What forecasters said that day

The local office's own words before this wind chill advisory went out, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.

NWS Duluth, MN wrote its last area forecast discussion before this wind chill advisory went out at Feb 12, 11:52 AM CST, 3 hours 28 minutes earlier.

Area forecast discussion, Feb 12, 11:52 AM CST, 3 hours 28 minutes before
Area Forecast Discussion
National Weather Service Duluth MN
1152 AM CST Fri Feb 12 2021

.DISCUSSION...(Today through Thursday)
Issued at 313 AM CST Fri Feb 12 2021

Summary: The cold continues though temperatures improve some after
Monday. A departing system will give light snow to NW WI this
morning.

A departing wave will cause snow to come to an end as it moves
east. Meanwhile the pattern does not change as an upper low
slowly pinwheels atop of an arctic air mass. The back edge of
of a cloud mass is moving across NW MN this morning and is
causing Wind Chills to -50F - believe this will allow the
northwestern counties in our CWA to have rapidly decreasing
temperatures with some puffs of wind this morning. With these cold
temperatures, just small amounts of wind can cause sudden drops in
wind chills, so opted to upgrade to a Wind Chill Warning there
until 9am. Wind Chill Advisories will be needed afterwards.

Models still continue to show the meso-low feature situated over
Lake Superior. Currently this doesn't look to impact our forecast
area, but may be fun to watch on satellite throughout the course
of the day.

As eluded to last night, there will be a transition to a warmer
air mass, but still colder than normal throughout much of the
week. Surface high pressure should keep the area mostly dry. A
clipper system arrives for the weekend.

&&

.AVIATION...(For the 18Z TAFS through 18Z Saturday afternoon)
Issued at 1152 AM CST Fri Feb 12 2021

Mainly VFR conditions through the period, but there may be some
broken MVFR ceilings at times this afternoon especially at HIB,
but possibly other sites as well briefly due to low level mixing.
Some blustery winds have developed at DLH as a result of this as
well, and should persist through the afternoon. Can't rule out a
stray light snow shower at HIB as well, but expect that to be
pretty isolated. Otherwise, a dry air mass will lead to clearing
skies this evening and VFR conditions prevailing.
