AREA FORECAST DISCUSSION

.SYNOPSIS...
Surface high pressure will remain centered off the coast today. The
remnants of Tropical Storm Elsa will approach from the south and
track through the region Thursday into Thursday night. A weak front
crosses the region Friday into Saturday in the wake of TS Elsa. High
pressure builds across the region for the second half of the
weekend.

.NEAR TERM /THROUGH TONIGHT/...
As of 350 AM EDT Wednesday...

It will be another hot day with temperatures a degree or two warmer
compared to yesterday. Mostly sunny skies are expected as high
pressure remains centered off the coast. Highs will range from the
low to mid 90s (mid to upper 80s right at the coast). Dry conditions
are expected, however there is a very low chance for a shower or
thunderstorm off the mountains across the far NW FA. We stay
continue to stay dry tonight, but will clouds will begin to thicken
from the south as the remnants of TS Elsa approach. Mild tonight due
to increasing cloud cover and moisture, lows will range from the low
to mid 70s.

.SHORT TERM /THURSDAY THROUGH FRIDAY NIGHT/...
As of 720 AM EDT Wednesday...

All attention turns to Tropical Storm Elsa as we head into
Thursday and Thursday night. A Tropical Storm Watch is now in
effect for NE NC, SE VA, and the Lower Eastern Shore.

TS Elsa is expected to make landfall later this morning across the
west coast of Florida and track northeast through Georgia and into
the Carolinas by tonight into Thursday morning. Elsa is then
forecast to move across NE NC and SE VA Thursday evening into
Thursday night, before moving off the Delmarva coast Friday
morning. Heavy rainfall is expected to be the main threat with
this system as PWATs are forecast to climb in excess of 2.0" for
much of the area by Thursday evening. Will likely see an axis
of 2-3" of rainfall (with locally higher amounts up to 5")
across portions of northeast NC and southeast VA. It should also
be noted that 00z deterministic models (especially the ECMWF and
the NAM) have also tried to spread some of the higher QPF
further to the west into the Piedmont. WPC has a Day 2 Slight
Risk for Excessive Rainfall for generally the eastern half of
the forecast area with a Marginal Risk for the remainder of the
area. Flash Flood Watches will likely be needed for at least the
southeast forecast area later today. In addition to the heavy
rainfall, Tropical-Storm-Force wind gusts will be possible
Thursday evening into Thursday night for southeastern/eastern
portions of the area. The inland extent of the wind gusts will
heavily depend on how far west TS Elsa tracks. As of now, the
most likely time of arrival of Tropical-Storm-Force winds/wind
gusts is Thursday evening into Thursday night. Last but not
least, an isolated tornado or two cannot be ruled out to the
east of the forecast track Thursday evening and night due to
forecast 0-1 km SRH values around 100-200 m2/s2. SPC has placed
the eastern half of the area in a Day 2 Marginal Risk to
account for the tornado potential. Continue to follow the latest
forecasts from the National Hurricane Center for additional
details on TS Elsa.

TS Elsa quickly tracks NE of the area Friday morning into Friday
afternoon. Scattered showers and thunderstorms will be possible
Friday afternoon/evening as a weak front sets up across the region
in the wake of Elsa. Highs on Friday will range from the mid 80s to
around 90 degrees. Drying out Friday night outside of a few
lingering showers or storms across eastern portions of the area.
Lows Friday night will range from the mid to upper 60s inland to the
low to mid 70s closer to the coast.

.LONG TERM /SATURDAY THROUGH TUESDAY/...
As of 400 PM EDT Tuesday...

The large scale pattern during the medium range period will feature
troughing across the central CONUS with upper ridging expanding from
the wrn Atlantic (this weekend) to the SE CONUS (by early next
week). This will lead to typical summertime wx (warm/humid
conditions) and diurnal shower/tstm chances. The highest chances are
in the Virginia Piedmont, but will cap PoPs at 40% for now. Highs in
the lower 90s and lows in the upper 60s to lower 70s Sat-Tue.

As of 230 PM EDT Wednesday...

VFR conditions will prevail through Thu morning. FEW to SCT CU
(~6000 feet) this aftn. Higher clouds begin to work into the
region tonight ahead of Elsa. S to SW winds will generally
remain around 10 knots with a few higher gusts during the
aftn hours.

TC Elsa will affect the region from late Thu morning into Fri
morning. Periodic IFR/MVFR flight conditions likely during this

.MARINE...
As of 730 AM EDT Wednesday...

Tropical Storm Watch is in effect for the Bay from New Pt
Comfort to Cape Henry, the lower James, the Currituck Sound, and
the coastal waters S of Chincoteague.

High pressure is centered well off the SE US coast early this
morning, as Tropical Cyclone Elsa (now downgraded to a Tropical
Storm) is located off the west coast of FL about 60 miles west
of Tampa. Locally, SW winds average around 15 kt across the
region with waves mainly ~2ft in the Bay and 3-4 ft offshore.
High pressure will remain offshore today and tonight as TC Elsa
moves northward and makes landfall along the Gulf coast of FL.
SW winds will tend to lower slightly later this morning/midday
before shifting to the S at 10-15kt late in the aftn and
tonight. Occasional gusts to 20kt are expected in the Bay again
tonight/Thu morning, but again not enough to warrant headlines.

The highest winds are still forecast to cover the southern
coastal waters and the lower Bay Thursday evening through early
Friday. The current forecast has SE winds up to 30-35kt with
higher gusts to 45 kt affecting the southern coastal waters
Thursday evening, shifting to the W behind the departing system.
Farther north, still fairly strong winds in the 25-30kt range into
the lower Bay and the coastal waters farther north. Seas build
to 5-7 ft, and potentially up to 8-9 ft out near 20 nm. Follow
the latest forecasts from the National Hurricane Center for
details on Elsa.

More benign conditions are expected later Friday into next weekend
with high pressure offshore and a weak trough over the region. A
weakening cold front is expected to shift the winds to a northerly
direction on Sat with the front washing out Sat night/Sun.

.TIDES/COASTAL FLOODING...
As of 315 AM EDT Wednesday...

Have a moderate risk for rip currents today for all zones with
around a 3 ft nearshore wave and 8-9 sec dominant periods. Will
maintain the forecasted moderate risk for Thursday as the
stronger surge of winds will be primarily Thu night with seas
mainly 3-4 ft during the day Thu. The latest NWPS shows a fairly
low dominant period on Thu of around 6 seconds. Not real
confident in this, but there is not enough evidence to be going
high rip risk.

As for tidal flooding associated with Elsa late Thu into early
Fri, the quick moving nature of the system will generally keep
departures from rising too much. The models have trended farther
inland with the track and this could bring a stronger surge of
SSE winds all the way up the Bay and increase the potential for
tidal flooding. The latest guidance continues to downplay much
if any surge but given the pattern suspect this is likely
underdone (the latest CBOFs is finally catching onto rises into
the mid/upper Bay at the end of its run Thu night). Will
continue to forecast water levels up to around 1 foot above
guidance in some areas (though even this does not lead to any
flood thresholds being reached). Will need to monitor trends
closely over the next 24-36 hrs. Will also have some potential
for some flooding into the NC zones along the northern shore of
the Albemarle Sound and perhaps the Currituck Sound (though
confidence is still low at this time).
