  Congaree River At Carolina Eastman affecting Richland, Calhoun 
  and Lexington Counties.

  Congaree River At Congaree National Park-Gadsden affecting 
  Calhoun and Richland Counties.

  North Fork Edisto River At Orangeburg affecting Orangeburg County.

  Wateree River At Lake Wateree affecting Kershaw, Lancaster and 
  Fairfield Counties.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

A Flood Warning means that flooding is imminent or occurring. All 
interested parties should take necessary precautions immediately.

* Minor flooding is occurring and moderate flooding is forecast.
* Recent Activity...The maximum river stage in the 24 hours ending 
  at 9:15 AM EST Thursday was 36.1 feet.
* Forecast...The river is expected to rise to a crest of 34.6 feet 
  this afternoon. It will then fall below flood stage Monday 
  morning. It will then rise to 37.1 feet Saturday morning. 
  Additional rises are possible thereafter.
* Impact...At 33.0 feet, Southeast of Wallace, water spreads onto 
  Old River Road between Community Road and Highway 912.
* Impact...At 35.0 feet, Southeast of Wallace, Old River Road 
  between Community Road and Highway 912 will become flooded and may 
  need to be closed.
* Impact...At 36.0 feet, Extensive overflow of the left bank will 
  occur and large areas of farmland near Cheraw will be flooded. 
  Livestock and farm equipment should be moved to higher ground.

.SYNOPSIS...
Low pressure along the central Gulf Coast states will lift
northeastward today and move off the coast by Friday morning.
High pressure will build over the region Friday through the
weekend providing fair weather. The next weather system will
move into the area on Monday.

.NEAR TERM /THROUGH TONIGHT/...

Challenging forecast this morning with a lot going on from possible
winter ptype issues at the northern portion of the forecast area to
heavy rain over the entire area through the period to possible
isolated severe weather in the far southeastern counties this
afternoon and evening.  Surface map shows high pressure centered
over New England ridging down the east coast while low pressure was
developing in the vicinity of the FL panhandle with an inverted
trough northward into AL/GA. Upper trough remains over the center of
the country with deep moist southwesterly flow over the southeastern
states. Regional radar showing bands of convective showers moving
through the forecast area this morning with some embedded elevated
thunderstorms due to the strong warm advection.

Observed wetbulb temperatures from the LAPS this morning at 07z are
well above freezing in the upper 30s in the northern Midlands with
the freezing line all the way up into north central NC roughly along
the I-40 corridor. Surface dewpoints have been rising quickly as
well as the lower levels saturate, with values in the lower 30s
across the border into NC. This does not bode well for freezing rain
in our area. Granted, as precipitation overspreads the region and the
low moves into the southeast through the day some cold advection
will increase but not confident it will be strong enough to get
temps in our area to freezing and warm ground temps will prevent
much impact. Temperatures through the day are expected to struggle
to move much except in the southeast Midlands and lower CSRA due to
the cold air damming wedge firmly in place. There should be some
cooling across the northern Midlands this morning due to some
evaporative cooling but high temperatures are expected to range from
the upper 30s north to the mid 50s far southeastern Midlands and
into Burke county GA. After coordination with GSP decided to go
ahead and drop the winter weather advisory for northern Lancaster
county as it just appears too unlikely that there will be enough
cool/dry advection given the strong moisture advection to get
temperatures cold enough to support freezing rain.

Strong moisture transport will continue over the area today with
strengthening southwesterly flow atop the cool wedge with PWATs
rising to around 1.5 inches which is nearly 225-250 percent of
normal. Strong isentropic lift combined with PVA ahead of the
approaching upper trough and surface low should yield efficient rain
rates as widespread rain moves over the area through the afternoon
into tonight. WPC has upgraded our area into a slight risk of
excessive rainfall given the anomalous moisture and forcing in place
combined with already very saturated soils. Rain rates in the
convective precipitation could approach or exceed 1 in/hr and expect
to have training of precipitation over the same areas so will
continue with the Flash Flood Watch. Rainfall totals through 12z
Friday are expected to be between 1.5 and 2.5 inches.

Lastly, as the surface low lifts northeastward through GA towards
our area, the wedge boundary along the Coastal Plain will move
inland and allow for some instability to develop but still think
this will remain mainly south of our area. SPC continues to outlook
the southeast Midlands and lower CSRA in a marginal risk of severe
weather.

.SHORT TERM /FRIDAY THROUGH SATURDAY NIGHT/...
Confidence is high for this period and its overall evolution.
By Friday morning, a surface low is expected to be located to
our south and/or southeast, just off the coast of SC. This will
be ahead of a lifting longwave trough and associated vorticity
max. This trough is forecast to progress into the northeast
during the day Friday and well off the coast as we head into
Saturday. We'll find ourselves on the other side of a passing
surface trough on Friday morning, which will be noted in a PW
gradient across the area. Highest values by 7a Friday will be
across the central and eastern counties, fostering continued
rainfall. This activity will quickly pass to our east as surface
northwesterly flow drives in lower PW air. Expect shower
activity to be fully to our east by Friday afternoon.

