  Bible Camp Road boat ramp becomes flooded and the last half mile 
  of Bible Camp Road begins to flood in Columbia County. Overland 
  flooding begins past the Santa Fe River sink in the park and will 
  cut-off access road to south end of the park.
* Impact...At 45.0 feet, Numerous walking trails in O'leno State 
  Park are flooded on the Alachua County side of the river. Flooding 
  begins to affect local roads north of Buzzard Roost Prairie in

The Flood Warning is cancelled for
  the St Mary's River At Macclenny.
* At 8:45 AM EDT Sunday the stage was 12.0 feet.
* Flood stage is 12.0 feet.
* Forecast...The river will fall to 11.8 feet and then begin rising 
  this afternoon. It will then rise again to 11.9 feet this evening. 
  It will fall to 11.5 feet and then begin rising early tomorrow 
  afternoon. It will then rise again to 11.8 feet tomorrow evening. 
  It will fall again and remain below flood stage.

.AVIATION...
[Through 12Z Sunday]

Numerous showers and embedded t-storm are south of the TAF sites
early this morning from near Cedar Key, through Marion county and
to near or south of Daytona. Areas of low clouds are across
southeast GA and are slipping into northeast FL. Will need to
monitor cloud trends in the next few hours but IFR and low end
MVFR ceilings expected from near JAX northward through SSI.
With the region still south of a front over central GA, showers
and storms will blossom once again later today, with initial
activity forming by 15Z, and then more scattered and numerous
showers and storms this aftn. Bulk of showers and t-storm activity
will diminish in the evening but not totally end as the frontal
boundary drifting south will provide additional lift. Low clouds
may redevelop again late tonight after about 06Z. MVFR/IFR
cigs/vis expected in/around showers/storms. Southwest to west
winds 5-10 knots will prevail through the period.

.PREV DISCUSSION [222 AM EDT]...

.NEAR TERM [Through Tonight]...

A surface front across northern GA early this morning will settle
southward through tonight as a parent upper level trough deepens
and lingers across the SE region. The highest deep layer moisture
will stream across our FL zones today under deeper layer westerly
flow streaming over the area form the GOMEX. This pattern will
continue scattered morning showers with isolated tstorm potential
across mainly NE FL through midday, then precip will begin to
spark across inland SE GA into the afternoon where diurnal
instability will trigger more scattered convection just ahead of
the approaching surface front as it nears the Altamaha River basin
into the evening hours. High resolution guidance suggests an
enhanced band of convection forming near the I-10 corridor late
afternoon into the evening hours where pre-frontal convection
merges with outflows from FL convection and potentially a diurnal
heating boundary between the more persistent cloud cover over FL
zones and partly cloudy skies (and thus more heating) across our
GA zones. This heavier band of precip that could form will have
the greatest potential for producing heavy, training bands of
convection into the early evening hours and WPC has maintained a
Marginal Risk of Excessive Rainfall for much of northeast Florida
today, meaning that there is about a 5-10% chance of rainfall
rates exceeding flash flood guidance. Rainfall will decrease in
coverage and intensity after sunset this evening as the surface
front settles across SE GA. Moist SW flow from the GOMEX under
passing mid level disturbances will continue a chance of precip
overnight especially for NE FL. There could be some patchy ground
fog and low stratus late tonight form in the vicinity of the
stalling frontal zone.

High temperatures will trend below normal in the 80s given mostly
cloudy skies and waves of precip today. Low temperatures will
trend near normal in the lower 70s.

.SHORT TERM [Sunday Through Monday]...

