.SYNOPSIS...
A winter storm will spread a mix of snow, sleet, and freezing
rain across NY and PA today into early Tuesday. Quiet weather
will prevail Wednesday, before another storm impacts the region
Thursday and Friday.

.NEAR TERM /THROUGH TUESDAY/...
1130 am update...
Some minor adjustments made to the forecast late this morning to
account for some of the latest model guidance which is still not
in great agreement with respect to how far north and to what
magnitude the warm nose will reach. There is also some concern
for the threat of icing due to freezing rain over portions of
ne PA and the southern Catskills.

Did not diverge too far from the previous forecast with the
first batch of light snow expected to push through the region
this afternoon...producing around an inch or less for most
locations. Believe this introduction of ice into the column
should allow the freezing drizzle that has been reported over
ne PA to subside and turn to mainly snow or ice pellets. The
deep cold air across the region today will be replaced by a
sharp push of warm air from the south ahead of the incoming low
pressure system. At this time it still appears the warm nose
will make a surge northward through ne PA and into
central/e-central NY this evening and tonight which will occur
during a time of strong divergence aloft and layering lifting
within a relatively moist air mass. There still is some
uncertainty with regard to how quickly or slowly the surface
temperatures warm amid this warm air. If the surface temps stay
sub-freezing during this dump of precip, there could be
significant icing. However, if temps warm above freezing the
threat of icing will be much less. Forecast update kept with
relatively the same ice amounts over the Poconos and southern
Catskills...generally a tenth to a quarter of an inch.

The only other minor change was to tighten the gradient of snow
in the transition zone between mixed precip and snow on the back
side of the system. The introduction of more sleet may cut back
some of the amounts in the zone...while the heavy snow amounts
on the back side...across the northern Finger Lakes and into the
southern Tug Hill remain about the same.

Previous Discussion...
A winter storm will spin up the east coast today and tonight,
spreading a mixed bag of precipitation across NY and PA.

A surge of northward moving warm air will cause overrunning snow
to form across our region this morning and continue into this
afternoon. A quick inch or two of snow accumulation will coat
roads and walkways, while a wedge of warm air aloft will cause
sleet to mix with the snow over our far southern counties.

We expect a lull in the precipitation late Monday afternoon
before the storm intensifies toward sunset. At this point, a
complicated winter weather scenario will develop, as warm air
above the surface slides northwest toward the Susquehanna
Region. This will cause snow to mix with, or change over to sleet
and freezing rain beneath the warm layer.

The northwestward extent of the mixed precipitation line will
greatly impact snow and ice totals. We expect 7 to 12 inches of
snow will accumulate from the Finger Lakes to the Western Mohawk
Valley in the colder air. From Luzerne County to Pike County,
only 1 to 3 inches of snow will fall, as ice accumulations push
a quarter of inch in spots. In between, snow totals will vary
widely from 3 to 8 inches with several hundredths of an inch of
ice.

Snow will taper off to scattered snow showers Tuesday afternoon
with minor additional accumulations.

.SHORT TERM /TUESDAY NIGHT/...
400 Am Update...
The area of low pressure moves into the Canadian Maritimes and
deepen with CAA on the back side of the low Tuesday night. There
is a brief window for some lake effect snow across CNY in the
early overnight hours but taper towards Wednesday morning as
high pressure builds in.

Wednesday provides a brief break in the weather though cold air
aloft keeps high temperatures in the upper teens and low 20s with a
few breaks of sun. High clouds increase late Wednesday afternoon
into Wednesday night as our next system moves in from the
Southeastern US. With the cold,dry air in place initially, it is
looking like light snow does not reach the ground until early
Thursday across NE PA and mid Thursday for CNY.

.LONG TERM /WEDNESDAY THROUGH SUNDAY/...
400 AM Update...
The main concern in the long term is the Thursday thru Friday
system. Confidence is high that there will be precipitation and
that it will start as snow early Thursday for our region. Once
the low moves into the Northeast, most guidance is showing the
development of a coastal low. The strength of this low is
uncertain and will dictate the Ptypes later in the storm late
Thursday into Friday. If the coastal low is able to be the
dominant low, then cold air wrapping in from the N will keep the
Ptypes all snow for CNY with some mixed precipitation over NE
PA. If the interior low is the dominant low, our region will
mostly be in the warm sector. Strong high pressure over Quebec
will help undercut the warm air and keep the surface near
freezing with sleet or freezing rain for CNY and NE PA with NE
PA even changing over to rain for a period of time. Right now I
blended more towards the cooler solution with a stronger coastal
low keeping most of CNY with snow and NE PA and the Catskills
getting mixed precipitation.

Once the low moves to our NE, CAA on the backside along with an
upper level trough moving in. Forecast soundings show steep low
level lapse rates and a good lake fetch so lake effect snow and
possibly some snow squalls are possible late Friday into early
Saturday for CNY. Ridging late next weekend may provide a break in
the weather before another disturbance possibly moves in early next
week.

.AVIATION /18Z MONDAY THROUGH SATURDAY/...
First batch of precipitation is currently moving through the
area, associated with a weak shortwave trough lifting across
central New York. Expect widespread IFR conditions with this
band of precip, with brief LIFR as visibilities occasionally
drop to 1/2 to 3/4SM. Expect precip at AVP will fall as a mix of
sleet and freezing rain, but this will be fairly brief, being
on the tail end of the precip band.

Behind this initial band of precip, expect a few hours with
visibilities improving above 6SM and MVFR to VFR ceilings. Some
lower ceilings and freezing drizzle may develop over NE PA late
this afternoon as low level winds start to back around to the
SSW and S.

The main storm system will bring steady precip back into the
area between 01Z and 04Z, with widespread IFR and occasional
LIFR conditions area-wide. Sleet and freezing rain will be the
primary precip type at AVP, with mixed precip slowly working
northwards into the Southern Tier of NY.

Outlook...
Tuesday and Tuesday Night...Precip lifts out early in the
morning with visibilities and ceilings improving. Lake-enhanced
wrap-around clouds and snow showers will bring some restrictions
by late afternoon and evening, mainly north of the NY/PA border.
Lake effect snow band will become focused near SYR/RME Tuesday
night, with conditions improving elsewhere.

Wednesday and Wednesday Night...Lingering restrictions at
SYR/RME early as Lake Effect snow band diminishes. VFR prevails
by mid to late morning.

Thursday through Friday...Another strong system moves in with
wintry mix and likely restrictions.

Friday Night through Saturday...System lifts out Friday night,
but strong cold advection will lead to continued restrictions in
lake enhanced snow showers and cloud cover.
