.SYNOPSIS...
A soaking rain will overspread the region early Wednesday and
continue into Thursday, followed by a seasonably cool and
mainly dry last weekend of September. The potential for one or
two, slow-moving and training thunderstorms could enhance the
potential for localized heavier rainfall rates and flash
flooding.

.NEAR TERM /UNTIL 6 AM THIS MORNING/...
8 pm update... Light rain continues to expand northward across
the Alleghenies this evening within a moistening and deepening
southerly flow regime. The northward expansion of the rainfall
shield is far outpacing the eastward expansion at this point.
But even so, we expect light-moderate rain to creep towards the
Susquehanna Valley, reaching that area after midnight. Overall,
we stepped the rainfall onset timing up by several hours from
earlier forecasts.

It will be a mild night overall, with lows by daybreak only
dropping into the lower to middle 60s.

Previous discussion... Relatively shallow and extensive
stratocu clouds topped by cirrus will expand and deepen tonight
as a plume of deep tropical moisture congeals with an area of
large scale lift ahead of an potent and amplifying upper trough
headed our way from the Plains States.

Showers will spread north across the Alleghenies of Wrn PA
during the early to middle nighttime hours. then inch their way
east toward the Susq Valley approaching daybreak.

The Susq Valley and points east should see little to no rainfall
through 12Z, though a few spots will see a shower, or drizzle on
the ridgetops well after midnight.

Lows tonight will be mainly in the low to mid 60s.

.SHORT TERM /6 AM THIS MORNING THROUGH 6 PM THURSDAY/...
A strengthening southerly low level jet should tap into a deep
moisture feed off the GA/SC coast (Savannah set a record
rainfall of 6.66" yesterday) and transport it upslope into the
higher terrain of the Laurel Highlands and western Alleghenies
Wednesday morning. The rain signal in the hires guidance
supports categorical POPs (definite rain) over this area with
periods of moderate to perhaps locally heavy rainfall possible
with totals potentially exceeding 0.75" in the southwest mtns by
around 15Z.

The amplifying upper trough/closed low and slow moving sfc cold
front set to impact the area through most of the midweek
period. However, the latest CMC and EC have sped up their
northeastward progression a bit which tightens up the large
timing spread to some extent. Still a good deal of timing and
instability/CAPE uncertainty especially into D3/Thursday and
therefore we were keen to utilize a blended approach to POP/QPF
fields.

Anomalous/tropical PW plume interacting with a slow moving N-S
oriented front is a classic synoptic heavy rain event signal.
There may also be some marginal instability that could enhance
the potential for locally heavy rainfall. With some timing and
placement issues still lingering, we leaned on a consensus
blend of WPC, NBM, and operational models for D2+3 QPF which
shows a broad area of 1-2+ inches of rainfall by the end of the
period.

The risk of shorter duration heavy rain rates atop saturated
soils/lower FFGs supports a SLGT/MRGL risk of excessive
rainfall Wed/Thu. In addition to the potential for heavy
rainfall and flooding, there is a MRGL risk of severe storms on
both days focusing over the Allegheny Mtns Wednesday night and
shifting into the eastern 1/3 of the CWA on Thursday. The latest
hires guidance suggests a narrow cold frontal rain band (NCFRB)
feature may develop along/ahead of the primary sfc cold front.
While instability and lapse rates will likely be generally weak,
strong low level flow (850-700mb) and precipitation loading may
contribute to potential for locally strong to damaging wind
gusts.

Max/Min temps trend noticeably cooler Wed-Thu particularly minT
Thursday night with 24hr Change -10 to -15F.

.LONG TERM /THURSDAY NIGHT THROUGH TUESDAY/...
1030 pm update... In the big picture, the progressiveness of a
heavy rain band along an upper-level trough axis and surface
cold front Thursday night into early Friday is still in question
over eastern PA. The amplified nature of the flow pattern argues
for at least the threat of rain continuing into Thursday night
over parts of the Susquehanna Valley and southern/western
Poconos.

Gradual improvement should begin by Friday from west to east, as
the main upper trough slowly exits the east coast, and surface
high pressure builds in from the west. Overall, this pattern
should lend itself to mainly dry conditions for most of central
PA through the weekend.

Although timing differences are certainly evident, fast moving
short-wave energy moving through the cyclonic flow pattern aloft
over the northeastern U.S. may lead to at least scattered
showers by early next week, especially over the Alleghenies and
northern mountains.

Compared to our overall warm temperatures the last week or two,
readings should cool back towards seasonal values for late
September, with highs in the 60s to lower 70s, and lows in the
40s to mid 50s.

.AVIATION /06Z WEDNESDAY THROUGH SUNDAY/...
SHRA moving up through western and central terminals at 6Z
tonight while eastern areas are still dry. Showers will continue
to develop and move through the area overnight with MVFR to IFR
cigs and vis likely. Greater reductions in heavier SHRA.

Widespread IFR is likely by 11/12Z Wednesday morning with low
cigs, mist and moderate rain. MVFR to IFR restrictions will
remain likely through the day Wednesday and Wednesday night, but
occasional VFR will be possible if there is a break in the
cloud deck. Wednesday afternoon, heavier showers and a few
thunderstorms may bring IFR to LIFR reductions, especially to
western airfields.

Rain and reductions in cigs and vis will continue into Thursday.

LLWS likely for western airfields Wednesday, then expanding to
eastern airfields Thursday.

The probability for widespread hazardous weather is low.

.DAYS TWO THROUGH SEVEN...Wednesday through Monday.

Heavy rainfall may lead to localized flash, urban, poor drainage,
and small stream flooding problems Wednesday through Thursday.

Isolated strong to locally damaging wind gusts are possible across
the western Alleghenies Wednesday night as a likely narrow band of
strong thunderstorms migrates east through the larger rain area.
The threat for potentially strong to damaging wind gusts will shift
to the eastern third of central Pennsylvania on Thursday.
