...Dangerous Wind Chills this morning followed by two rounds of 
Winter Precipitation Tuesday night through early Thursday 
morning...

.For this morning, record low temperatures in the single digits 
to lower teens combined with winds speeds up to 10 mph will result
in dangerous wind chills of 5 above zero to as low as 10 below 
zero. This frigid cold has hardened any ice that became partially
melted during the daytime and resulted numerous areas of black 
ice on roadway and concrete surfaces. Another storm system will 
bring two rounds of winter type precipitation tonight through 
early Thursday morning. The first round tonight into Wednesday 
morning will bring freezing rain. This will bring renewed 
accumulation of ice on roads, especially those that continue to 
have ice from earlier systems. Through Wednesday morning, expect
additional ice accumulations of 1/10 inch over the warning areas 
with localized accumulations of 1/4 inch possible. The second 
round Wednesday night and Thursday morning will bring a mix of 
snow, sleet, and freezing rain with some additional light 
accumulations possible.

Travel is near impossible in many locations across the Hill 
Country and along and east of the I-35 corridor this morning due 
to ice covered roads. Ice coated tree limbs and power lines could 
come down early this morning where heavier icing amounts have 
occurred. Partial melting of the ice is forecast this afternoon. 
Then a final disturbance is forecast to produce a freezing rain 
and sleet mix late tonight, changing over to snow Thursday from

...DANGEROUS WINTER WEATHER CONDITIONS TO CONTINUE THROUGH
THURSDAY...

Key Messages:

* Dangerously cold wind chill indices, a hard freeze, and areas of
  black ice will make venturing outdoors, both by vehicle and on
  foot hazardous today. Winds will increase again later in the morning
  and make it feel even colder, with wind chill values falling below
  zero degrees at times.
* Another round of freezing rain, sleet, and snow will returns to
  South Central Texas tonight through Thursday. Additional ice
  accumulations will combine with existing ice on the ground to
  make outdoor travel dangerous through Thursday. If you must travel,
  keep an extra flashlight, food, blankets, and water in your vehicle
  in case of an emergency.
* Rotating power outages continue this morning.
* Check frequently on those without heat and water. Protect plants
  and pipes. Provide warm shelter for pets.

.SHORT TERM...
Intermittent sunshine today should get temperatures back to above
freezing for about half the forecast area today, but probably not
for most of the I-35 corridor where some of the heaviest snowfall
occurred Sunday night. Frigid temperatures early this morning are as
low as zero degrees Fahrenheit are already being reported in
protected valleys of the Hill Country and Central TX. Some partially
melted snow and ice has refrozen and become much harder, leading to
dangerous conditions for those that venture out. Later today cloud
cover should be on the rise again with yet another weather
disturbance approaching from the northwest.

First rounds of rain are shown in two distinct areas by the finer
resolution models--the southern Edwards Plateau/Hill Country and the
Coastal Prairies. These areas of rain and freezing rain converge
over our central counties and the I-35 corridor in the evening hours
and expand to cover the eastern 3/4 of the forecast area by
midnight. Good dew point depressions at the surface will lead to
evaporative cooling impacts on temperatures, and a quick fall to
freezing should occur with FZRA becoming the dominant precip type
overnight. The heaviest icing of this next event will concentrate
over the eastern half of the area with only a low chance of
additional precipitation for the counties closer to the Rio Grande.
For this reason, the Winter Storm Warning for the Rio Grande Plains
and Val Verde county was downgraded to an advisory, while the
Warning remains valid for the eastern two-thirds of South Central TX.

Highest additional freezing rain accumulations generally east of Hwy
281 could be in the 1/10 to 1/4 inch range, while areas west of Hwy
281 should see mostly 5 hundredths of an inch or less through
daytime Wednesday. Most of the model data show a relatively quiet
period of precipitation in the afternoon as a shortwave exits east
of the area. A trialing shortwave is expected, but the discussion
for that is discussed in the long term section. Partial clearing in
the wake of the lead shortwave out west could lead to some nice
afternoon warming near the Rio Grande, but also late afternoon
cooling will also be rapid with several patches of ice still in the
area.

.LONG TERM (Wednesday Night through Monday)...
A re-enforcing cold front moves into the region by Wednesday
evening. A final shortwave through the base of the trough also moves
through the region Wednesday night into Thursday morning. There
continues to be some differences in the moisture fields among the
models during this time. The ECMWF and CMC are wetter compared to
the operational GFS, however there are still some GEFS members
spitting out QPF. A wintry mix of all types could occur, initially
with rain/freezing rain Wednesday evening changing over to sleet and
potentially light snow on the back side of the precipitation
overnight into Thursday morning.

Temperatures will be colder on Thursday into Thursday night, compared
to Wednesday, with highs in the mid 30s to mid 40s and lows Friday
morning in the teens to lower 20s. Temperatures are finally forecast
to gradually warm to climo norms over the weekend and into early next
week.

This Hazardous Weather Outlook is for South-Central Texas..

.DAY ONE...Tonight.

Wind Chill Warnings and Hard Freeze Warnings are in effect across
all of South Central Texas tonight through noon on Tuesday.

Travel will remain difficult tonight as ice and snow persist on
some roads and water on other roads refreezes tonight. Scattered
power outages are also occurring.

The coldest air since 1989 has settled over the area. Lows of zero
to 15 degrees and winds up to 10 mph could bring wind chill values
of 10 below zero to 5 above zero. These values can lead to
hypothermia for anyone outdoors.

.DAYS TWO THROUGH SEVEN...Tuesday through Sunday.

Winter Storm Warnings are in effect for Tuesday night through
early Thursday morning. Another storm system will bring two
rounds of winter type precipitation Tuesday night through early
Thursday morning.

The first round Tuesday night into Wednesday morning will bring
freezing rain. This will bring renewed accumulation of ice on
roads, especially on roads that continue to have ice from earlier
systems. Ice accumulations of 1/10 inch can be expected with
localized accumulations of 1/4 inch possible.

The second round Wednesday night into early Thursday morning will
bring a mix of snow, sleet, and freezing rain. Snow accumulations
of 1 to 2 inches are possible along with another ice accumulation
of 1/10 inch.
