* WHEN...From 8 PM this evening to 1 AM EST Tuesday.
* IMPACTS...Shallow flooding is expected in the most vulnerable
locations near the waterfront and shoreline resulting in a low
threat of property damage. Expect up to one foot of water
above ground level in low lying, vulnerable areas. Some roads
and low lying property including parking lots, parks and lawns
near the waterfront will experience shallow flooding.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
If travel is required, allow extra time as some roads may be
closed. Do not drive around barricades or through water of

.SYNOPSIS...
A complex low pressure system will impact the region through
Tuesday. This system will move northeast into New England by
Wednesday as high pressure returns to the local area through
Thursday. The next system will affect the local area on Friday.
&&
.NEAR TERM /UNTIL 6 PM THIS EVENING/...
As of 1030 AM EST Monday...
The latest analysis indicates a strong coastal system centered
off the Delmarva coast, currently down to ~995mb. Broad upper
level low pressure is located across the central/southern
Appalachians and will move to the east and be situated over the
local area late this aftn into this evening. Have issued an SPS
through noon for some spotty areas of freezing rain/drizzle/mixed
precipitation moving through south central VA where it remains
at or below 32F. For the most part, VSBYs are improving and the
trend for precip is diminishing for the next few hrs so did not
extend the Winter WX Advisory.
By mid to late aftn, as the upper low moves into the local area
any warm nose aloft should be gone so additional precip
associated with wrap around moisture from the storm system will
become mainly light snow or a rain/snow mix rather than freezing
rain or sleet. Near the coast, where the cold pool aloft arrives
a few hrs later, some sleet may still mix in through about
sunset but temperatures should be above freezing so freezing
rain is not expected. Bufkit soundings show that deep layered
moisture with saturation and omega through the -10C to -20C DGZ
will be limited to non-existent through this aftn. Thus, will
keep PoPs mainly in the 30-50% chance range for northern areas,
and 20-30% Pops elsewhere. Highs today from the low to mid 30s
central and west to the upper 30s/around 40F at the coast. On
the eastern shore near the coast temperatures are still in the
40s but will fall into the 30s this aftn.
Tonight, as the sfc low continues to intensify off the NJ coast, there
will be some increased deep layered moisture to work with,
especially after midnight. Omega is not that impressive, but
think that there is a better chance for some precipitation
across the region in the form of light snow/snow showers. Will
refine the forecast after all of the 12Z guidance arrives, but
PoPs will probably be raised compared to the current forecast.
Still, even a high-end scenario would keep any snow accumulations
too light for any Winter WX headlines. Lows tonight will mostly
be in the upper 20s inland to the lower 30s near the coast.

.SHORT TERM /6 PM THIS EVENING THROUGH WEDNESDAY/...
As of 400 AM EST Monday...
The latest guidance continues to support a strong coastal
system located off the Delmarva coast by this evening with
associated upper level low pressure just inland from the coast
over northern VA/eastern MD. The system is very slow to move NNE
from the region Tue, eventually becoming centered along/off the
New England coast by Wed. This pattern will keep at least a
slight chance for rain/snow showers across the region Tue,
generally becoming confined to NE sections of the CWA Tue aftn.
Little to no additional snow accumulation expected. Highs Tue
in the mid to upper 30s eastern shore/northern Neck and upper
30s to the lower 40s elsewhere. Mostly cloudy overall. By Tue
night/Wed, the models show one final shortwave brushing the
local area so skies will remain partly cloudy to mostly cloudy
then becoming partly to mostly sunny Wed (except partly- mostly
cloudy on the eastern shore). Lows Tue night mainly in the 20s
and turning a little warmer Wed with highs ranging from the
upper 30s on the eastern shore to the lower to mid 40s
elsewhere.

