.Snow will move into areas west of the Mississippi River late
tonight and then move northeast through the area on Monday. As 
the snow ends Monday afternoon, there is the potential for some 
light freezing rain to occur. Accumulations of 3 to 5 inches are 
expected in the advisory area and up to 6 inches in the warning. 
Some light icing will be possible if the freezing rain occurs. In

...Heavy, Wet Snow to Lead to Travel Impacts Today...

.Expect travel impacts today as snow will spread northeastward 
through the area, with widespread accumulations of 3 to 6 inches 
across southeast Minnesota, northeast Iowa, and areas of southwest 
Wisconsin south of Interstate 90. In addition, a localized band of 6 
plus inches is possible across parts of southeast Minnesota and 
northeast Iowa. Farther north, generally expect 1 to 2 inches, 
though confidence remains on the lower side regarding how far north 
the heaviest snow will extend. Wind gusts up to 30 mph will also be 
possible, which could create some drifting snow and poor visibility 
as the snow is falling.

Snow is expected to transition to freezing drizzle from south to 
north this afternoon and into this evening, though accumulations are 
expected to remain light, owing to warmer temperatures on either 
side of freezing. Precipitation will taper off or exit during the 
overnight hours.

Consider altering travel plans today. If you must go out, be sure to 
check road conditions prior to departing.

...Heavy, Wet Snow...Travel Impacts Today...

.A heavy snow band will set up across portions of southeast 
Minnesota, northeast Iowa into the far corner of southwest 
Wisconsin this morning. 1 inch per hour snowfall rates and 
visibilities under 1 mile are expected with this band...
significantly impacting travel. 

The snow will continue to advance northeast through the rest of
the day, with the heaviest accumulations falling mostly west of
the Mississippi River. As the snow exits, a period of freezing
drizzle is possible...generally from late afternoon into the
evening. Light icing could result, mostly on elevated and
untreated surfaces. 

Motorists, be ready for slippery to hazardous conditions. Consider

...Hazardous Travel Developing As Snow Slowly Moves North and East...

.Snow continues to move slowly to the north and east from 
southwest Wisconsin back through northeast Iowa and southeast 
Minnesota where snow covered and slick roads have been reported.
Accidents have been reported. Amounts up to 2 to 4 inches have 
been reported so far in the heavier band. Visibility will be 
reduced to under 1/2 mile at times with snowfall rates over 1 inch
per hour possible. Total accumulations of 4 to 8 inches are 
expected over parts of northeast Iowa and southeast Minnesota with
locally higher amounts possible. Snow will slowly move into west 
central Wisconsin through early to mid afternoon.  

As the snow exits, a period of freezing drizzle is 
possible generally from late afternoon into the evening. Light 
icing could result, mostly on elevated and untreated surfaces.

southeast Minnesota through northeast Iowa and southwest

Another quiet night night across the region with surface high
pressure and upper level ridging remaining in control. A weak cold
front was sagging southward into the area with winds becoming
northerly, but remaining light. Temperatures as of 1 a.m. were
generally in the 30s and lower 40s, but the cold spots of central
Wisconsin had dipped into the mid 20s. For today, the well-
advertised closed low will make some progress eastward while
surface high pressure sets up north of the Great Lakes. The result
will be a tightening pressure gradient between the two and some
gusty east winds across the area today, especially west of the
Mississippi River where we could see some gusts upwards of 30 mph.
In addition, dry air will be sagging southward behind the
aforementioned front through the day, which when combined with the
gusty winds could lead to some fire spread concerns. Otherwise,
expect another mild day, with highs in the 40s and lower 50s.

As far as precip chances with the low go, a band of precip will
be gradually advancing northeastward through the day. While CAMs
do suggest plenty of light radar returns entering the area this
afternoon owing to some decent frontogenesis, a look at model
soundings reveals a very dry layer in the low levels, with full
saturation of the column not occurring until the early morning
hours. In general, would just expect increasing clouds through the
afternoon. Therefore, continued to delay precip chances a bit
with anything above 50 percent holding off from the forecast area
until around 3 a.m., and even that may not be delayed enough.

.LONG TERM...(Monday through Saturday)

In regards to the upcoming storm system, the 14.00Z models have
come in presenting solutions pretty close to previous model runs.
The one trend that continues to be shown is a slower arrival time
of the precipitation into the area.

