Isolated to scattered snow showers will gradually diminish to
flurries through the rest of the day. Have freshened up the PoP
and hourly temperature trends through dusk. Updates have been

UPDATE Issued at 1045 AM EST TUE FEB 16 2021

The last notable short wave trough is lifting northeast across the
Ohio Valley. As cold air advection is ongoing, light to moderate
snow filled in across eastern Kentucky this morning. This band has
put down light fluffy accumulations on top of the ice, with over
an inch here at the WFO. Radar trends show a diminishing trend
overall, and this will continue into the early afternoon, as the
short wave exits, and moisture becomes more shallow with time.
Temperatures are mostly in the teens across the area now, and
readings will likely not move much for the rest of the day.
Updates have been sent.

UPDATE Issued at 818 AM EST TUE FEB 16 2021

The freezing drizzle has changed to all flurries as strong low-
level CAA has cooled the cloud layer below -10C. Therefore, the
Ice Storm Warning has been cancelled, although impacts will likely
persist through the day. The Winter Weather Advisory for flash
freeze conditions over far Southeast Kentucky will be allowed to
expire at 9 AM.

.SHORT TERM...(This afternoon through Wednesday evening)
Issued at 628 AM EST TUE FEB 16 2021

Yesterday's destructive ice storm is now history but its effects
will likely be felt for quite some time. The 11z analysis show
broad upper level troughing over the heart of the nation while
yesterday's powerful storm system is centered over the Mid-
Atlantic. In the wake of this system, an arctic high pressure
ridge extends from northern Minnesota to the Texas Gulf Coast.
Closer to home here in eastern Kentucky, strong CAA is underway
as arctic air rushes in behind the departing storm system. Some
low-level moisture moisture remains trapped below the frontal
inversion and is resulting in freezing drizzle, mainly east of a
Middlesboro-to-Jackson-to-Paintsville line. Here at the weather
office, well below freezing temperatures and gusty winds have
allowed for a few tenths of very slick glaze ice to accurate on
top our already glaciated parking lot. The combination of a
blustery west wind and additional glazing is also exacerbating the
current problems with downed trees and power outages. Given the
ongoing impacts and freezing drizzle, the Ice Storm Warning has
been continued for the most affected counties through mid-morning.
A Winter Weather Advisory has also been issued for our the
eastern counties along the Virginia border. In these counties,
mainly plain rain from yesterday has likely washed away some or
most of the treatment on roads, leaving them vulnerable to a flash
freeze this morning.

As we head through the morning hours, temperatures in the low-
level moisture layer will become sufficiently cold enough to
support ice crystals and some lingering snow shower and flurry
activity through most of the daylight hours. This activity should
remain light given the shallow moisture and less than ideal
westerly flow. Otherwise it will be a cold, blustery day with
temperatures generally settling into the mid teens to lower 20s.
This will set the stage for a very cold night, especially if the
low-level moisture thins out enough for some decent clearing. For
now will forecast that the moisture prevails for most of the night
but clears enough for slightly cooler than the NBM lows,
generally in the upper single digits to mid teens. The day shift
will further assess the potential for better clearing and colder
overnight lows. Wednesday will also be cold, only reaching the
mid 20s to upper 30s, while clouds thicken again ahead of our
next winter storm. A few snow showers could show up late in the
day.

.LONG TERM...(Wednesday night through Monday)

The next couple in a series of shortwaves from the southern
Plains across the OH Valley and southeastern Conus will approach
and move across the area to begin the period. Meanwhile sfc low
pressure initially over the northwestern Gulf of Mexico should
track across the southeastern Conus Thursday and Thursday evening
and reaching the mid Atlantic coast early on Friday. An inverted
trough should extend north into southeastern KY and the Appalachians
and some of the guidance maintains a sfc low further northwest or
has a stronger sfc trough in the vicinity, perhaps over the
southeastern counties. This system will have decent moisture and
there should be good lift and decent dynamics across East KY for
a period of potentially significant wintry precipitation.

Although some of the guidance took a southeast jog in the 0Z
runs and was bit colder aloft further to the southeast, the
warmer and more western sfc low in the recent NAM run makes me
leery of going with too cold of a solution with this system on
Thursday. At this time range for the last couple of events, the
NAM had the idea of a bit stronger warm nose compared to some of
the other guidance. Thus, opted to go a bit warmer at the sfc
and with the warm nose across the central to southeastern CWA late
Wednesday night and Thursday compared model blends, giving
slightly more weight to the recent NAM runs. This led to a bit
more freezing rain or even plain rain, as well as a change to
these precipitation types a bit quicker compared to the model
blends. With the large spread in the sfc low track and associated
differences in the thermal profile, as well as uncertainty as to
when the heaviest precipitation will fall and thermal profile in
pace at that time, confidence in the overall outcome is low.
Moderate to heavy wintry precipitation remains probable, with
snow, freezing rain, and some sleet for most. The northwestern
locations should remain coldest throughout the column during the
event and have the greatest chances of moderate to heavy snow.
Locations in much of the southeast should change to rain first.
Locations a tier of counties about two counties wide from the
Wayne County/Lake Cumberland vicinity into the Paintsville
vicinity have the greatest chances of receiving a mix light to
moderate snow and some freezing rain. Heavy freezing rain is
certainty not out of the question somewhere in the region. This
event is highlighted in the HWO and social media posts and
headlines for this event may be needed later today.

Late Friday into the start of the weekend, should feature high
pressure building across the area to begin next weekend with the
pattern becoming more zonal. Although a couple of chilly mornings
are expected on Saturday and Sunday, afternoon temperatures will
moderate to end the weekend and begin next week. Models are in
fairly good agreement that the next shortwave trough should cross
the central Conus and enter the eastern Conus Sunday night, moving
across the Great Lakes and Lower OH Valley on Monday. An
associated sfc low should track north and west of the area to
begin the week with the trailing cold front moving across KY late
Sunday night and Monday. There is model spread on both the
strength of a ridge to the east over the western Atlantic and
depth and timing of the exact timing of the trough. The ECMWF
would be a colder solution. Some precipitation is probable with
this system, but milder thermal profiles compared the previous
systems should lead to more in the way of rain, though some snow
is possible as the system arrives late Sun night into early on
Mon and as the system departs to end the period.

southwest to northeast through dusk. Mainly MVFR conditions will

enough to lose the lower deck of clouds, with mainly VFR
conditions expected through the rest of the period. Any passing
more intense snow showers will have the potential to bring
temporary or lower IFR conditions. West winds of 8 to 13 kts will
become more light and variable by dusk.
