What forecasters said that day

The local office's own words before this wind chill advisory went out, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.

NWS Chicago, IL wrote its last area forecast discussion before this wind chill advisory went out at Feb 13, 4:26 AM EST, 7 minutes earlier.

.SHORT TERM...
326 AM CST

Through Sunday...

Wind Chills:

We have issued wind chill headlines for the area for tonight
through Sunday morning.

A strong 1045 mb arctic high will gradually build southeastward
over the Dakotas tonight, and into parts of the Upper Midwest
Sunday night. The placement of this surface high will favor a
prolonged period of breezy northerly winds and a push of much
colder air into our area into early next week. Temperatures will
drop well below zero tonight, especially over my Illinois
counties where actual air temperatures down into the single
digits below zero are expected. These temperatures combined with
northerly winds of 10 to 15 mph will create dangerous wind chills
of 20 to 35 below zero, with the lowest wind chills expected in
the wind chill warning area late tonight into Sunday morning.

Little improvement is expected on Sunday, as actual air
temperatures struggle to climb into the single digits above zero.
Continued breezy conditions will keep wind chills in the -10 to
-20 range for most of my Illinois counties through the day, before
dropping back into the -20 to -25 range Sunday evening and night.
For this reason, it is likely that wind chill advisory headlines for
at least parts of my area will need to be extended to include the
Sunday afternoon through Monday morning timeframe. Since it
appears unlikely that a wind chill warning will be needed after
midday Sunday we opted to hold off on issuing wind chill
headlines past this time.

Snow Trends Today:

A large swath of light snow stretches from Colorado to Illinois and
east into Michigan, with a couple of slightly more intense bands of
snow appearing on the radar, one south of I-80, and other on the
Illinois/Wisconsin state line. Presently the right entry region of a
jet max continues to provide support for light snow over our
forecast area, but isentropic ascent is evident both over us and
further west, and it the primary snow mechanism for sites west. So
even when the jet stream is no longer in a favorable supporting
location, we can expect to continue to see some light snow lingering
into Saturday later afternoon / early evening. A strong (1043 mb)
surface high pressure remains to our northwest, giving us continued
north-northwest winds. Our northwesterly winds are assisting with a
narrow band of convergence/snow on the lake, with east-northeasterly
winds on the Michigan slide of the lake. Overall northerly flow is
pushing some of this snow into northern Porter County, where we
continue to have a Winter Weather Advisory. This band of snow may
temporarily wave over towards the shore of Lake County, Indiana,
before osculating once again towards Porter County.

Presently conditions supporting snow are expected to move east of
our area late this afternoon/early this evening, although we may
see one last period of slightly better snow as a vort max moves
over our region mid-afternoon, primarily in northern counties.
Afterwards lift and moisture moves to our east, along with the
snow, with the exception of Porter County, which may have another
hour or so of lake enhanced snow. As this weather system moves
east, we will see a slight increase in our northerly winds, with
gusts from 15 to 20 mph possible Saturday evening.

Cloud cover will decrease fairly quickly Saturday overnight, but are
expected to return by Sunday afternoon as our next weather system
approaches.

.LONG TERM...
315 AM CST

Sunday night through Friday...

The hearty winter pattern of frequent snow and well below normal
temperatures continues through the first half of the coming week.
Afterward this gives way to, well, less frequent snow chances and
not as far below normal temperatures. We get the sense many of
the public will take that right now!

As noted in the Short Term Discussion, Sunday night will very
likely be headed for another Wind Chill Advisory for at least
much of the Illinois CWA as the pressure gradient remains tight
east of the Arctic high. While more cloud cover than tonight may
keep temperatures a bit higher, the still subzero or near subzero
readings with 10-15 mph winds will yield wind chills -15 to -20.

Sunday night into Monday will also see the baroclinic zone between
700 and 850 mb remain fairly tight aloft and draped across the
southern and eastern CWA. A subtle disturbance within broad upper
jet maxima coupling, and a resulting weak to moderate
strengthening of frontogenesis is forecast Sunday night into
Monday morning. Light synoptic snow may be seen with this, though
uncertainty on how much footprint in our area, and low-level dry
air infiltrating from the north may suppress this.

