...Snow, Wind, Impacts To Travel Thursday and Thursday Night...

.A light wintry mix will develop overnight, transitioning to snow
by early morning. The snow will quickly push east northeast 
through the day, gradually exiting across the northern Great Lakes
by late evening. The morning commute will be slick for much of the
area as snow increases.  

A few inches of snow are expected, with the higher amounts across
Wisconsin. The bulk will fall during the day Thursday with rates
up to 1 inch per hour possible in the heaviest snow.

In addition, winds will be on the increase Thursday afternoon,
staying strong and gusty through Thursday night. Gusts from 30 to
40 mph are anticipated. Areas of blowing and drifting snow will
result. A short period of ground blizzard conditions are possible
across the wind prone, open areas of southeast Minnesota and
northeast Iowa, with this threat centered on the afternoon to
early evening hours.

Travel could become dangerous in some areas later Thursday
afternoon into the overnight.

...Travel To Deteriorate Through the Day...

.A light wintry mix will quickly change to snow this morning
across the area.A light glazing of ice has been reported along and
north of Interstate 90 overnight so use caution heading out. 

Snow will accumulate today across the area and travel will
deteriorate. Winds will begin to increase this afternoon with
gusts of 30 to 40 mph causing blowing and drifting snow. By late
afternoon and during the evening, some areas could see pockets of
whiteout conditions in Iowa and Minnesota. Blizzard conditions
cannot be ruled out.  

Snow amounts will generally be 2 to 6 inches, with higher amounts
north of Interstate 94 in Wisconsin. The snow will diminish this 
evening but the higher winds will persist through midnight before 
diminishing.

.At 7 am, radar indicated snow falling across portions of
southeast Minnesota mainly west of Highway 52. Snow was also
approaching northeast Iowa with moderate snow reported at Mason
City. Snow will spread east and become heavy at times early this
morning for all of southeast Minnesota, northeast Iowa, and 
western Wisconsin. 

Snow will accumulate today across the area and travel will
deteriorate. Winds will begin to increase this afternoon with
gusts of 30 to 40 mph causing blowing and drifting snow. By late

...Several Bands of Snow Moving through the Area...

.At 11 am, radar indicated several snow bands moving across 
northeast Iowa, southeast Minnesota, and western Wisconsin. Snow-
covered roads have been reported across the entire region.

Through 1 PM, expect up to 2 inches of additional snow west of the
Mississippi River and 2 to 3 inches of additional snow across
western Wisconsin. Snow totals will range from 3 to 7 inches by
this evening. The highest snow totals will north of Interstate 
94.

Winds will begin to increase this afternoon with gusts of 25 to 
35 mph causing blowing and drifting snow. By late afternoon and 
during the evening, some areas could see pockets of whiteout 
conditions in Iowa and Minnesota. 

The snow will diminish across central and north-central Wisconsin

.At 1 PM, radar showed snow falling across northeast Iowa,

the Mississippi River and 2 to 3 inches of additional snow across
western Wisconsin. The snow will end west of the Mississippi River
by mid afternoon and by sunset across west central and southwest
Wisconsin. Some snow will continue into the evening for central
and north-central Wisconsin.  Snow totals by this evening will 
range from 3 to 7 inches. The highest snow totals will be north of
Interstate 94.

.SHORT TERM...(Today)
Issued at 337 AM CST Wed Feb 3 2021

Monitoring fog and low cloud development overnight with the moist
airmass trapped below the inversion west of the surface ridge
axis. So far, fog is behaving but cannot rule out dense fog areas
from southwest WI into southern MN late tonight.

As pressures fall over the High Plains and Dakotas, the pressure
gradient will ramp up the southerly flow today with the low cloud
over MN/IA likely shifting into/across the western forecast area.
There will likely be a cloud edge through the forecast area with
WI seeing more sun. Winds will really ramp up with model guidance
suggesting 40-50kts at 925 mb by evening. Model soundings keep a
very shallow mixed layer near the surface which should allow gusts
in the 20-30 mph range after dark, strongest from 21-06Z and in
MN/IA.

Clouds will then be on the increase ahead of the storm with an
initial shortwave shifting across northwest/northcentral WI after
midnight with abundant warm advection in the low-levels. This will
like generate an initial band of precipitation quickly shifting
northeast through the late night and it looks like a snow or a
wintry mix as a minor elevated warm layer will exist.

.LONG TERM...(Tonight through Tuesday)

In the big picture, not a whole lot of change with the upcoming
winter storm. Water vapor satellite imagery indicates the lead
short wave trough has ejected out of the main system and was
starting to work up the back side of the upper level ridge axis
over the Idaho panhandle and western Montana. The rest of the
system just off the Washington coast will swing inland today and
the two short wave troughs will work across the region in the
mean long wave trough Thursday. Ample forcing continues to be
available for precipitation production with moderate pv advection
in the 500-300 mb layer, moderate to strong mid-level
frontogenesis and some jet dynamics from the the left exit region
of the 300 mb jet. What remains difficult to pin down are the
precipitation types, amounts, wind speeds and the amount of
blowing snow that may occur.

