  heavy rain across the warned area. 2 to 3 inches of rainfall is 
  expected in the warned area. Flash flooding is ongoing or expected 
  to begin shortly. Between 3 and 6 inches of rain fell in these 
  areas yesterday and many back roads still have some water on them.
