.Snow will overtake most of the area Tuesday morning and last
several hours before transitioning to a round of freezing drizzle

...Snow Will Soon Begin to Transition to Freezing Drizzle...

.Widespread snow, occasionally heavy, will begin to transition to
freezing drizzle from southwest to northeast heading into mid-
afternoon. Until this transition occurs, an additional 1 to 3 
inches of snow is expected, highest near and east of the
Mississippi River. Once freezing drizzle gets underway, it is
expected to last for several hours at any given location, falling
moderately at times into the evening. 

Visibility is poor and roads are snow-covered and very slippery.
Numerous accidents and spinouts have been reported with hazardous
travel conditions to impact the evening commute. Slow down and 
allow extra time to reach your destination.

...Accumulating Snow has Shifted Into Wisconsin, but Changing over
to Freezing Drizzle...

.Snow reports have varied from 2 to as much as 5 inches across
much of the area this afternoon. The back edge of the accumulating
snowfall is quickly moving to the east and has ended in southeast
Minnesota and northeast Iowa. There have been reports of freezing
drizzle as the snow leaves the area.

In central and western Wisconsin, visibilities will remain poor at
times and most roads across the entire region are snow covered and
slippery. Expect a slower evening commute.

With the lingering freezing precipitation we will extend the
advisory a few more hours west of the Mississippi River.

.Snow reports have varied from 2 to as much as 5 inches across
much of the area today. While the back edge of most of the snow
has shifted east, some linger light snow and periodic freezing
drizzle continues, especially near the Mississippi River and into
Wisconsin. 

Due to snow covered roads and the freezing drizzle threat,
continue to drive with caution if you must travel this evening.
Allow extra braking distances and allow extra travel times.

Conditions have been improving across parts of northeast Iowa and
southeast Minnesota.

.SHORT TERM...(Today and tonight)
Issued at 352 AM CST Mon Dec 27 2021

High pressure will build gradually build across the area today and
be overhead tonight. As the subsidence inversion increases across
the region, some low level moisture will become trapped
underneath it. This will hamper the clearing across the area this
morning. As drier air advects into the region this afternoon,
these clouds will gradually clear and it should remain mostly
clear for this evening before clouds increase ahead of an
approaching shortwave overnight.

High temperatures will be in the 30s today. Temperatures will
quickly fall this evening bottoming out in the single digits and
teens north of Interstate 90 corridor and from the teens to mid-
20s for the remainder of the area. As the clouds increase
overnight and warm air advection develops across the region,
temperatures will slowly rise.

.LONG TERM...(Tuesday through Sunday)

On Tuesday and Tuesday evening, a trough embedded in the southwest
flow aloft will move quickly through the Upper Mississippi River
Valley. As this wave approaches the region, it will be gradually
strengthening. Unlike the wave that move through the region on
Sunday night, the surface low will be further south and the QPF
looks to be much higher west of the Mississippi River (0.25 to
0.50 inches) and slightly higher for western Wisconsin (0.40 to
0.50 inches). These totals are close to the ECMWF EPS and the
75th percentile of the NBM. Soundings continue to show about a 3
to 4 hour period of snow followed by freezing drizzle or light
freezing rain for another 2 to 3 hours. This transitions is due to
the loss of ice aloft. In addition the soundings suggest that
there maybe some small elevated CAPES along and south of
Interstate 90, so we may see a small chance of thunder.

With less than 100 mb in the dendritic growth zone, thinking that
snow to liquid ratios will likely remain in the 7-11 to 1. This
results in snow totals of 1 to 3 inches across northeast Iowa,
southeast Minnesota, and southwest Wisconsin, and 3 to 5 inches
across the remainder of the area. If convection develops, there
maybe some locally higher amounts. These snow values are very
close to the 27.00z ECMWF ECE. In addition, there looks to be
some light icing (possibly up to a tenth of an inch south of
Interstate 90) across most of the area. This will likely result in
another Winter Weather Advisory being issued for much, if not
all, of the forecast area.

Unlike the previous system, the winds do not appear as strong.
Winds will likely gust into the 20 to 30 mph range south of the
Interstate 90 corridor. Elsewhere, the wind gusts will be more in
the 15 to 25 mph range.

On Wednesday afternoon and evening, both the NAM and GFS suggest
that there will be a band of 700-500 mb frontogenetic forcing
south of Interstate 90. The ECMWF has a similar band, but it is
much further south. Due to this possibility, added a 20 to 30
percent chance of snow for northeast Iowa and southwest Wisconsin.
If snow occurs, amounts look to be less than an inch.

Looking ahead to the New Year's Day, both the operational GFS and
Canadian bring the potential for maybe a heavy snow band in the
region. The GFS has a very favorable track of its surface and
850 mb low for much of the area to be impacted by this system.
The Canadian is slightly further southeast with this track, so it
would mainly impact areas south of Interstate 90. Meanwhile, the
operational ECMWF is much further southeast with its track and the
entire area remains dry. With this said the two-thirds of the 27.00z
ECMWF EPS does have at least some light snow in the region. There
are even a few members in the excess of 6 inches. As a result, this
system bears some watching.

It definitely looks like things will become colder after Tuesday
with the coldest days looking to be Wednesday and for the upcoming
weekend. With still quite a bit of spread in the various
ensembles, there remains some uncertainty on how cold we may
actually get.

.AVIATION...(For the 18Z TAFS through 18Z Tuesday afternoon)

Clouds are moving out of the area from west to east this
afternoon. VFR ceils/visbys are expected at KRST and KLSE until
early tomorrow morning before a snowband begins to impact both
sites tomorrow morning. Light snow with IFR visbys are expected
from the morning through the end of the TAF period at both sites.

.CLIMATE...Sub-zero temperatures
Issued at 352 AM CST Mon Dec 27 2021

Much of the forecast area still has not seen a sub-
zero temperature this winter. This typically occurs around
December 6 for Rochester MN and December 17 for La Crosse, WI. We
are currently among the 10 latest dates for Rochester. The tenth
latest date was December 26 back in 1987. Number 9 on this list
December 29th in 2001. The latest date is January 15 in 2007.
Meanwhile, for La Crosse, we still have almost 3 weeks to go until
we get into the top 10 latest dates. Number 10 is January 14 in
1882, 1890, and 2003. The latest date is March 3 in 2002.

The NBM currently has an 79% chance that a sub-zero low will
occur December 30th for Rochester. This would tie 2012 for the 8th
latest date. The next highest chance would be on January 2 and
that would be a 75% chance. This would tie 1966 for the 6th
latest date. As far as La Crosse, there is 43% chance for
December 30 and a 60% chance on January 2.
