AFTERNOON FOR CENTRAL LACKAWANNA, NORTHEASTERN LUZERNE AND 
SOUTHEASTERN WYOMING COUNTIES...

At 421 PM EDT, Doppler radar indicated thunderstorms producing heavy 
rain across the warned area. Between 2 and 2.5 inches of rain has 
fallen. Flash flooding is already occurring with law enforcement 
reporting roads flooded near the town of Dunmore.