Forecast soundings and precipitation type output from various
ensembles continue to support the idea of a wintry mix to possibly
all rain occurring with the leading edge of the precipitation
late tonight into early Thursday morning. Forecast soundings
suggest the warm nose aloft will max out between 3 and 5C this
evening and then start to cool, but likely still be warm enough to
support partial to complete melting when the precipitation
starts. Then there is also the concern of whether ice will be
present at the beginning as well. Factoring in these two things,
where surface temperatures are below freezing, a wintry mix of
some snow, sleet and freezing rain can all be expected. While ice
accumulations are not expected to be that much, there could be
enough to produce a glaze on untreated surfaces. For some of the
southern sections of the area, temperatures may get into the 33-35
range with just rain expected. As the cold front goes through
Thursday morning, it looks like the warm nose gets wiped out
pretty fast and ice in the clouds is no longer a concern for
primarily snow to fall for much of Thursday into Thursday evening.

That leads into the next issue of qpf and snow amounts. The 02.12Z
NAEFS continues to suggest that precipitable water amounts will
be anomalously high running just over 2 standard deviations above
normal. With the ample forcing to work on this moisture, the super
ensemble mean (minus the CMC which looks too low) looks to be in
the neighborhood of 0.5 to 0.6 of an inch, but there are some GEFS
and hi-res members that are at 0.75" or higher. Snow ratios
shouldn't be exceptionally high given the high liquid content, so
with the conversion over to snow, amounts of 3 to 7 or 8 inches is
the current target range. Given that some ensemble members have
higher qpf totals, that translates to some members still
suggesting the high end amounts could be around 9 or 10 inches.
The axis of highest snow totals currently looks to be roughly from
Fayette and Clayton Counties north into Taylor County. This aligns
well with the frontogenesis band but concerns are that this band
appears to be rather progressive and with a low residence time,
this could keep amounts lower than currently expected. This
concern has some support from the 03.00Z HREF which only shows
some low end probabilities for 1" per hour rates for a short
period Thursday afternoon in the axis where the highest snow
totals are currently forecast.

With the surface low expected to deepen just to the east of the
forecast area, the pressure gradient will rapidly increase with a
resultant increase in the winds Thursday afternoon through the
night. The winds at the top of the mixed layer look to be 40 to 45
knots Thursday afternoon and evening which should result in gusts
of 40 mph or so at the surface. This combined with sustained winds
of 20 to 30 mph presents a potential blowing snow problem for the
open terrain of southeast Minnesota, northeast Iowa into Grant
County. Complicating factors on just how much blowing snow will
occur are possible water logging of the existing snow pack if
temperatures get above freezing and rain occurs tonight, how much
new snow will be available to be blown around and the potential
strength of the winds themselves.

Putting all these factors together led to expanding the winter
storm watch to the entire area. While some locations are not
expected to get enough snow to verify a winter storm warning per
se, when the wind is factored in and the impacts from blowing
snow, a lower criteria for snow amounts may need to be used for
warning headline decisions. In the axis of strongest winds,
concerned that blizzard conditions could occur and used this as
justification for the watch for southeast Minnesota, northeast
Iowa and far southwest Wisconsin.

Oh yeah, it still looks cold for this weekend as well. Below zero
low temperatures will likely occur from Friday night through
Monday night. With limited recovery during the days, below zero
highs should be expected for much of the area Sunday and across
the north Monday. An extended period of wind chill advisories will
likely be needed during this cold snap.

.AVIATION...(For the 18Z TAFS through 18Z Thursday afternoon)
Issued at 1214 PM CST Wed Feb 3 2021

VFR conditions are expected through the afternoon, but clouds will
be increasing today into this evening ahead of the incoming winter
system. MVFR ceilings move in prior to the precipitation. But not
shortly after, IFR visibilities and ceilings arrive with the
precipitation, which will likely start out as a wintry mix.
Depending on surface temperatures, KRST may see more freezing rain
and sleet at the onset, while KLSE may have more of a rain and
snow mix. This wintry mix may only last for a brief hour or two
before fully changing over to snow later tomorrow morning, then
LIFR visibilities become more likely.

Today, winds from the south could gust up to 30 knots at KRST and
up to 20 knots at KLSE this afternoon. Tonight, winds above the
surface increase from the south introducing a threat for low-level
wind shear. Depending on how well surface winds can decouple
after 00z, speeds around 45 to 50 knots from 1500 to 2000 ft AGL
from the south are likely for a few hours tonight. This threat
diminishes as an arctic cold front approaches the region from the
northwest. Then the surface winds become more northwesterly by
late tomorrow morning.

Looking ahead, wind gusts then increase Thursday afternoon around 30
knots. While the snow will be ending from west to east, reduced
visibilities are still possible with blowing and drifting snow
conditions.

This Hazardous Weather Outlook is for portions of central
Wisconsin...north central Wisconsin and west central Wisconsin.

.DAY ONE...Today and Tonight

A wintry mix of snow, sleet and freezing rain will move in late
tonight. Minor snow accumulations will be possible along with a
glaze of ice on untreated surfaces. A Winter Storm Watch is in
effect for late tonight.

.DAYS TWO THROUGH SEVEN...Thursday through Tuesday

The Winter Storm Watch remains in effect for Thursday and Thursday
night. The wintry mix will change over to all snow Thursday
morning with the snow continuing into Thursday evening. The period
of heaviest snow is expected Thursday afternoon. Storm totals of 4
to 8 inches will be possible. Winds will gust as high as 35 mph
Thursday afternoon and night with blowing and drifting snow
expected.

Bitterly cold air will spread over the area with the period of
coldest temperatures expected from Friday night into Monday. Wind
chill advisories will be needed during this period.
