.SHORT TERM...(Today and tonight)

...Historic Mid-December Warmth, Dangerous Winds, and Moderate
Severe Risk...

Record warmth, a moderate severe thunderstorm risk, and winds
howling to 65+ mph...it must be...mid-December?! A ridiculous amount
of weather impacts to focus on over the next 24 hours.

Going on now...warm air advection has cranked into high gear with
temperatures holding steady or starting to rise from south to north.
This warm airmass over the remaining snowpack has resulted in fog
across much of the area, dense over portions of southeast MN. This
dense fog is expected to continue expanding across northern portions
of the area over the next several hours. Have issued a dense fog
advisory. Visibility should improve overall by midday.

Morning into afternoon...Developing surface low will become more
organized as it moves into the Central Plains. This system will
rapidly intensify through late afternoon as it reaches southwest MN
by late afternoon. Locally, strong moisture transport out ahead of
this system and continued melting snowpack will continue to produce
abundant low-level moisture. Drizzle or light rain will be possible
across the area with ongoing WAA/isentropic lift. Pressure gradient
will begin to intensify this afternoon with gusts to around 40 mph
along and south of I-90 corridor, but the really intense winds will
hold off until evening. Record warmth is expected with temperatures
climbing well into the 60s in the south, perhaps even nearing 70 in
a few spots! Further north, warming will be offset a bit by the
melting snowpack, even if it should mostly disappear. But highs will
still climb into the 50s to lower 60s. RST and LSE record highs for
today are both 52 degrees...a near century old record that is fully
expected to be not only broken, but absolutely crushed.

This evening...Pretty much every meteorological parameter will
exceed climatology as this historic intense low deepens to around
976mb over northern MN with an extraordinary pressure fall/rise
couplet. 850mb winds will be screaming at 70-80 knots over the Upper
Mississippi Valley as the pressure gradient quickly contracts. A
cold front will plow eastward through the area between 6pm and
midnight, with intense cold air advection immediately following.
This will steepen low level lapse rates enough to mix down some of
that fierce momentum just above the surface. Expect gusts of 50-65
mph to be widespread through the evening and overnight hours, slowly
starting to relax late tonight. The expected magnitude of this
widespread, prolonged historic wind event is highly concerning. Will
continue to beef up messaging to stress its rarity and impact
severity. At this point expecting tree and power line damage to
become widespread across the region. Given the expanse of expected
impacts and prolonged dangerous wind conditions overnight, expecting
power recovery would be delayed where outages occur. This would
obviously leave some without heating as temperatures drop into the
30s and 20s by daybreak. A very serious, concerning situation to say
the least.

The last piece of the pie will be severe weather potential
accompanying the cold front this evening. Moisture transport into
the area will be exceptional, even if this was spring. But for mid-
December...seeing dewpoints climbing to around 60 with the
aforementioned dynamics in place is EXTREMELY concerning. A warm
nose aloft due to ongoing WAA today will erode as the cold front
approaches, giving way to a briefly favorable (1-2 hour) sounding
setup at any given location for some intense low-topped convection.
SBCAPE looks to be limited to around 500 J/kg or less, highest
across our south. MUCAPE rises a bit higher. Shear is more than
abundant, so this has the looks of a high-shear, low cape QLCS
setup. The line of storms will quickly race eastward across the
area, at forward speeds perhaps exceeding 70 knots. Hodographs are
practically off the chart with strong clockwise curvature largely
confined to the 0-1km layer, though some additional curvature will
be in play up to 3km. Lightning/thunder may not be widespread owing
to the limited instability, but any substantial updraft will be able
to tap into the favorable dynamics just off the surface. Damaging
winds are the biggest concern with potential for localized gusts to
exceed 70 mph. Obviously a ripe environment for quick/brief spinup
tornadoes as well that could lead to pockets of more intense
damaging winds. SHERB parameter lights up to near 2 within our area
this evening per the RAP. Updraft helicity is confined west of
the Mississippi River, with line of storms expected to gradually
weaken the further east it progresses. SPC raised the Day 1
outlook to a moderate risk - normally something that would be
exceedingly rare for December (let alone this far north), but
apparently not this year. Certainly a justifiable call based on
the dynamics in place.

.LONG TERM...(Thursday through Tuesday)

Cooler conditions will move into the region in wake of the strong
low pressure system. Temperatures dropping below freezing by
Thursday morning may possibly lead to slick conditions for roadways
and other surfaces covered with any lingering moisture. This is
especially true for areas north of I-90 where temperatures will not
get above freezing during the day on Thursday. Over the next several
days temperatures will be closer to what is typically expected this
time of year with highs in the 20s and 30s.

A weak shortwave may bring some light snow just barely brushing the
northern and eastern portions of the region Friday into Saturday.
Otherwise, it is expected to be fairly quiet through the remainder
of the period as high pressure builds in from the west to end the
weekend. This is followed by upper-level ridging for the beginning
of the new work week.

.AVIATION...(For the 18Z TAFS through 18Z Thursday afternoon)
Issued at 1147 AM CST Wed Dec 15 2021

MVFR ceilings will trend VFR for a time this afternoon as a warm
front lifts north, with southerly winds gusting 20 to 30 kts. A
rapidly moving line of storms will move through from 01-04Z this
evening ahead of a cold front with wind gusts in excess of 50 kts
possible and short-lived IFR conditions. A period of strong S/SW
winds of 25-35 kts with gusts to 50 to 55 kts are likely tonight
behind the front with increasing MVFR stratus. Winds will slowly
diminish through Thursday morning. Strong wind fields will result
in LLWS this afternoon.

This Hazardous Weather Outlook is for portions of southeast
Minnesota...northeast Iowa and southwest into central Wisconsin.

.DAY ONE...Rest of Today and Tonight

A line of thunderstorms will race across the area between 6 PM
and 11 PM. These storms will move east/northeast at 60 to 70 mph
and will be capable of producing damaging wind gusts of 70 mph and
isolated gusts of 80 mph or higher. Tornadoes will also be
possible, particularly near and west of the Mississippi River.
There is the potential for a strong tornado to occur.

A High Wind Warning is in effect tonight. Dangerously strong wind
gusts to 65 mph are expected which could result in tree and power
line damage, leading to power outages.

Plummeting temperatures overnight could result in a flash freeze,
leading to some icy roads and sidewalks.

.DAYS TWO THROUGH SEVEN...Thursday through Tuesday

Wind gusts to 45 mph are possible early Thursday.

...Dense Fog Will Improve Late This Morning...

Areas of dense fog persist across portions of southeast Minnesota
and central Wisconsin this morning with visibility under 1/4 mile
in spots. Improvement is expected through the remainder of the
morning from the south. Allow extra time to reach your destination,
use low beam headlights, and be prepared for rapid visibility
changes if driving late this morning.
