debris flow activity.
For that reason, later shifts may need to consider issuance of a
Flash Flood Watch for the Alisal burn scar if high resolution
model data continues to show the threat of these embedded heavier
downpours. At this time, it appears the highest rainfall
intensities will impact the Alisal burn scar between 7 am and 11
am on Monday.

Snow is not going to be a factor with this weather system as snow
levels should remain well above 8000 feet until the tail end of
the event Mon evening. In addition, the coldest air and most
unstable airmass with this storm will remain over northern and
central CA thru Mon, resulting in a minimal thunderstorm threat
(5-10%) across our forecast area.

Strong and gusty S to SW winds ahead of the main front can be
expected across the region Sun night and Mon. Winds may even reach
High-end Advisory levels for much of SLO/SBA Counties later Sun
night into Mon morning, and Wind Advisories will likely be needed.

As far as temperatures, it will turn even cooler on Mon with the
clouds and rain over the region. Highs will be about 7-14 deg
below seasonal norms, and only reach into the upper 50s and 60s
for the coast and vlys.

The upper level trof will move further to the E later Mon night
thru Tue, allowing H5 heights to increase to near 583 dam. There
will also be rather sharp offshore pressure gradient trends thru
the day. Skies will become mostly clear for most areas Mon night
with sunny skies on Tue. Temps on Tue will be a few degrees warmer
than Mon, but highs will still be about 5-10 deg below normal for
many areas.

.LONG TERM (WED-SAT)...23/142 PM.

Upper level ridging will continue to build into srn CA Wed and
Thu, with H5 heights up to around 586 dam. A weak upper level
trof should move into the area on Fri, then some upper level
ridging should move back in on Sat. Offshore gradients to the N
and E are expected Wed and Thu, then offshore gradients mainly to
the N are forecast for Fri into Sat. Breezy to gusty N to NE
winds will be possible mainly night and morning hours in the usual
wind-prone areas thru mid week. Mostly clear skies can be
expected across the region thru Fri, then some marine layer clouds
may develop along coastal areas Fri night into Sat morning with
clearing by afternoon. A warming trend is expected during the
extended period, with temps increasing to several degrees above
normal in most areas by Thu or Fri.

.AVIATION...24/0018Z.

At 2230Z at KLAX, there a deep moist layer with a depth of 5200
feet.

Low to moderate confidence in the 00Z TAFs. Low confidence in the
timing and height of marine layer cigs that may affect coastal and
some valley locations. Any cigs are expected to be MVFR, with a
chance of IFR cigs at KSMX. Lower confidence in timing of rain
moving into the area Sun afternoon and night. Generally expect
only KPRB and KSBP to have any chance of rain by 00Z.

Generally high confidence at KPMD, KWJF with VFR conditions thru
the period. Strong and gusty SW winds will continue into this
evening for this area.

KLAX...Moderate confidence in the 00Z TAF. Low clouds and fog
with a mix of MVFR and VFR cigs are expected through 18Z Sun
morning. Timing between flight cats may be off several hours. East
wind component should remain below 6 kt Sun morning.

KBUR...Low to moderate confidence in the 00Z TAF. There is a 30-40
percent chance of VFR conditions tonight.

.MARINE...23/927 PM.

Winds will temporarily diminish across the outer coastal waters
but are expected to reach SCA levels from the S-SE by late Sunday
morning or afternoon. However, seas remain above 10 feet tonight
across portions of the outer waters, maintaining Small Craft
Advisory conditions. Winds have diminished below SCA levels in
the inner waters.

A storm system is still on track to impact the area Sunday and
Monday. This storm will bring a period of gusty S-SW winds
everywhere, including a 70 percent chance of 6 or so hours of Gale
Force Winds north of Point Arguello Sunday Night. This storm will
also bring a large swell impacting all areas by Monday and last
through Wednesday, peaking Monday afternoon through early Tuesday.
During this peak, large breaking waves will pose dangers to boats
and divers nearshore, with breaking waves possible over the Morro
Bay and Ventura Harbor entrances, which will be highlighted in a
Marine Weather Statement. The chance of thunderstorms is minimal.

.BEACHES...23/938 PM.

High Surf Advisories that are in effect through 10 pm this evening
will be allowed to expire. However, a new high surf advisory will
be issued to highlight the larger more impactful swell and surf
expected to impact our beaches late Sunday night through Tuesday.

Moderate to high confidence in a very large west-northwest swell
peaking at 15 to 20 feet with a 17 second period over the Central
Coast, with about half those heights for the inner waters from
Santa Barbara to Orange County. The peak of the swell will be
Monday morning through early Tuesday morning. A swell this size
will result in High Surf Advisories and dangerous currents over
nearly all coasts. Surf heights of 15 to 20 feet are expected
across the Central Coast, which could bring local damage to
coastal structures like piers. As a result, there is still the
possibility of upgrades to High Surf Warnings if sets above 20
feet are expected. For west facing beaches of LA/Ventura counties,
surf of 6-12 feet can be expected, highest near Ventura Harbor.
