* The National Weather Service in Jacksonville has issued a Flood 
  Watch for northeast Florida and southeast Georgia. Heavy rainfall

.AVIATION...
[Through 06Z Wednesday]

VFR conditions at all TAF sites expected to continue with areas of
local MVFR ceilings possible. VFR conditions with VCSH expected
for most of the day with MVFR conditions possible in
thunderstorms this afternoon. Included VCTS at all TAF sites this
afternoon and TSRA at GNV where showers and storms will have
higher coverage. GNV could see lower ceilings towards the end of
the TAF period as precipitation coverage increases. Light winds
will continue through sunrise, then winds will increase from the
east-southeast.

.PREV DISCUSSION [906 PM EDT]...

.NEAR TERM [Through Tonight]...

Isolated to scattered showers and storms will likely be located
north of I-10 rest of the aftn and evening near the stationary
frontal boundary and best instabilty axis. This activity will
fade through mid evening hours. Otherwise, broad low level
cyclonic flow is expected tonight with weak inverted troughs
passing through the area overnight sparking some weak isolated
convection. A few showers will also be possible moving in from the
Atlantic to the coastal counties and probably fading with inland
progression. Otherwise, mostly cloudy conditions and lows around
70-75 expected.

.SHORT TERM [Tuesday Through Wednesday Night]...

Tuesday...we should see continued cyclonic flow with east to
southeast winds over the area at the surface and south-southeast
flow aloft, with slightly increased moisture with PWATs near or
above 2 inches. With time on Tuesday, flow will become a bit more
southeast and increase as Tropical Storm Elsa moves into the
southeast Gulf of Mexico. We should see either a steady or possibly
markedly increase threat of showers and embedded thunderstorms
through the day, but probably in the afternoon through the evening
hours. Training convection and possibly some remaining west-
northwest to east to southeast boundary near or just north of the
FL/GA state line will set the stage for risk of heavy to
excessive rainfall and WPC has highlighted a slight risk of
excessive rainfall for the area. Thus, with already wet grounds
there is potential for local or areal flooding. In addition, the
outer periphery of Elsa will be coming up from south late and we
could see some rotation in some convective cells, as 0-3 km
helicity is boosted to above 150 late afternoon across Putnam,
Flagler and Marion counties. Highs will be tempered by clouds and
precip with highs mainly in the mid 80s at this time.

Tue night through Wed night...The local impacts from TS Elsa will
begin and end during this time period. NHC forecast track has
Elsa approaching from the southwest of the area late Tuesday night
and pushing ashore of the FL Big bend area or just to the west of
that Wednesday morning. Elsa's heading Wednesday morning will be
northerly and then north-northeast by the afternoon. Thus,
tracking near our western zones and through southeast GA. Main
tropical related hazards will be heavy rainfall and subsequent
possible flooding, gusty winds near tropical storm force, and
isolated tornadoes. Tropical storm force gusts will be able to
cause tree damage/debris that could potentially impact power lines
and cause outages, and winds will be strongest in open exposed
areas during heavy rainfall squalls. Tropical storm watches are in
effect for Marion and additional watches will likely be required
for parts of northeast FL today and may need to revisit watches
for the coastal waters. As far as the rainfall, amounts of 3-4
inches and locally higher seem likely, mainly western zones
closer to the track of Elsa. There will also be some tornado
threat Wednesday, mainly across the areas that have the best
instability, and that will likely be southeast zones and along the
coastal counties from Flagler through Nassau and possibly into
coastal southeast GA as dewpoints in the mid and upper 70s and
highs in the 80s boost the instability there. Elevated water
levels of 1 to 1.5 ft possible (above astro tides) along the
local Atlantic Coast and within the St. Johns River basin, as well
as up the Suwannee River toward Fanning Springs.

Please continue to closely monitor Elsa's progress and updates
from NHC regarding the forecast. Emergency supply kits should be
stocked and hurricane plans finalized. Consider finishing early
storm preparation to homes today as Tuesday will become stormy.
For those near northeast FL rivers that are already in minor flood
stage or near flood stage, consider some mitigation considering
elevated flooding rainfall potential today through Wed. Consider
cleaning out gutters and trimming some vegetation as tree damage
and power loss potential due to fallen tree debris will likely
increase Tue through Wed evening.

.LONG TERM [Thursday Through Monday]...

Southwest steering flow near 20-25 kt looks to prevail on Thursday
and then diminishes a bit and becomes westerly on Friday as low
level ridge builds over the FL peninsula. Lingering moisture
values of close to 2 inch PWATs and daytime heating will continue
to foster scattered to numerous showers and storms each day. Sat
through Mon, the 1000-700 mb ridge drifts further north and causes
steering flow to become fairly weak. We are likely to see
sufficient moisture, despite the ridge aloft, to produce climo
type rain chances (30-50 percent). The ample moisture in the area
during this period will produce local heavy rainfall potential
each afternoon and early evening. Temperatures will moderate back
near normal values.

.MARINE...

No significant forecast adjustments this evening. Tropical
Storm Elsa's forecast track remains consistent, moving northward
across the eastern Gulf of Mexico on Tuesday before making landfall
on the Florida Gulf coast early Wednesday morning. High pressure
will build across the area waters in the wake of Tropical Storm Elsa
through the end of the week. High pressure will remain to the east
through the weekend.

Rip Currents: A low rip current risk is expected rest of today.
Rip current risk will increase to Moderate Tuesday and High Risk
Wednesday as Elsa impacts the area.

.HYDROLOGY...

Most locations across northeast Florida are running about 300% or
more above normal precipitation over the past 2 weeks, with
pockets of southeast Georgia especially west of Waycross elevated
as well. Before Elsa begins to affect our area, additional amounts
of about 1 inch or less are expected. WPC has placed our
southeast Georgia and northeast Florida counties in a marginal to
slight risk of excessive rainfall Tuesday through Tuesday night
and slight risk for a good portion of the area Wednesday.
Rainfall increases Tuesday and into Wednesday with Elsa moving
towards and potentially through the west part of the area
bringing widespread totals of 2 to 4 inches with isolated spots
of 4 to 6 inches possible. With already saturated soils, daily
potential for heavy rainfall, elevated rivers in NE FL, and Elsa
affecting the area, the flooding risk will be elevated into mid-
week with flash, urban and minor river flooding possible.
