With complete overcast, temps have been slow to warm. Clouds have
broken up over far northern KY, but its questionable how far
southeast this can progress. Raw model data in forecast soundings
would suggest little if any sun this afternoon. Have trimmed back
the forecast highs for today.

UPDATE Issued at 1019 AM EST FRI FEB 12 2021

Based on radar returns, freezing drizzle has just about ended, and
the WSW was allowed to expire. Otherwise, latest obs were blended
into the forecast with little change.

UPDATE Issued at 808 AM EST FRI FEB 12 2021

Going forecast remains largely on track. Freezing drizzle has
resulted in a thin glaze of very slippery ice this morning at the
office. Suspect that this is also the case further to the east
where the radar echoes and dense fog have been more widespread.
The freezing drizzle should largely exit to the east over the
next hour or so. Otherwise, freshened the grids with the latest
obs. Grids have been sent and published.

.SHORT TERM...(Today through Saturday)
Issued at 525 AM EST FRI FEB 12 2021

At 10z, quasi-zonal flow continued at the upper levels while a
weak mid-level shortwave trough was noted over the Ohio Valley.
The surface map showed an inverted trough extending from south
Georgia northward along the spine of the Central Appalachians.
Local observations are showing temperatures generally between 25
and 30 degrees. A few spots on the Bluegrass are a degree or two
cooler. These sub-freezing temperatures combined with lingering
moisture from yesterday's ice storm has led to black ice in many
locations. However, there are a couple of exceptions where
temperatures have remained near or above freezing, namely Black
Mountain and the upper Cumberland River Valley. Harlan and
Middlesboro have been reporting temperatures at or just above
freezing all night. Black Mountain actually is the the warmest
location in eastern Kentucky with a balmy 36 degrees -- evidence
of an lingering warm nose over eastern Kentucky. Additionally,
saturated conditions are being observed over most of the
southeastern half of the forecast area. This is leading to locally
dense freezing fog, especially over the higher elevations, as per
KPBX AWOS and at the KY-119 KYTC webcam. This thick fog is
occurring under subtle WAA ahead of the aforementioned mid-level
wave. This wave is also leading to some freezing drizzle, as
evidenced by low dBZ radar echoes that have developed on the KJKL
radar over the last couple of hours.

Through the mid-morning hours, the most widespread freezing
drizzle and freezing fog is expected to occur from Elliot to
Letcher Counties and eastward. Within this activity, a light
glazing is probable on untreated surfaces, thus warranting a
Winter Weather Advisory through 10 AM. Further to the west, a
an SPS is in effect for black ice and perhaps spotty glazing from
patchy freezing drizzle and freezing fog. In Bell and Harlan
Counties, any impacts are expected to mainly occur along the below
freezing ridge tops and mid-slopes from around 2,000 feet up to
around 3,500 feet. The freezing drizzle and fog will gradually
diminish and dissipate as the shortwave trough departs. However
continued low-level northerly flow and trapped moisture beneath
the inversion aloft will likely keep eastern Kentucky under a low
overcast through the day. The clouds will keep temperatures
suppressed, generally ranging from around freezing over the
Bluegrass to the upper 30s in the upper Cumberland Valley.

The next wave will pass over the Southeast US late tonight and
Saturday, brushing eastern Kentucky with some light precipitation.
Once again, the warm nose aloft will keep the precipitation in
liquid form; but, sub-freezing low-level air and surface
temperatures north and west of Pine Mountain will cause that rain
to freeze on contact late Friday night and Saturday morning.
Fortunately, vertical lifting will be mediocre, keeping rates
light and any ice accretions to few hundredths of an inch or
less. Tonight's temperatures will be similar to last night,
generally mid 20s over the Bluegrass to the lower or mid 30s in
the upper Cumberland River Valley. Saturday's highs will be a
slightly warmer than today, ranging from 32-42, warmest along the
Virginia border.

.LONG TERM...(After midnight Saturday night through Thursday)
Issued at 600 AM EST FRI FEB 12 2021

The period is expected to begin with southwest flow from the
southern Plains to the OH Valley between an upper level high
pressure centered over portions of the western Atlantic and an upper
level trough extending into the Four Corners/southwestern Conus. A
couple of lead shortwaves are expected at that point, one working
across the TN Valley and portions of the southeast, another rotating
around an upper low in Ontario passing north of the OH Valley across
the Great Lakes, a third moving across the southern Plains/Rio
Grande Valley and one or more dropping southeast through the trough
over the western Conus. At the surface, a wavy frontal zone is
initially expected to extend off the coast of the Carolinas, across
southern GA/northern FL, and then into the Gulf of Mexico. Also,
at the start of the period, an inverted trough is expected to
extending north west of the Appalachians and into East KY from a
sfc wave in the Gulf of Mexico.

