AFTERNOON...
* WHAT...For the Coastal Flood Warning, one to two feet of
inundation above ground level in low-lying areas near
shorelines and tidal waterways. For the High Surf Advisory,
large breaking waves of 8 to 10 feet expected in the surf zone.
* WHERE...Virginia Beach.
* WHEN...For the Coastal Flood Warning, until 3 PM EST this
afternoon. For the High Surf Advisory, until 7 PM EST this
evening.
* IMPACTS...Widespread flooding of vulnerable areas will result
in an elevated threat of property damage to homes and
businesses near the waterfront and shoreline. Water will be 1
to 2 feet above ground level in some areas resulting in a
sufficient depth to close numerous roads and threaten homes
and businesses. Flooding will extend inland from the
waterfront along tidal rivers and bays resulting in some road
closures and flooding of vehicles. Large breaking waves of 8
to 10 feet will result in dangerous surf conditions. Do not
enter or approach the water due to the risk of being swept
away. In addition, the large breaking waves will result in
beach erosion.
PRECAUTIONARY/PREPAREDNESS ACTIONS...
A Coastal Flood Warning means that flooding is occurring or
imminent. Coastal residents in the warned area should be alert
for rising water...and take appropriate action to protect life
and property. Be prepared for the possibility of road closures
and flooding of properties. If travel is necessary...do not
attempt to drive through water of unknown depth.
A High Surf Advisory means that high surf will affect beaches in
the advisory area...producing localized beach erosion and
dangerous swimming conditions.

threat of property damage. Expect up to one foot of water
above ground level in low lying, vulnerable areas. Some roads
and low lying property including parking lots, parks and lawns
near the waterfront will experience shallow flooding.
PRECAUTIONARY/PREPAREDNESS ACTIONS...

.SYNOPSIS...
Low pressure will continue to move east to northeast off the
Carolina coast tonight, and will push well out to sea on
Monday. High pressure builds in from the west on Monday, and
will settle across the local area Tuesday and Wednesday. A cold
front will approach from the west late in the week.

.NEAR TERM /THROUGH MONDAY/...
As of 950 PM EST Sunday...
The latest analysis indicates strong sfc low pressure (996mb)
spinning off the coast of SE NC/northern SC with sfc high
pressure (~1025mb) centered from New England to Atlantic Canada.
Winds have largely become northerly across the area which is
resulting in more frictional reduction in wind speeds across
portions of SE VA and NE NC. Winds observations have generally
been sustained in the 15-20 mph range with a few gusts to around
30 mph. In addition, low level stability is progged to increase
across the SE portion of the area tonight which should result in
deceased mixing of higher momentum air aloft down toward the
surface. Accordingly, will be canceling the Wind Advisory for
coastal portions of VA Beach and Currituck County that was in
effect until 6am Monday. All precip is now well offshore and no
further rainfall is expected.
Skies will remain partly to mostly cloudy as mid and high level
clouds move around the northwestern periphery of the offshore
low. Temperatures have fallen into the 40s along and west of
I-95 with a few low 50s hanging on near the coast. Skies later
tonight will become mostly clear except for some lingering
clouds near the coast. Overnight low temperatures will range
from the mid 30s west of I-95 to the upper 40s/around 50F at the
coast in SE VA and NE NC.

.SHORT TERM /MONDAY NIGHT THROUGH WEDNESDAY/...
As of 330 PM EST Sunday...
The low continues to move almost due E, well off the carolina
coast on Mon as sfc high pressure builds in from the W. Dry and
sunny for Monday (some clouds possible in the far SE early on
Mon). Winds will be decreasing though will still be breezy with
gusts to 20-30 mph at the coast. High temperatures Monday will
be in the low to mid 60s, with perhaps a few upper 60s along and W
of I-95. Clear Mon night with lows in the upper 30s to lower
40s. Mainly sunny and pleasant Tuesday with highs in the mid to
upper 60s near the coast and into the lower 70s well inland. On
Wed, a weak shortwave will pass by to the N of the local area
and may bring a few more clouds though it will still be partly
to mostly sunny. Remaining mild with highs in the upper 60s to
lower 70s.

.LONG TERM /WEDNESDAY NIGHT THROUGH SUNDAY/...
As of 350 PM EST Sunday...
Dry and mild conditions will continue Wednesday night and
Thursday with an amplifying upper ridge along the east coast
shifting offshore during the day Thu. Lows Wed night in the 40s
to lower 50s, with highs Thu in the upper 60s to lower-mid 70s
under partly sunny skies. By Thu night, the models are in good
agreement that the upper ridge continues to move well offshore,
with a rather potent upper trough moving slowly E from the upper
midwest towards the Great Lakes. Expect an unsettled period
with at least a chance for showers from Thu night through Sat,
though it will not be raining that entire time and with some
model differences will keep PoPs capped ~50% for now. Generally
still warm on Fri with SW flow aloft and southerly flow in the
low levels (highs in the upper 60s to mid 70s). The GFS/ECMWF
are not really showing much in the way of instability yet while
the Canadian does show some sfc-based CAPE. Would not be
surprised if there are a few tstms given warm temperatures and
dew pts potentially into the 60s. The main upper trough axis is
forecast to push across the Appalachians and through the local
area late Sat or Sat night so will keep chance PoPs going
through this timeframe. LOws Fri night in the 50s with highs
generally in the 60s Sat though it could be warmer in the SE
depending on timing. Cooler and drier Sunday with highs mainly
in the 50s.

