* Impact...At 17.0 feet, Flooding worsens west of Interstate 95 and 
  water may begin surrounding homes in the Pines and Coxs Pond 
  areas. Homes off River Road may become isolated by flood waters. 
  Water may also affect yards off Planetarium Road and fields off 
  deep Branch Road. East of Lumberton, the lowest homes in the Pines 
  area may be flooded and homes may be surrounded by water in the 
  Pines area and between the Pepsi plant and the river. Chickenfoot 
  Road, Noir Street and Hestertown Road may be impassable.

NC and Cape Fear overnight into early Friday, tapering off
Friday morning in cold blustery wind. In pre-dawn of Saturday,

SE NC, an hour either side of daybreak, as a pool of cold air
aloft traverses.

The center of the cold pool aloft, tracking across the Gulf states
Friday, will become positioned overhead of NE SC and SE NC Friday
night. The associated surface low will track along the Carolina
coastlines Friday, and off Cape Hatteras Friday night. Deepening
surface low exiting Cape Fear, will draw colder air into SE NC on
increasing NW winds in pre-dawn hours Saturday, bringing a slight
chance of snow or a few ice pellets mixed in with the rain showers
over interior SE NC, mainly between 4am and 7am Saturday, before
much of the available moisture moves off the coast, drying. No
accumulations are expected since ground temperatures will be above
freezing, and that by this time, QPF values are dwindling. As such
no winter weather products or headlines are planned with this
issuance.

Wind chills will be noticeable late Friday night and early Saturday,
in the 20s when throwing in that NW wind, with min-T below freezing
across the northern tier of SE NC from BBP to LBT to EYF to Burgaw.

.SHORT TERM /SATURDAY THROUGH SUNDAY NIGHT/...
After a chilly start with wind chills in the 20s Saturday afternoon
will remain on the cool side of climatology with highs around 50 as
cloud cover decreases to minimal behind the storm exiting rapidly to
the northeast. Mid level flow will be of low amplitude and moisture
scant to a late day shortwave cutting to our south will be of little
to no consequence. Less breezy Saturday night and we'll have to see
if a few knots of wind persist for lows in the upper 20s/low 30s or
if the night becomes more of an efficient radiational cooling night
for some cooler readings. We do get some boundary layer thermal
recovery on Sunday despite flow veering from NE at the surface to
still NW at 850mb for a fairly seasonable afternoon.

.LONG TERM /MONDAY THROUGH THURSDAY/...
Another seasonable day on Monday with confluent/zonal mid level flow
on high pressure only very weakly building in from the north and
west. Meanwhile southern branch feature over lower MS valley will be
developing low pressure in the western Gulf. These features were
previously thought to bring another healthy round of rain Monday
night into Tuesday but it now remains very dampened and suppressed
to our south; the rain then largely staying offshore during its late
game Tuesday night. Have kept some lower rain chances in the
forecast in deference to the EC even though this model has been a
western outlier for some time now. The next few pieces of energy
aloft come in from the NW late in the period but they will have
insufficient moisture to work with for meaningful rain chances.

.AVIATION /18Z THURSDAY THROUGH TUESDAY/...
Low pressure will approach the region tonight, with thickening
clouds and precip expected after midnight. Looking for IFR
conditions after 06Z, and likely continuing most of the day on
Friday.

Extended Outlook...MVFR/IFR conditions thru Fri Night due to low
pressure moving from SW to NE across the Eastern Carolinas. VFR
expected for Sat thru early Mon as high pressure builds in. Low
pressure will approach from the SW Mon night.

.MARINE...
Through Friday night...A difficult period upcoming since
deepening low pressure will be moving up the Carolina coasts on
Friday. This will bring 6-7 foot seas and gusts to 30 kt
offshore. Residual SE-S 'fresh swell' waves will interact with
heavy N-NNE chop and wind-sea, to create a confused, chaotic
sea, at times dangerously steep. Advisory flags have been raised
with this system. Friday morning, gusts offshore of 30 kt to
become common, easing a bit late Friday and Friday night but
still in advisory range with gusts to 25 kt through at least
daybreak Saturday. Rain late tonight into Saturday morning may
reduce marine visibility at times below 2 NM.

Saturday through Wednesday...NWrly winds abate on Saturday as low
pressure races off to our NE. Seas will follow suit as the backswell
from the deepening low largely gets shunted offshore by the
increasingly large fetch of the NW fetch. As the cyclonic isobars
associated with this system finally pull away from the area Saturday
night into Sunday only a very weak pressure gradient becomes
established and wind speeds fall to minimal values. Seas will as
well with only a small swell and wind component remaining. Whereas
the latter parts of the forecast period previously featured another
low moving up the coast it now appears both suppressed to our south
and then east in addition to being much weaker. And while this has
cast a little uncertainty on the wind direction forecast wind speeds
will never really rise above the 3 to possibly 4 ft range.

.TIDES/COASTAL FLOODING...
Tidal flooding on the uptick in the high tides ahead. The low
pressure system approaching may help bring coastal flooding
thresholds to our beaches Friday with high water run-up, and minor
beach erosion appears possible. Astronomically-induced high water
looks to impact the lower Cape Fear with tidal flooding, mostly
minor, throughout the weekend surrounding high tides.
