Freezing rain and sleet have diminished across central and
southern Kentucky, so the Ice Storm Warning is cancelled. Though
precipitation has ended, very hazardous travel conditions will
linger in many areas. Breezy winds from the northwest could even
combine with the weight of any ice accumulation to produce a few
additional power outages. Use caution if traveling this afternoon
through tonight. Temperatures will drop into the teens and 20s
overnight, so slick roads could linger into Friday morning.

What forecasters said that day

The local office's own words before this ice storm warning went out, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.

NWS Louisville, KY wrote its last area forecast discussion before this ice storm warning went out at Feb 9, 11:12 AM CST, 2 hours 20 minutes earlier.

Area forecast discussion, Feb 9, 11:12 AM CST, 2 hours 20 minutes before
Area Forecast Discussion

...Updated Aviation Discussion...

.Forecast Update...
Issued at 1122 AM EST Tue Feb 9 2021

Did a small update to expand the Winter Storm Watch to the rest of
southern Kentucky. We did this as we may approach warning criteria
in some of those county by the end of the day on Thursday and we
wanted to provide a few hours of "heads up" before we go into
upgrade mode with headlines later this afternoon.

In the near term, cloudy skies are expected for the remainder of the
day. Could see some patches of flurries, sprinkles this afternoon
across the region. Probably will see a bit of a temperature
gradient with highs across southern Indiana in the upper 20s with
lower-mid 30s between the river and the WK/BG Parkways. South of
the parkways, highs in the upper 30s to the mid 40s look reasonable.
Lake Cumberland region could get into the upper 40s by late
afternoon.

As far as the 12Z data trends are concerned, still seeing a slight
southward shift with the data. Based on the trends, this would
suggest less icing potential across southern Indiana and into far
north-central KY including the Louisville area. In this area, it
would appear that more of a sleet/snow mixture would be likely,
though can't rule out a little icing early on in the event.
Sleet/snow amounts do not look to exceed advisory criteria.

Main forecast issue is the icing potential across the southern half
of Kentucky. We're going to be dealing with a gradient here and
forecasting gradients are extremely difficult. However, the latest
data continues to target areas along and south of the WK/BG Parkways
for major icing issues. Not sure how far south this icing threat
will go. The 12Z NAM doesn't take the icing down into the Lake
Cumberland region, but the last few GFS runs do. However, down
along our southern border, this too may end up being a gradient.
Amounts south of the WK/BG Parkway remain quite impressive with 0.25-
0.75 of ice accumulation in the main band, but sharp gradients on
the north/south sides. So choosing the northern and southern borders
of a warning will be extremely difficult and will have a high bust
potential.

Will be doing a lot of coordinating with surrounding offices this
afternoon. Until then stay tuned.

Issued at 709 AM EST Tue Feb 9 2021

Precipitation has become very light across the region and most main
highways appear to be in good shape, so after collaborating with
neighboring offices the Winter Weather Advisory was allowed to
expire. Will continue with SPS for possible slick spots on untreated
side roads. No change to the Winter Storm Watch.

&&

.Short Term...(Today and tonight)
Issued at 230 AM EST Tue Feb 9 2021

A band of heavy snow moved across south central and southeast
Indiana overnight and produced a few inches of accumulation in many
locations, with the heaviest occurring in Jefferson County. That
band of snow has moved east of the region with lighter snow/sleet to
follow for the next few hours. Soundings continue to show loss of
moisture aloft and threat of freezing drizzle/rain behind the snow.
Indeed, there have been a few surface reports of light freezing rain
this morning already in Illinois and Missouri, and cloud top phase
satellite product is indicating ice over Kentucky and Indiana but
supercooled water over Illinois and Missouri. So, will continue with
chance of light freezing drizzle/rain in southern Indiana and north
central Kentucky for a few hours this morning, with drizzle/rain
chances when/where surface temperatures are above 32.

We'll get a break in precipitation this afternoon and evening as the
morning system moves off to the east and we await the next system
coming in late tonight. We'll have north breezes coming off of
surface high pressure to our northwest and the low overcast will
persist through the day, so not anticipating a large diurnal rise in
temperatures. Will go with afternoon readings ranging from the low-
mid 30s in southern Indiana to the mid-upper 40s in southern
Kentucky.

Tonight that surface high to our north will strengthen and build
eastward through the Great Lakes into NY/PA, providing us with cold
northeast surface flow in a layer about 3-4k feet deep. Above that,
a low level jet will strengthen from Texas to Tennessee beneath
divergence aloft associated with an upper jet from the Plains to New
England. Isentropic analysis shows saturation and weak lift
commencing after midnight, resulting in light precipitation.
Soundings and surface temperatures indicate the precipitation will
be in the form of rain in southern Kentucky, and freezing rain
possibly mixed with sleet in north central Kentucky and southern
Indiana. Fortunately QPF looks very light, on the order of a couple
hundredths of an inch before dawn Wednesday.