.AVIATION /03Z MONDAY THROUGH FRIDAY/...
As of 635 PM EST Sunday...
Improving flying weather as low pressure remains off the
Carolina coast. Some lingering MVFR CIGs noted across SE VA and
NE NC including ORF and ECG. Expect these CIGs to lift into VFR
territory around 01-02z this evening. Winds will continue out
of the N and NE, generally 5-10 kt for the inland terminals
(RIC, SBY, and PHF) and 15-20 kt with gusts 25-30 kt for ORF and
ECG.
Dry conditions on Mon as high pressure gradually builds in from
the W, though there still may be a few clouds in the morning at
ORF/ECG along with NE winds gusting to 20-25kt. Dry/VFR Tue-Wed
with less wind. Generally VFR conditions Thu, then a chance for
showers Fri along with some flight restrictions.

As of 1015 PM EST Sunday...
Gale Warnings have been converted to SCAs for the lower Bay,
lower James, Currituck Sound, and ocean from Cape Charles to
Chincoteague. Gale Warnings continue for the ocean S of Cape
Charles.
Previous Discussion...
Latest satellite imagery and sfc analysis show a rather impressive
area of low pressure about 200 miles ESE of Wilmington, NC. A ridge
of high pressure remains anchored from the wrn Gulf coast to the nrn
Mid-Atlantic/New England. The pressure gradient between these two
features continues to result in N-NNE winds of 20-30kt (highest S),
with gusts of 25-30kt N, 30-40kt S of Cape Charles, and 25-35kt in
the Lower Ches Bay/Lower James River. Winds are forecast to remain
in this range through 06-12z Mon, with no changes to locations of
Gale or SCA headlines with this package. While gusts have generally
stayed below gale force in the Lower Ches Bay/Lower James River so
far, there will likely be an uptick in winds across these areas from
this evening through at least the first part of tonight, with even a
few 35kt gusts likely across the mid/upper bay. Dangerous seas of 9-
14ft south and 6-9ft north will continue to prevail through the
middle of Monday morning. Will keep the High Surf Advisory going as
is (through 10z/5 AM Mon) from Chincoteague to Cape Charles, and
will extend it until 18z/1 PM Mon for the nrn OBX and VA Beach.
Beach/dune erosion will continue through at least Mon AM, especially
across the nrn OBX and VA Beach. Will keep the Wind Advisory as is
for now, although this may be cancelled early (especially for VA
Beach).
Winds begin to diminish Mon as the low pushes farther offshore and
high pressure builds in from the west. N-NW winds will likely remain
aoa SCA criteria through Mon evening. Have extended the SCA for the
nrn two Ches Bay zones until 7 PM Mon. Sub-SCA winds are then
forecast from Tue through the remainder of the week. Waves at the
mouth of the bay will likely remain aoa 4ft through much of Tue AM.
Lingering swells will keep seas elevated through Tue night (north)
or Wed (south). Sub-SCA seas are forecast from Wed night-Fri.

.TIDES/COASTAL FLOODING...
As of 1015 PM EST Sunday...
Tidal sites from the Lower Ches Bay to the Atlantic coast of SE
VA and NE NC reached minor to moderate flood stages, with major
flooding once again at Duck during high tide earlier today.
This is being caused by the combination of king tides,
moderately strong N- NE winds, and elevated seas. While
astronomical tides will be slightly lower on Monday, anomalies
in the Lower Bay (and across the Atlantic coast of SE VA/NE NC)
are expected to be a little higher than they were today (near
2ft above normal). Therefore, have extended the Coastal Flood
Warnings for Northampton County, VA Beach, and Eastern Currituck
through Monday. Have also extended the advisories from Mathews
County south to Norfolk/Chesapeake (through Monday's high tide),
with solid minor flooding expected in these areas on Mon (with
low-end minor flooding expected during tonight's high tide
cycle).
Cancelled the advisory from Windmill Pt northward for now, as high
tide at Windmill Pt has passed and Lewisetta is cresting a tenth or
two of a foot below minor flood stage (and tonight's high tide will
remain below minor given that it is the lower of the two
astronomical tides). May need another advisory for areas near
Windmill Pt on Monday, but will allow the overnight shift to
assess trends. A Coastal Flood Advisory has been issued for
Ocean City covering Worcester County, MD.
Water levels should fall more in the Lower Bay/Atlantic coast by
Tue/Wed as the coastal low pushes well offshore of the Carolina
coast and seas subside. In addition, astronomical tides will fall
more by Tue/Wed. The current forecast shows all sites in the Lower
Bay and Atlantic coast of SE VA reaching no higher than action stage
after Monday's high tide. Will have to watch for the potential of
nuisance to low-end minor tidal flooding in the mid/upper bay on Tue
given lingering swell and decreasing winds.
