* WHAT...For the High Surf Advisory, large breaking waves of 7
to 8 feet in the surf zone. For the Coastal Flood Advisory,
one to two feet of inundation above ground level in low-lying
areas near shorelines and tidal waterways.
* WHERE...Virginia Beach.
* WHEN...For the High Surf Advisory, until 7 PM EDT this
evening. For the Coastal Flood Advisory, until 8 PM EDT this
evening.
* IMPACTS...Shallow flooding is expected in the most vulnerable
locations near the waterfront and shoreline resulting in a low
threat of property damage. Expect up to one foot of water
above ground level in low lying, vulnerable areas. Some roads
and low lying property including parking lots, parks and lawns
near the waterfront will experience shallow flooding.
Dangerous swimming and surfing conditions and localized beach
erosion.
PRECAUTIONARY/PREPAREDNESS ACTIONS...

* WHEN...For the Coastal Flood Warning, until 6 PM EDT Saturday.
For the High Surf Advisory, until 1 AM EDT Saturday.
* IMPACTS...Widespread flooding of vulnerable areas will result
in an elevated threat of property damage to homes and
businesses near the waterfront and shoreline. Water will be 1
to 2 feet above ground level in some areas resulting in a
sufficient depth to close numerous roads and threaten homes
and businesses. Flooding will extend inland from the waterfront
along tidal rivers and bays resulting in some road closures
and flooding of vehicles. Breaking waves will result in
significant beach erosion. Damage to dune structures will be
possible.

waterfront along tidal rivers and bays resulting in some road

England by Saturday night. High pressure builds back into the
area early next week.

.NEAR TERM /UNTIL 6 AM SATURDAY MORNING/...
As of 330 PM EDT Friday...
Latest analysis shows a closed upper low spinning over ern TN. The
primary sfc low remains just west of the central Appalachians,
with a secondary triple point low along a WNW-ESE oriented
occluded front INVOF north-central VA. There are still
widespread moderate to occasionally heavy showers across the
Lower MD Ern Shore (along with gusty E winds to 30-45 mph)
ahead of the front. Will maintain Wind Advisories for coastal
Worcester County, MD (including Ocean City) through 23z/7 PM
this evening. All other Wind Advisories will be
cancelled/expired by 4 PM. Elsewhere winds are generally S-SW
with scattered heavy showers (mainly E of I-95/N of I-64) and
isolated rumbles of thunder. The low- level speed/directional
shear has diminished considerably, so there is little to no
severe threat through the remainder of the aftn and evening. The
more widespread/steady pcpn will exit to our NE this evening as
the occluded front moves to our north/northeast. Will continue
to see scattered showers w/ isolated thunder through early
evening before drying occurs tonight. However, cannot completely
rule out an isolated shower or two through the night.
Cooler/drier air arrives from the SSW tonight, with lows
dropping into the upper 40s-mid 50s.

.SHORT TERM /6 AM SATURDAY MORNING THROUGH MONDAY/...
As of 330 PM EDT Friday...
The closed upper low slowly tracks just to the north of the local
area Sat-Sat night then into/through New England Sun. A secondary
sfc low is progged to develop off the Mid-Atlantic coast by late Sat
before quickly deepening as it tracks northward toward and then
across New England from Sat night-Sun. Expect partly cloudy and dry
wx to start the day on Sat before skies become mostly cloudy by
aftn/early evening with isolated to scattered showers developing
with the upper low (and associated cold pool aloft) nearby. Highest
PoPs (30-40%) are over the NW with at least slight chc PoPs
elsewhere. Highs Sat in the low-mid 60s inland/upper 60s at the
coast. Pcpn should diminish by mid-late Sat evening with skies
becoming partly cloudy Sat night. Lows Sat night in the upper
40s-low 50s.
Deep layered WNW flow will lead to drying on Sun as the upper low
pulls away. Skies become mostly sunny by late in the day. Highs
mainly in the upper 60s-around 70F. Sfc high pressure begins to
build into the area from the WNW from Sun night-Mon as the flow
aloft flattens out. Slightly cooler on Mon w/ highs in the mid-upper
60s after morning lows in the low-mid 40s inland/upper 40s-around
50F at the coast.

.LONG TERM /MONDAY NIGHT THROUGH FRIDAY/...
As of 315 PM EDT Friday...
Going closer to the 12Z ECMWF model for the extended period. The
most important feature in the forecast will be that below normal
temps are expected across the region, esply Wed through Fri.
Will maintain dry weather from Mon night through Wed, as sfc
high pressure builds in from the WNW in the generally zonal
flow aloft. Sfc low pressure will then track from the srn Plains
ENE and off the Mid Atlc coast Wed night through Fri. This will
result in the chance for overrunning showers/rain during this
period. Highs will be in the upper 50s to upper 60s Tue, in the
lower 50s to lower 60s Wed and Thu, and in the mid 50s to lower
60s Fri. Lows will be in the lower 40s to lower 50s Mon night,
in the upper 30s to near 50 Tue night, in the upper 30s to upper
40s Wed night, and in the mid 30s to mid 40s Thu night.