Water vapor satellite this morning shows the upper level low has
advanced northeast and is over Colorado and New Mexico. The upper
level ridge remains in place ahead of the upper level low
extending from the Gulf of Mexico north through the Missouri River
Valley with large scale troughing in place over eastern Canada
into the northeast U.S. The slow departure of the eastern trough
to out over the Atlantic is responsible for the overall slow and
weakening trend of the upper level low as it moves across the
region Monday and Monday night. The main short wave trough will
pass by just to the south of the area but still produce weak to at
times moderate pv advection in the 500-300 mb layer as it moves
by. A good band of mid- level frontogenesis will move across the
area late Sunday night and Monday morning. Of significance wit
this frontogenesis, the band looks to orient itself in a northwest
to southeast fashion and maintains this orientation as it moves
across while also slowly weakening. It does not show any signs of
rotation to a more east/west band which suggests that it will only
have a few short hours of time residence over any one given
location. The best isentropic up glide on the 290K surface will
occur ahead of the precipitation band and work to help overcome
the dry east flow around the area of high pressure in the low
level centered south of Hudsons Bay. The dry air feed from this
high will create condensation pressure deficits well over 200 mb
with a very tight gradient into the precipitation band. Still
decent upglide should be left in the band itself with this
expected to be on the order of 1 to 3 ubar/s. So there appears to
be enough forcing to produce a healthy band of precipitation that
should have a rather tight gradient on the northeast flank thanks
to the dry air from the Hudsons Bay high.

The main concern then becomes how much precipitation will fall.
The current forecast has liquid amounts of 0.75" to 0.9" in the
Austin to Oelwein corridor. However, based on all model solutions,
this may be on the high side as it is currently at the 90th
percentile. The 13.12Z EPS would support the idea of lower QPF
amounts as it has a mean around 0.6" at KCCY. The latest guidance
from WPC also seems to trending toward a lower solution with
forecast amounts cut by about 0.2" in the band. This brings the
QPF amounts in line with the 14.00Z HREF which has a 24 hour mean
of 0.5" to 0.75" when the heaviest precipitation is expected in
the forecast area. As for snowfall amounts, the ensemble data
still has some spread in it. The HREF would suggest that amounts
will be in the 4 to 6" range. It does show a signal for some 1"
per hour rates in the far west for a couple of hours early Monday
morning, but then this signal rapidly diminishes as the band works
to the east. Output from the 13.18" GEFS and 13.12" EPS would
suggest higher snowfall totals in the band supportive of a
warning, but these also have the higher QPF totals in them.

Trending the forecast toward a slightly lower QPF output yields
snowfall amounts around 5" across the western portion of the
forecast area. East winds still look to gust to around 30 mph
during the period of heaviest snowfall. While the snow will be wet
and heavy, this should still be enough wind to create drifting
snow. Not sure it will be sufficient to produce much in the way of
blowing snow though. Forecast soundings also continue to show a
loss of ice in the clouds behind the heaviest snow but while there
is still enough lift to generate some precipitation. Concerned
this will manifest itself as some light freezing rain with the
potential for some icing. However, this will be falling on top of
the snow which may help to mitigate the impacts. Taking all this
into consideration, will convert almost all the watch to an
advisory and extend this almost all the way to Interstate 94. Will
go with a warning in Floyd County where amounts are most likely
to approach 6". Could see the warning being expanded if qpf and/or
snow ratios increase any with later model runs.

Another system will come out of the southwest for the middle of
the week. This still looks to pass by to the south for the most
part but close enough to maintain some precipitation mention as it
goes by Wednesday through Thursday.

.AVIATION...(For the 06Z TAFS through 06Z Sunday night)

VFR conditions will continue through this TAF period with strong
high pressure near Hudson Bay. Winds will be the main impact to
aviation. Light winds veer around to the northeast by daybreak,
becoming stronger out of the east by afternoon with gusts around
20 to 25 knots. While gusts should subside towards Sunday evening,
some gustiness may return late in the period as a low level jet
drifts overhead. Expect plenty of cirrus through the period ahead
of the next approaching system, which will spread into the area
late Sunday night into Monday.