A cloudy, wet start to July 4th for much of NE FL as a surface
front settles across SE GA under a long wave mid/upper level
trough axis. This pattern will focus moist, deep layer WSW flow
across our FL zones, with training bands of showers and
thunderstorms moving inland from the GOMEX enhanced by several
embedded mid-level vorticity maxima streaming over our FL zones
through the day. Locally heavy rainfall potential will be possible
with further river rise especially across NE FL. North of
Waycross toward the Altamaha River basin, drier conditions are
expected with only about a 20% chance of late afternoon and early
evening precipitation. Temperatures will range in the 80s across
much of NE FL due to cloudy skies and waves of passing rainfall,
with the warmest temperatures focused near the Altamaha River
basin with highs near 90 due to less persistent cloud cover and
generally drier conditions. Rainfall potential will tapper off
Sunday evening across NE FL as a weak nose of Atlantic high
pressure briefly strengthens northward from south Florida. This
will bring drier mid level air across parts of NE FL into Monday
and lift deeper moisture and stronger mid level forcing farther
south across the I-10 corridor and SE GA into Monday where rain
chances were trended upward. High temperatures will range from the
mid/upper 80s to near 90.

.LONG TERM [Tuesday Through Friday]...

Tue & Wed...Based on the latest 11 pm Jul 2nd NHC forecast, this
is most likely time frame that impacts from Tropical Cyclone Elsa
will be felt across the local area. There remains forecast model
discrepancies regarding Elsa's eventual track and intensity,
especially in this Day 4-5 time-frame where forecast track errors
can near 200 miles. What we do know is there an increasing risk of
storm surge, wind, and rainfall impacts beginning Monday in the
Florida Keys, then the threat potential for all of these hazards
spreads northward over the Florida Peninsula through Tuesday,
nearing our local area late Tuesday through Wednesday. Please
continue to closely monitor Elsa's progress and updates from NHC
regarding the forecast. Use this weekend to finalize stocking your
hurricane/emergency supply kits, review your hurricane plan and
consider completing some early storm preparation to homes.

Thu & Fri...As Elsa departs north of the region, a trailing wake
trough will linger with a lingering plume of tropical moisture
under prevailing SSW steering flow. This pattern will continue
elevated diurnally enhanced rain chances with a more dominant west
coast sea breeze regime with additional convection along and near
the lingering wake trough axis. Temperatures will trend below
normal for highs generally in the 80s due to increased cloud
cover/storminess with muggy lows in the low to mid 70s.

.MARINE...

A surface front across Georgia will shift today and begin to
stall across north Florida into Sunday as high pressure shifts
south and extends across south Florida. Elevated SW winds 15-20
kts early this morning over our FL outer waters will continue
Small Craft Exercise Caution conditions as the front approaches,
then winds decrease into the late morning as the frontal zones
settles farther south. Light and variable winds 10 kts or less
will prevail Sunday and Monday as high pressure builds east of the
region and the frontal boundary becomes diffuse and meanders over
the local waters.

Tropical Cyclone Elsa is expected to track northward across the
Florida Straits Tuesday and then continue a northward track over
or near the Florida peninsula into Wednesday. This scenario brings
the potential for Tropical Storm conditions across the local
Atlantic waters Tuesday night into Wednesday. Mariners should
monitor the latest National Hurricane Center forecasts for Elsa.

Rip Currents: A low rip current risk is expected through the
weekend due to offshore flow.

.FIRE WEATHER...

The meandering front across SE GA today and then NE FL Sunday
will crest low daytime dispersion.

.HYDROLOGY...

Most locations across NE FL are running about 300% or more of
normal precipitation over the past 2 weeks, with pockets of SE GA
especially west of Waycross elevated as well. With saturated
grounds, a diffusing frontal zone across the area this weekend,
elevated rivers in NE FL and the potential for a tropical cyclone
mid-week, we certainly have conditions in place and ingredients
setting-up for elevated flooding rainfall this upcoming week.

The Santa Fe River continued in Minor Flood with the flood wave
funneling toward the Suwannee River Basin. The St. Marys River at
Macclenny is expected to rise just below flood stage today, but
local interests should closely monitor this site today. Another
basin to closely monitor will be Black Creek in Clay county this
weekend.