.AVIATION /20Z FRIDAY THROUGH WEDNESDAY/...
As of 145 PM EDT Friday...
Prevailing VFR conditions have returned to all terminals except
for SBY (where IFR CIGs/VSBYs continue to to SHRAs). Prevailing
IFR CIGs (and possibly VSBYs) will continue at SBY through late
aftn/early evening before CIGs lift to VFR after the widespread
pcpn ends. Could see brief flight restrictions through early
evening across VA/NC due to SHRAs (w/ isolated thunder), but not
enough confidence to include a TEMPO group in the TAFs attm.
Gusty E-SE winds (to 25-35kt) will continue at SBY through the
aftn before winds turn to the S then SSW and decrease to
10-15kt. Elsewhere, winds will generally be S-SW at ~10kt (w/
occasional higher gusts) through the period. Prevailing VFR (and
mainly dry) conditions are expected at all of the terminals
from tonight through the end of the 18z TAF period.
Outlook...Upper level lo pres slowly crosses the region Sat w/
psbl ISOLD SHRAs during the aftn and BKN VFR CIGs. VFR
conditions expected Sun into Tue.

.MARINE...
As of 330 AM EDT Thursday...
Surface high pressure over the Northeast CONUS will slowly weaken
but remain roughly stationary as strong low pressure approaches the
Ohio Valley from the SW this morning. Deep upper low centered over
Tennessee will feature a few areas of surface low pressure rotating
around the main center. Winds across the waters have come down a few
knots from values seen prior to midnight but are expected to
strengthen considerably heading towards daybreak. Waves in the Ches
Bay are 2-4 ft with seas offshore 6-10 ft.
The die is cast, no changes to ongoing headlines with all waters
under Gale Warnings this morning. The pressure gradient will tighten
significantly through the morning with the core of the strongest
winds still expected to impact the region from mid morning into the
afternoon. East and SE winds increase 25-30 kt with gusts to 40 kt
in the Ches Bay and southern coastal waters with 20-30 kt and gusts
to 35 kt for the tidal rivers and Currituck Sound. Offshore, winds
will be strongest from the mouth of the bay and points northward
with 25-35 kt sustained winds and gusts up to 45 kt. Some convective
elements may bring locally higher/brief winds gusts to 50kt+ but
still prefer to handle this possibility via SMWs, if necessary.
Local wind probabilities continue to show only around a 10% chance
of gusts to Storm Force for the northern coastal waters. Latest
guidance is slower to relax the pressure gradient this evening so
have bumped up wind speeds a bit to 15-20 kt for the bay and coastal
waters for ~6 hours after 00z.
In addition to the Gale force wind gusts, seas will rapidly build
due to the strong onshore flow. Seas build to 9-14 feet across the
northern waters (14 ft+ out 20 nm) and 7-11 ft south. Seas remain
elevated in excess of 5 feet through much of the weekend. Waves in
the bay will range from 3-6 ft across our northern bay zones but 5-7
ft waves will impact the lower bay as larger waves come in from the
open Atlantic. Calmer conditions are expected Saturday into early
next week but seas are expected to remain elevated into Sunday
evening before falling below SCA thresholds.

.TIDES/COASTAL FLOODING...
As of 450 AM EDT Thursday...
Tidal departures currently avg around 2.5 ft for the MD side of the
mid/upper Bay but have risen to 3 ft along the tidal Potomac as
easterly winds force already elevated water levels into smaller
waterways. Elsewhere, tidal anomalies are 1.5-2.0 ft. Currents at
the mouth of the Ches Bay finally showed a weak ebb tide last
evening but have resumed flood tidal flow as of 4am. CBOFS guidance
shows that currents will become neutral to outgoing but strong
easterly/onshore flow will serve to counteract this influence.
Coastal Flood Warnings remain for zones across portions of the Bay
from Windmill Pt N and for all of the eastern shore along the Bay
through Sat. In some areas over the bayside of the MD eastern shore
the water levels are forecast to be the highest since Isabel in
2003. In general, the Atlantic side of the eastern shore will see
peak water levels in moderate flood thresholds, but significant
beach/dune erosion is expected given nearshore waves of 8-11 ft. A
high surf advisory continues for all coastal zones today.
For the lower Bay and the coast along Va Beach, only minor flooding
is expected this morning into tonight. Coastal Flood Advisories
continue through the next 2 tide cycles. Some locations in between
such as the Peninsula and York river continue to have minor coastal
flooding this morning but York could approach moderate thresholds
this afternoon. In addition, gauges along the upper James are
running higher than previously forecast and will likely rise above
moderate thresholds with this morning's high tide cycle. The
subsequent high tide at Jamestown this afternoon will likely
approach or slightly exceed major coastal flood thresholds.
Accordingly, have upgraded the previous Coastal Flood Advisory
and Coastal Flood Watch to Coastal Flood Warning with this
package.
Lingering flooding concerns are expected through Sat over much of
the Bay due to only gradual lowering of water levels.