Clouds will gradually clear from west to east, but likely won't
clear enough for most of us to see temps warm up too much on Friday.
Expect highs ranging from the mid 40s in the far east to the low 50s
in the CSRA. These areas will see the most/least clouds
respectively, which will yield in the highs we see. Clouds should
generally clear for most areas as a surface high begins to nose into
the region Friday night. Surface winds look to remain in the 4-7 mph
range, which will prevent us from seeing ideal radiational cooling.
Expect lows Saturday morning in the upper 20s and lower 30s.

Saturday looks beautiful. We will finally see that thing called "The
Sun" for more than a brief time. If you need a refresher on what it
looks like, just google a picture. But put on your sunglasses first
because there may need to be an adjustment period! In all
seriousness, a surface high will be moving into and over the region.
With dry air, skies should remain cloud free. Temperatures will be a
bit chilly and below normal, generally in the upper 40s and lower
50s for highs. Expect very cool conditions Saturday night, with
light winds and clear skies setting the stage for a cool night. Lows
should bottom out in the mid and upper 20s.

.LONG TERM /SUNDAY THROUGH WEDNESDAY/...
Confidence is fairly high in this period, especially in the pattern
beyond the Sunday night-Monday timeframe. As a whole, we should see
a light rain event to open the week, with a warming trend to follow
thereafter.

Sunday should start off and stay pretty nice for much of the day.
We'll see some solid airmass modification during the afternoon hours
as sunshine continues and that surface high shifts to our east.
Highs will depend on where you are. The CSRA will see the winds
shift out of the southeast first, and will therefore warm a bit
quicker. Highs should range from the upper 50s there to the low 50s
in the northeast where return flow will be slow to develop. This
flow will slowly advect more moisture in the lower levels ahead of
our next quick weather maker on Monday. Some guidance is hinting at
some low level, weak isentropic showers developing late Sunday night
and early Monday, but I don't buy into it too much at this time. The
airmass will be so dry already that it'll take a lot to overcome it.
Monday will be a fairly interesting day. Operational models and
their ensembles are in good agreement that a trough will dig into
the Ohio Valley and force a surface low to move over the northeast
and drag a cold front through here on Monday evening. Ahead of this,
temps should warm up pretty decently with southwesterly surface
flow, with highs expected to be in the mid 50s to low 60s. What is
interesting though is that the operational models generally disagree
with their ensembles on how much rain we get with the front.
GFS/Canadian op models indicated upwards of 0.25" of QPF while the
EC/GFS ensembles only show a 30-40% chance of 24h QPF >= 0.1". I
will lean towards the ensembles for now and generally expect a light
QPF event on Monday evening.

Either way, the cold front will quickly pass through the region on
Monday night and be of little impact to us. Ensembles are then in
good agreement that a surface high will then influence our weather
in conjunction with height rises through at least Wednesday. This
should lead to a period of near to above normal temps across the
area, with highs Tues-Thur in the 60-70F range across the CWA. The
GEFS variance of 500 hPa heights is low through Wednesday giving
high confidence at this time that this will occur. By Thursday,
though, variance increases, and both the EC/GFS Ens have shown a run-
to-run decrease in height across the OH Valley for the last several
runs. Should this continue, it looks like Thur/Fri could be our next
weather maker beyond Monday. Lows in the Mon-Thur range generally
look to be at or above normal as well.

.AVIATION /09Z THURSDAY THROUGH MONDAY/...
High confidence for MVFR conditions deteriorating to IFR or
lower for the remainder of the forecast period.

High pressure continues to ridge in from the north with easterly
winds expected to shift more northeasterly during the predawn
hours. An upper trough over the middle of the country will
gradually shift east as deep southwesterly flow aloft continues
to provide moisture advection into the region. Increasing
isentropic lift will help create a cold air damming wedge with
rain moving north through the area now and continuing through
the day.

MVFR cigs to start the forecast expected to lower to IFR and
eventually LIFR through the morning hours as the wedge
strengthens and some fog develops with the rainfall. Once
conditions go down do not expect them to improve any during the
day, although there is some possibility that cigs could lift
back to IFR during the afternoon hours at AGS/DNL but confidence
is lower at CAE/CUB/OGB. Strong 850mb winds will overspread the
region early this morning for about 6 hrs and will include LLWS
for that and although the speeds will lower during the day some
directional shear will remain in place with northeasterly winds
at the surface and southerly winds aloft.

There is some elevated instability which may support isolated
thunderstorms but confidence remains low in coverage and timing
so not included in the forecast at this time.

EXTENDED AVIATION OUTLOOK...Significant restrictions expected to
persist through Friday. Restrictions also possible again Sunday
night into Monday as a cold front crosses the region.

Rainfall over the past few days combined with reservoir releases
will result in continued river flooding on area rivers.  Additional
rises are expected late in week with yet another storm system
affecting the area.