Also of note for this Sunday night into Monday period (as well as
into Monday night and possibly Tuesday morning) is lake effect
snow. For that first period, north-to-south oriented low-level
convergence is once again depicted to work its way into the middle
of lake and point into northwest Indiana. Conceptually with the
placement of the upstream high over Minnesota (slightly north of
our latitude) and low pressure near the Mid-Atlantic shore
(slightly south of our latitude), this makes sense. Lake effect
parameters, as have been and look to be the case throughout this
cold air outbreak, are not off the charts by any means, but should
be enough to provide near continues lake effect snow showers in a
zone into far northwest Indiana. Multiple inches of snow are
likely in at least localized places, but obviously this is
dependent that this setup becomes firmly established.

A mid to upper level short wave larger in scale than its
predecessor is forecast by the global guidance to move neutrally
tilted across the nation's midsection Monday afternoon and evening
and become more negatively oriented, though dampening, into the
southern Great Lakes by Tuesday morning. The warm advection aloft
with this looks to be maximized further southeast, with synoptic
forcing overhead being more developing deformation-ish. This
would be more light snow resulting, and again the southern and
eastern CWA are the more favored areas. The 00Z EC ensemble
has shifted slightly southeast with this more in the line with
the GEFS, keeps the better chances for non-lake effect liquid
equivalent QPF greater than 0.1 in the far south and east.

Lake effect, or quasi-lake enhanced snow depending on how far
north the synoptic forcing spreads, will also continue to be
present Monday night. Parameters actually look a little better,
and the pressure pattern bends some to favor this more toward the
Illinois/Indiana border and even into Cook County, including
Chicago. Will need to watch this for potential impacts to the
Monday evening and/or Tuesday morning commute with a few inches
possible. In any areas that have more permanent residence time in
this somewhat prolonged episodic lake effect snow from Sunday
through Tuesday morning, is parameters are lined up well and the
high ratios are realized, there could be 4-6 inches or so in some
lake adjacent locations. With the mesoscale nature though, too
much uncertainty yet by far to start tossing out amounts in non-
technical messaging, such as Weather Stories.

The cold continues Monday and Tuesday, with either of those nights
having low temperatures highly dependent on cloud cover.
Confidence is clouds Monday night is higher while Tuesday night
may be clear with diminishing winds to result in some favorable
outlying northern Illinois locations making a run at -10. Beyond
in time, moderation will occur though in the absence of any
stronger, synoptically driven southwest low-level flow, do not
see over this deep snowpack being able to go much above mid 30s,
and those readings are only indicated in the guidance envelope
just beyond the official NWS forecast (so next weekend).

.AVIATION...
For the 06Z TAFs...

Primary forecast concern remains light snow through Saturday
afternoon with associated cigs/vis.

Light snow developed this evening with visibilities generally in
the 1-3sm range, lowest along a vys/jot/gyy line. Light snow will
continue overnight with 1-2sm vis expected. Some uncertainty for
when snow will begin at rfd but light snow is expected there by
the predawn hours. Low mvfr cigs are expected to develop overnight
and continue into Saturday. Some ifr cigs are likely where the
heaviest snow falls, generally along the line noted above,
vys/lot/gyy. Some of the guidance is showing a lull developing
around daybreak before another period of light snow returns during
the mid/late morning. Visibilities would likely improve quite a
bit if a lull does develop but confidence is too low to try to
show any improvement with this forecast. Vis would likely lower
back into the 1-2sm range with light snow mid morning to mid
afternoon when the snow will taper off to flurries and end from
west to east. Mvfr cigs are expected to quickly scatter late
Saturday afternoon into early Saturday evening.

North/northwest winds around 10kt will continue into Saturday
afternoon, possibly briefly higher. Speeds are expected to
increase into the 10-15kt range Saturday afternoon and continue
Saturday evening along with some gusts into the 15-20kt range
expected, though some uncertainty for how prevailing these gusts
will become. The falling snow will have ended by the time these
winds increase but some low drifting snow will be possible
Saturday night. cms
