The National Weather Service in Binghamton has expanded the

* Flash Flood Watch to include portions of central New York and 
  northeast Pennsylvania, including the following areas, in central 
  New York, Delaware and Sullivan. In northeast Pennsylvania, 
  Bradford, Northern Wayne and Susquehanna.

* From Wednesday morning through Thursday afternoon.

* The remnants of Hurricane Ida will pass south of the area on 
  Wednesday into Thursday. Deep tropical moisture will interact with 
  a stalled out frontal boundary, bringing bands of heavy rainfall 
  into parts of northeast Pennsylvania and south central New York. 
  The heaviest bands may product 2 to 4 inches of rain across 
  northeast Pennsylvania and into the southern Catskills in New

the north, with a very sharp cut off in rainfall expected across the

* * The remnants of Hurricane Ida will pass south of the area today 
  into early Thursday morning. Deep tropical moisture will stream to 
  the north, interacting with a stalled out frontal boundary. This 
  will bring bands of heavy rainfall into parts of northeast 
  Pennsylvania, the Twin Tiers, and the western Catskills.

* The heaviest rainfall will occur south of the New 
  York/Pennsylvania Border. However, amounts of 1.50 to 2.50 inches 
  will be possible in southern portions of Broome and Tioga Counties 
  in New York. Small stream basins south of the Susquehanna River, 
  which stretch further south into Pennsylvania will be most 
  susceptible for flash flooding, as well as small stream basins in 
  far southeastern Broome County. Rainfall is expected to diminish 
  sharply over northern portions of Broome and Tioga Counties.

.SYNOPSIS...
A cold front will move through today bringing scattered showers
and thunderstorms followed by cooler, less humid and drier
conditions on Tuesday. We continue to watch the potential for
heavy rain associated with the remnants of Ida midweek,
especially across Northeast PA. Drying out and seasonable for
the end of the work week.

.NEAR TERM /THROUGH TUESDAY/...

440 AM Update...

Rather unsettled weather expected today across the region, with
morning clouds and scattered showers out ahead of a cold frontal
boundary. The second, main cold front moves through later this
afternoon, with more scattered showers and thunderstorms
possible. Dry air in the mid levels (700mb) of the atmosphere
will race into the area from the west, reaching the western
portion of our forecast area by around 2 PM, then the rest of
the area by early evening. This will act to cap the convection
this afternoon, but even so, there should still be some isolated
to scattered activity around. The best chance and coverage of
the showers/storms is expected to be from the eastern southern
tier of NY south into NE PA, mainly from late morning into the
afternoon hours. Any t'storms that do develop could produce
locally heavy downpours and gusty winds. PWATs start out around
1.75 inches through early afternoon, then slowly drop off as
drier air advects in. MLCAPE is forecast between 700-1500 J/Kg,
with DCAPE values up around 1000 J/Kg as well. Deep layer, 0-6km
shear will be around 20-25 kts. It will still be warm and humid
today, with highs 80-85 expected.

Conditions quickly dry out this evening, with skies becoming
partly sunny. Dry and quiet weather continues overnight with
partial clearing and patchy valley fog. Overnight lows dip down
between 60-65.

Quiet weather continues on Tuesday, after some morning valley
fog expect filtered sunshine through a high level (200-400mb)
layer of cirrus clouds. Some lower level strato-cu clouds also
develop by midday and into the afternoon. Overall, it should be
a partly sunny day and less humid. Surface dew points fall back
into the upper 50s and lower 60s in the afternoon. Daytime highs
are forecast to reach 75 to 80 degrees under a light northwest
wind of 6-12 mph. Any rain from the remnants of Ida look to hold
off until after sunset, even across our far southern zones.

.SHORT TERM /TUESDAY NIGHT THROUGH WEDNESDAY NIGHT/...
This forecast
period is dominated by what the remnants of IDA will do for
northeast PA/central NY as the storm merges with the westerlies
and goes through extratropical transition.

During the day Tuesday, the low-level frontal boundary will be
somewhere across PA to southeast NY and southern New England. The
center of IDA is projected to be moving across central Tennessee as
per NHC track. Meanwhile a closed upper level low will be spinning
over Quebec. Hence at upper levels, there will be westerly flow and
increasing confluence and upper level jet streak development over
northern New England/southeast Canada. For much of the day Tuesday,
this process will be taking place and not as well developed as per
models. Hence models don't have much showers or thunderstorm
activity Tuesday. But, we have to watch for any predecessor
rainfall (PRE) Tuesday into Tuesday night as the dynamical set-
up improves. Who knows where this would set-up.

The 12z models paint this picture: an upper level wave will move
into the Great Lakes/Upper Midwest Tuesday which will eventually
interact with the remnants of IDA. As this occurs, the upper level
trough will sharpen up over the eastern Ohio valley Wednesday. This
development will increase the upper level jet streak over far
northern New England or southeast Canada putting NY and PA in the
right entrance region. This will lead to low-level frontogenesis
along the stalled frontal boundary associated with the ageostrophic
thermally direct circulation. This process is very effective at
focusing precipitation into bands and with tropical moisture
wherever this sets up likely will see flash flood and potentially
river flooding.

