PRECAUTIONARY/PREPAREDNESS ACTIONS...

Persons with interests along these streams should keep alert to 
rising water and take all precautions to protect their property. Do 
not drive or walk into flooded areas the depth and water velocity 
could be too great for you to cross safely. Motorists should avoid 
any water covered roads and find an alternate route. Livestock and 
equipment should be removed from the flood plain immediately. Stay 
tuned to NOAA Weather radio or other news sources for further 
updates.

Motorists should not attempt to drive around barricades or drive 
cars through flooded areas.

* Impact...At 26.0 feet, moderate lowland flooding begins with water 
  well into the flood plain on the right upstream bank and within 
  inches of spilling over the east approach to the bridge at FM 
  456.  The river will be almost one quarter mile wide in the 
  vicinity of the gage.

  significant backwater up Thomas Lake floods the lowest areas in 
  the Green Rich Shore Subdivision in Walker County with the boat 
  ramp completely inundated. The lowest lying areas in the Deep 
  River Plantation Subdivision and FM 980 northwest of Riverside are 
  threatened.

...The Flood Warning continues for the following rivers in Texas...

  East Fork San Jacinto near New Caney affecting Harris, Liberty 
  and Montgomery Counties.

For the East Fork San Jacinto River...including New Caney...Minor 
flooding is forecast.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Persons with interests along these streams should keep alert to 
rising water and take all precautions to protect their property. Do 
not drive or walk into flooded areas the depth and water velocity 
could be too great for you to cross safely. Motorists should avoid 
any water covered roads and find an alternate route. Livestock and 
equipment should be removed from the flood plain immediately. Stay 
tuned to NOAA Weather radio or other news sources for further 
updates.

Turn around, don't drown when encountering flooded roads. Most flood 
deaths occur in vehicles.

The Flood Warning continues for
  the East Fork San Jacinto near New Caney.
* Until Sunday afternoon.
* At 2:00 PM CDT Saturday the stage was 58.3 feet.
* Flood stage is 58.0 feet.
* Minor flooding is occurring and minor flooding is forecast.
* Recent Activity...The maximum river stage in the 24 hours ending 
  at 2:00 PM CDT Saturday was 58.9 feet.
* Forecast...The river is expected to fall below flood stage just 
  after midnight tonight and continue falling to 50.3 feet early 
  Thursday afternoon.
* Impact...At 58.0 feet, Minor lowland flooding begins in the 
  vicinity of the gage with minor roads such as Chinquapin and 
  Riverside Roads beginning to flood.
* Flood History...This crest compares to a previous crest of 58.4 
  feet on 12/21/1995.

.AVIATION [00Z TAF Issuance]...

SHRA activity has remained well east of all terminals this
evening, with activity expected to diminish upon the loss of
daytime heating over the next couple of hours. VFR cigs should
hold on for the next 6 hours or so, though a return to MVFR to IFR
cigs should come overnight as moisture levels increase and a
fairly persistent stratus deck develops across the region. HiRes
guidance continues to indicate the development of showers and
storms tomorrow, beginning offshore in the morning and becoming
widespread during the afternoon. With increasing confidence in
precipitation coverage, have included SHRA wording in the TAF
package.

.PREV DISCUSSION... /ISSUED 343 PM CDT Thu May 20 2021/

Short Term [Through Friday Night]...
Iso/sct shra will diminish in coverage this evening. Stratus and
perhaps some patchy fog will fill back in overnight. East coast
ridging will very slowly expand westward in the coming days. This
will nudge a weak inverted sfc trof into the upper Tx coastal
waters Fri. Long fetch of deep tropical moisture with PW's aoa 2"
will begin flowing into the region on its backside. Expect some
sct shra/tstm development in the Gulf waters before sunrise to
gradually expand in coverage and move inland during the mid-late
morning hours Fri. Fairly good precip coverage anticipated as the
day wears on with the aid of daytime heating. No distinct
focusing mechanism noted, but can always see some localized heavy
downpours with this type airmass as well as a potential for some
training at times. No plans for a flash flood watch attm, though
we'll need to be cognizant for more localized issues that arise
from any higher rates falling over locations with the most
saturated grounds.

Think precip coverage will wane (but not disappear) after sunset.
Then, rinse and repeat the above scenario for late Friday night
as the deeper moisture axis remains in place. 47

Long Term [Friday Night through Thursday]...
S-SE flow will continue to enhance low level moisture transport
across SE Texas during the next several days, maintaining periods
of showers and thunderstorms throughout the long term period.
Starting with Friday night, the flow will help bring some of the
moisture focused over LA previously that day into the eastern
portions of the CWA. Associated PWs look to range between 2.0-2.2
inches. With drier conditions over the western sectors of the CWA,
expect the higher rain chances to occur over portions east of
I-45. The moisture will propagate westward into SE Texas Saturday,
while surface high pressure builds and expands over SE CONUS.
Increased chance in showers and thunderstorms is forecast for
Saturday, with PoPs currently in the 50-70% range for most of the
region by Saturday afternoon. Moisture axis eventually moves
further into Central TX late Saturday into Sunday but pulses of
moisture move in and out of our CWA through at least mid week.
Chance of rain decreases a bit Monday and Tuesday, but increases
Wednesday as a weak upper level shortwave moves through the
region.

Maximum temperatures will generally be in the low 80s through early
next week, increasing into the mid to upper 80s mid week. Lows will
be in the upper 60s for the northern sectors of the CWA and in the
70s along the central and southern sectors through early next
week.   24

Marine...
Unsettled weather, moderate onshore winds and elevated seas
expected thru the weekend. Will probably need some
caution/advisory flags at times. In addition, tides will be
running above 1-2ft above normal and may produce some minor
coastal/beach flooding around times of high tide. Will be issuing
a Beach Hazard Statement that includes this and the rip current
risk into Saturday.  47
