What forecasters said that day

The local office's own words before this winter weather advisory went out, as it sent them, from the Iowa Environmental Mesonet's archive of National Weather Service text.

NWS Dodge City, KS wrote its last area forecast discussion before this winter weather advisory went out at Feb 13, 12:23 AM CST, 45 minutes earlier.

Area forecast discussion, Feb 13, 12:23 AM CST, 45 minutes before
Area Forecast Discussion
National Weather Service Dodge City KS
1223 AM CST Sat Feb 13 2021

...Updated Aviation...

.SHORT TERM...(Saturday and Sunday)
Issued at 1223 AM CST Sat Feb 13 2021

Impressive, persistent arctic air mass remains locked in place.
Temperatures across northern zones were within a couple degrees of
zero as of midnight, with wind chills in advisory criteria (<-15).
Where some stratus holds on across the SW zones, temperatures and
wind chills are a few ticks higher. Once again tonight, expanding
stratus will halt the temperature fall, with most locations in the
-3 to +3 air temperature range at sunrise.

A wind chill advisory is in effect for all zones Saturday. Wind
chill indices of -15 to -20 will be common early Saturday with
NE winds continuing at 10-15 mph. While technically the apparent
temperature grids climb above advisory criteria after noon, into
the -5 to -10 range, it will be miserably cold all day. Once again
air temperatures will struggle through the single digits, with new
record low max temperatures expected. The forecast high at Dodge
City is 8, which is 40 degrees below normal (!) and would break
the record coldest February 13th of 14. Arctic stratus will
continue to wallow around, with a few breaks from time to time.
All zones will be dry through at least 6 pm Saturday.

Forcing for ascent will increase rapidly Saturday night, with
strong isentropic lift over the arctic dome as a strong trough
approaches from the west. With the trough axis passing the Four
Corners around 6 am Sunday, expect widespread light to moderate
snow to be in progress sunrise Sunday. Progged QPF from the
various models (0.20-0.30 inch) does not support warning criteria
snowfall at a traditional 10-12:1 ratio snowfall. 00z ECMWF
shows great continuity with QPF averaging near 0.30 inch.
However, this snow will fall through an extremely cold atmosphere
and be exceptionally light and fluffy, and accumulate easily on a
very cold ground. Using a possibly conservative 20:1 snow liquid
ratio gives amounts near 6 inches across the southern zones
(basically along/south of US 50). Winter storm watch will be
upgraded to a winter storm warning for zones where limited
QPF/high ratios will be sufficient to average 6 inches (adjacent
to Oklahoma). Further north, widespread advisory criteria snowfall
is expected.

Northeast winds will increase modestly Saturday night and early
Sunday, with 00z MAV guidance forecasting sustained winds near 20
mph at Dodge City early Sunday. Enough to drift the very fluffy
snow, and gusts to near 30 mph will create limited visibility at
times. Snow will accumulate very easily on very cold roadways and
surfaces, but it is emphasized the primary hazard with this event
is the dangerously cold arctic air. Air temperatures are forecast
to be in the -5 to +5 range across all zones as the snow falls,
with wind chill factors falling to the -20 to -25 range Sunday
morning. This will be serious, life-threatening cold to any
stranded travelers or those away from shelter. While snow amounts
may be modest, the cold will be extreme, and this impact will be
stressed in all of our products.

Widespread light to moderate snow will continue through noon
Sunday, then transition to the SE zones Sunday afternoon. By
6 pm Sunday, the warm advection snow belt will be southeast of
SW KS, focusing on Oklahoma. Still, ahead of the still approaching
trough axis, continued lift will generate continued very fluffy
light snow showers through the afternoon. While QPF will be
limited Sunday afternoon, any falling snow will blow/drift easily
in NE winds of 10-20 mph. Afternoon temperatures will struggle to
get above zero, and may not make it in some locations. More record
low max temperature records are expected.

Sunday night/Monday morning will be dangerously cold...the coldest
air experienced in years. Some good news: north winds will be
decreasing markedly, as arctic high pressure sinks southward into
Kansas. Also, relative humidity fields from the 00z ECMWF suggest
cloud cover associated with the passing trough axis aloft will be
thick early Monday, which will work against the coldest guidance.
Even with these positives, air temperatures of -10 to -15 will be
common early Monday, with wind chills to near -25.

.LONG TERM...(Saturday night through Friday)
Issued at 322 PM CST Fri Feb 12 2021

The various models continue to come in with a slightly weaker
solution, with the GEM trending a little stronger than its
previous very weak solutions. Thus, the models seem to be
converging, with would result in widespread snow across western
Kansas with continued very low wind chills. The moist arctic air
in place across the plains will serve as a lifting surface as the
wave approaches. This upper level trough is not expected to be
all that robust over the plains. And the surface response will be
well to the south in the Gulf of Mexico. But the factors that
could make this a significant event are the low liquid water
equivalents (.3" of liquid will translate to 6" of snow) and the
very low wind chills. Thus, even though the criterion for winter
storm warning is 6" of snow, the bitterly cold wind chill values
arguably justify issuance of a winter storm warning even for areas
where we are forecasting only 4 to 5 inches of snow. The heavier
snow amounts are expected closer to the Oklahoma state line. Opted
to wait until the next shift to upgrade to a warning after
collaboration with our central plains neighbors. This system is
still offshore so there is still quite a bit of uncertainty in
snow amounts. This event is also not a long and drawn out event;
so the period of snow will likely be around 12-18 hours, starting
in far western Kansas around 9 pm Saturday and evening in south
central Kansas Sunday night.

Record low, maximum temperatures are expected this weekend and
record lows could occur Monday morning. The record low for Monday
is -10 set in 1881. We could have just enough wind and perhaps
remnant cloud cover Monday morning that could prevent a record,
but the current forecast low of -13 would be a record. The record
for Tuesday is -18 and this will be hard to beat since winds may
switch to the south by morning.

A very slow warming trend is expected starting Tuesday afternoon
and the snow cover that will be in place will make the process
slower. Another storm system could bring snow to the southern
plains by mid week but this is expected to remain south of western
Kansas.

&&

.AVIATION...(For the 06Z TAFS through 06Z Saturday night)
Issued at 1030 PM CST Fri Feb 12 2021

Either MVFR or low end VFR stratus will prevail through this
entire TAF period, as an arctic air mass remains locked over
SW KS. With a dry sub-stratus layer continuing, no reductions in
surface visibility are expected through at least 00z Sun. Starting
around 03z Sun, light snow will rapidly expand into the western
terminals, and including lowering visibility in the GCK/LBL TAFs
toward the end of the period. Aviation impacts will increase
significantly through 12z Sun with widespread snow/blowing snow
and likely LIFR conditions. The persistent NE winds of 8-14 kts
will continue through Saturday, with NE winds increasing in
strength Saturday night/Sunday.