Saturday night to Sunday night, southwest flow aloft will continue
across the area and much of the southern and eastern Conus. The
initial shortwave working across the TN Valley and the southeast
should move east of the area Saturday night with the associated sfc
inverted trough also moving east of East KY and dissipating.
Meanwhile, as the shortwave trough initially over the Rio Grande
and southern Plains moves into the Gulf of Mexico and the
southeast, a sfc low is expected to move into the northeast Gulf
of Mexico Sunday into Sunday night. At the same time, the upper
level low will move slowly east across portions of Ontario while
the shortwave over the western Conus enters the Plains. This
should lead to another sfc wave developing further west along the
frontal zone in the western Gulf of Mexico just to the southeast
of the southern Texas coast.

Monday into Tuesday, the upper level trough will move east across
the Plains and reach the MS Valley late Monday and into the eastern
Conus Monday evening, crossing the Lower OH Valley Monday evening
into Monday night. This will leave a broad trough extending south
through the Plains/Central Conus on Tuesday. Meanwhile, the sfc low
will move rather quickly from Gulf northeast into the Appalachians
during the Monday to Monday night period. This sfc low pressure
system will move east of the area on Tuesday.

A southwest flow pattern will persist from Tuesday night through the
end of the period as additional shortwaves moving around an eastern
Pacific ridge and into the trough should lead to the trough again
sharpening up from the northern Plains to the southern Rockies/
southern Plains Tuesday night into Wednesday with the upper trough
slowly approaching the area through the end of the period. Yet
another sfc low pressure system should develop over south TX or
the western Gulf of Mexico along a frontal zone and track toward
the lower OH Valley and Appalachians.

The progression of multiple weak systems and marginal thermal
profile if not a warm nose aloft, will lead to chances for light
wintry precipitation possible Saturday evening into Saturday
night with forecast soundings and thermal profiles favoring small
chances for freezing rain or rain. As the wave of low pressure
begins to take shape in the western Gulf of Mexico and the next
shortwave in southwest flow approaches, wintry precipitation
chances will increase Sunday afternoon into Sunday evening. Sfc
high pressure centered northwest of the area should usher in cold
air at the low levels for Sunday night, but warm advection should
result in a warm nose across most of if not all of the area. Far
northwestern areas this will result in chances for some snow or
sleet initially along or northwest of I 64 with freezing rain or
sleet or a mixture of these further south.

With the warm nose strengthening further on Monday across the
central and southeastern counties, freezing rain chance will
continue and some southeastern locations nearer to the VA border
could mix with or even change to rain for a while on Monday
afternoon/evening. However, as the upper trough approaches,
cooling aloft should work southeast across the area, leading to an
eventual change of the wintry mix to some snow. Any lingering
snow should end on Tuesday.

As it stands now, significant wintry precipitation accumulations
are possible with this system across portions of if not all of
East KY. Snowfall should generally be greatest in the north with
larger ice accumulations possible over the central to southern
counties. However, uncertainty remains and significant ice
accumulations appear possible across the entire area.

A brief respite in the wintry precipitation chances is
anticipated from later Tuesday through about midday Wednesday as
high pressure briefly builds across the area. However, the next
system will bring chances for significant precipitation, with
wintry precipitation affecting at least portions of the area,
before potentially changing to all rain on Thursday areawide. Some
of the GFS runs and the 12Z ECMWF from yesterday as well as the
NBM have heavy QPF with this system so this threat an any
associated chance for flooding will have to be monitored as well.

Temperatures through the period will average below normal, but a
warming trend is expected Wednesday into Thursday. Temperatures
through the period should have a northwest to southeast gradient.

Area conditions were mostly IFR at the start of the period, with
some pockets of MVFR. MVFR is forecast to become more prevalent
during the afternoon, but it won't last. Conditions are expected
to drop to IFR or worse by 06Z and remain there through the end of
the period. As conditions worsen tonight, areas of freezing
drizzle and drizzle will develop and also persist through the end
of the period.