Where the uncertainty lies is of course where this heavy
rain band sets up and hence where flash flood/river flood
potential will be. There are many factors that lead to much
uncertainty in trying to call where this happens this far out.
First of all, how quickly IDA goes through extratropical
transition will determine the speed that the storm tracks. A
quicker transition will slow IDAs remnants down and lead to
heavier rain. A slower transition will lead to the storm moving
faster to the east and less on the heavy rain. Compounding this
uncertainty is the models difficulty in handling the convective
processes (look at 12z NAM for example in VA/MD/southern PA
Wednesday) and diabatic heating aloft w/ tropical systems. A
stronger tropical system would lead to more diabatic heating and
more upper ridging ahead of it. This in turn increases the
above mentioned upper jet streak circulation and in general
would lead to a more northwest shift of the heavy rain band and
max QPF axis.

The 12Z NAM has too much convective feedback and hence QPF in my
opinion is too far south given the pattern this model shows. The 12Z
GFS is farther northwest with the QPF axis having it across
northeast PA with a surface low over southeast PA. The upper level
jet streak is also farther north than NAM which makes sense. But if
the GFS mass fields verify the max QPF axis would be farther
northwest and unfortunately affect a large part of the upper
Susquehanna and Delaware River Basins which would not be good
news at all. As mentioned above, the 12z GFS and NAM both don't
have much if any predecessor rain (PRE) along the front
Tuesday/Tuesday night either and a quick moving storm would cut
potential for major flooding down. However, we can't assume that
will be correct. The GFS has an axis of 5-6" of rain from
southwest PA to northeast PA / southeast NY. The NAM has similar
amounts but across mainly south central and southeast PA. We
believe potential exists for at least 5-6" anywhere from south
central NY down to southern PA depending on how things play out
as mentioned above.

Given all the uncertainities outlined above it is prudent to
consider potential for river flood and flash flooding for most of
our forecast area especially Susquehanna, and Delaware River Basins
and even Chemung basin. We concur with MARFCs significant flood
potential outlook for all of our basins in their service area. It
is hard to image a scenario that the heaviest rain falls across
our Finger Lakes and Upper Mohawk River Valleys but there is
still some potential given the uncertainties. We will highlight
potential river flooding and flash flooding in HWO and issue our
first DSS briefing on this flood potential.

.LONG TERM /THURSDAY THROUGH SUNDAY/...
Thursday will see the remnants of IDA moving east of the region
with a strong cold front and much cooler and less humid air
moving into our region. Lingering rain and showers are still
possible Thursday morning due to the uncertainties in timing and
extratropical transition of IDA.

For Friday and Saturday, upper level ridging with a surface high
pressure to our north should keep fair and dry weather over NY and
PA. By Sunday, next upper level trough digs in with a shot of
more showers.

.AVIATION /08Z MONDAY THROUGH FRIDAY/...
200 AM Update

The marine layer of low clouds has been mainly pushed into the
Catskills and Poconos as this time, by an increasing westerly
flow. This is leading to VFR conditions areawide at this time,
with just mid level clouds rolling through. Model guidance still
wants to bring back some patches of lower clouds and perhaps
some mist before daybreak; therefore still have fuel alternate
CIGs moving into RME and SYR by about 10z along the frontal
boundary...there could also be some rain showers and perhaps a
rumble of thunder here during the morning hours. Could see
brief, tempo IFR conditions in any showers; again mainly 11-15z
this morning.

ITH/ELM/BGM have the potential of fuel alternate cigs starting
early this morning; likely between 8z-12z. These lower CIGS
will be associated with the front dropping through from the
north and there could also be some rain showers. Clouds should
begin to slowly lift and scatter back to VFR after about 17-18z
this afternoon. Could see an isolated thunderstorm, but not
enough confidence to put in the tafs at this time. Then, it
should remain VFR here into the evening and at least first half
of the overnight period.

AVP: May have some fuel alternate to borderline IFR marine later
clouds/CIGS around this morning. These should lift to MVFR by
15z, then VFR after about 17z. There will however, still be a
chance for a few showers or isolated thunderstorm into the
afternoon hours as the weak front pushes through. Otherwise,
remaining VFR here for the evening hours.

Winds this morning south to southwest at 5 kts. This afternoon winds
shift to west midday at 6-12 kts.

Outlook...

Tonight...Mainly VFR. Valley fog late especially ELM.

Tuesday...Mainly VFR. Slight chance for a late day shower, with
increasing clouds.

Wednesday....Restrictions possible in steady to even
occasionally heavy rain; mainly BGM, ELM and AVP. Possibly drier
up north.