.LONG TERM /WEDNESDAY NIGHT THROUGH SUNDAY/...
As of 400 PM EST Sunday...
Dry wx prevails through Thursday as high pressure shifts offshore
during the day. Cold Thursday morning with lows ranging from the
upper teens NW to low-mid 20s elsewhere. An upper trough then takes
shape over the central CONUS by Friday as a cold front approaches
the area (with sfc low pressure tracking well to our NW). That front
will cross the region Friday night-late Saturday (still quite a bit
of uncertainty with respect to timing). This will bring a chc of
rain to the entire area on Friday. Will keep rain chances in through
Saturday as the GFS does not bring the front through until Saturday
evening (and develops a secondary low along it). During the latter
half of the weekend, models and their respective ensembles are in
fairly good agreement that an upper low will dive south from the
Canadian Prairies to the Midwest (while our area will still be in SW
flow aloft on the east side of the aforementioned upper trough).
This potential solution would allow an Arctic cold front to drop
southeast toward the area by late in the weekend. Still a question
regarding whether a surface low will form on the east side of the
trough on Sunday (ECMWF/CMC have this but the GFS does not), so will
have slight chc-chc PoPs for now. After the cold start on Thursday,
forecast highs/lows are around or just above seasonal averages
through Saturday. Much colder temperatures potentially arrive by the
end of the period.

.AVIATION /20Z MONDAY THROUGH SATURDAY/...
As of 630 AM EST Monday...
Low pressure will be intensifying off the Delmarva coast later
today, with a N to NW wind of 10-15 kt with gusts of 20-25 kt
(highest near the coast) at the terminals. Expect low clouds to
persist through the day as patchy drizzle gives way to widely scattered
showers (rain across SE VA/NE NC but rain and snow possible at
RIC/SBY) by aftn/evening. Will not include any mention of pcpn
during the aftn in the TAFs attm. CIGS should gradually lift to
IFR levels by late morning into the afternoon but with little or
no additional improvement through the end of the 12z TAF
period.
Outlook...Low pressure will be slow to move off to the NE, remaining
in the vicinity of NJ coast on Tue, eventually to a position off the
New England coast by Wed. This will result in breezy conditions
along the coast along with a lingering chc for mainly snow showers
on Tue (highest chance being on the eastern shore). Becoming mainly
dry/VFR Wed-Thu as high pressure builds into the region from the
west.
&&
.MARINE...
As of 235 PM EST Monday...
Strengthening low pressure off the DE coast this afternoon will
continue to slowly drift north this evening towards New England.
Combination of tight pressure gradient and CAA will result in N/NW
winds 20-25 kts with gusts around 30 kts. Wind probs show a several
hour window this evening where gusts may be consistently around 35
kts over the northern bay and coastal waters. Elected to continue
with SCA over these areas and can handle short-fused Gale gusts with
a SMW if needed. The extended SCA winds will continue Tuesday and
Wednesday. Additional CAA surges may again result in occasional wind
gusts around 35 kts Tuesday afternoon through Wednesday morning,
especially in the offshore waters. Should wind probs and guidance
become more bullish, some zones may need to be upgraded to Gale
Warnings.
Waves in the bay are 3-5 ft and will generally continue in that
range through Wednesday. Seas are 5-8 ft near shore waters and 10-15
ft offshore (beyond 20NM). Offshore seas will come down overnight as
the surface low moves further away from the area, but seas will
remain elevated at 5-9 ft Tuesday and Wednesday.
SCA's go through Wednesday afternoon for most zones. The rivers
(outside of the lower James) run until 03Z tonight, and then there
will be a roughly 12 hour window where conditions will be sub-SCA.
Additional SCA will likely need to be issued for the rivers
overnight for the CAA surges starting late Tuesday morning.
Conditions finally improve on Thursday as the low over eastern
Canada weakens and surface high pressure builds into the Mid-
Atlantic. SCA's may remain into at least the first half of Thursday
over the coastal waters for elevated seas.

As of 235 PM EST Monday...
Minor coastal flooding is possible the next two high tide cycles
this evening and late tomorrow morning at Ocean City. Nuisance
tidal flooding is also possible over some middle and lower bay
coastal areas tonight and Tuesday around high tide cycles. In
addition, large nearshore waves around 8 feet may cause some
beach/dune erosion issues through Tuesday for the MD/Assateague
beaches.