.Long Term...(Wednesday through Monday)
Issued at 335 AM EST Tue Feb 9 2021

...Significant Winter Storm to Impact OH Valley Late Tuesday Through
Thursday...

...Significant Icing Possible Across Portions of Southern Indiana
and Central Kentucky...

Focus for the extended period remains on the potential for a
significant and impactful Winter Storm that will be ramping up at
the start of the period and continuing into Thursday night. Main
impacts will be from the significant ice accumulations that are
forecast, which could lead to power outages and substantial tree
damage. A Winter Storm Watch remains in effect for portions of
southern IN and central KY ahead of this approaching storm with the
greatest impacts expected to occur Wednesday afternoon and into
Thursday.

Synoptic pattern will feature broad troughing over the northern
CONUS with shortwave energy ejecting out of the Desert southwest and
advancing eastward towards the region. As this energy interacts with
the baroclinic zone setup over the OH and TN Valleys, expect
prolonged period of wintry weather to occur. Warm and moist
southerly flow at 850 mb will overrun a shallow layer of colder
Arctic air at the surface, resulting in an area of freezing rain and
sleet likely to develop over central KY. The latest 00Z model
guidance continues to display a slight southward trend in the axis
of heaviest ice accumulations. Model soundings indicate that this is
in response to a weakening of the warm nose aloft especially across
north-central KY. This places the highest probabilities of greater
than 0.25 inch of ice accumulation generally between the Cumberland
Pkwy and I-64. Will be adding Simpson and Allen Counties (KY) to the
Winter Storm Watch with this southward shift in accums. However,
expect we may still see some north/south fluctuations in this axis
over the coming forecasts as models continue to narrow in on the
northward extent of the warm air intrusion. And as a result of the
shallower layer of warm air aloft across northern portions of the
forecast area, greater sleet/snow accumulations would be expected
across southern IN and north-central KY.

Wednesday morning expect light freezing rain/sleet to be ongoing
across the northern two-thirds of the area, with plain rain
generally south of the Cumberland Pkwy where surface temperatures
are forecast to be above freezing. As we move into the afternoon
hours, expect the freezing line to move north and push the freezing
rain generally north of the WK/BG Pkwys. By Wednesday evening,
deeper moisture and better forcing will arrive resulting in heavier
precipitation rates. Throughout the night expect the freezing line
to sink south towards the Cumberland Pkwy again. Southern IN may
begin to transition to a sleet/snow mix overnight with colder air
moving in aloft while freezing rain and sleet will be possible
across central KY. The NAM portrays a deeper warm nose aloft and
keeps freezing rain in over northern KY while the cooler GFS
transitions northern KY to sleet, showcasing how important these
subtle differences in temperature profiles will be in observed p-
type. During the day on Thursday expect the greatest ice
accumulations to be ongoing across southern KY while southern IN
transitions to mostly snow and north-central KY sees a
snow/sleet/freezing rain mix. Far southeastern portions of the CWA
around the Lake Cumberland region may stay warm enough to remain
plain rain. Precipitation will finally exit from west to east
Thursday evening and night.

Overall, higher confidence in greatest ice accumulations occurring
overnight Wednesday into Thursday with lower confidence in location
of greatest ice accumulations.

In the wake of this system, expect drier conditions for Friday with
colder air expected to move in by the weekend. High temperatures
Saturday and Sunday are currently forecast to be in the upper teens
to lower 30s, with overnight lows dipping into the single
digits/teens. Models continue to show large spread for the weekend
and beyond as GFS tries to bring next system through on Sunday while
the ECMWF keeps us dry into the beginning of next week.

&&

.Aviation...(18Z TAF Issuance)
Issued at 1212 PM EST Tue Feb 9 2021

Low cloudiness is expected at the terminals this afternoon. Lone
exception will be KBWG where a small patch of clearing is moving
through south-central KY. Tonight precipitation will develop to the
southwest and then spread northeastward into the area. Plain rain
is expected at KBWG, but a wintry mix of PL/SN will be possible at
KHNB and a mix of PL/FZRA will be possible over at KSDF/KLEX most
likely after 10/08Z. The outlook for Wednesday is for period of
light rain mixed with sleet/freezing rain at KHNB/KSDF/KLEX with
more of a plain rain at KBWG.
