Southeast Alaska Forecast Discussion

.SHORT TERM...The jet stream lies over the region with persistent
westerly flow as seen with the morning soundings. There is a
stark temperature gradient between the cooler north side of the
jet vs the warmer south side, especially aloft. Rain with the
first in a series of fronts diminished this morning. But the next
wave of moisture with a warm front is moving into the central
outer coast this afternoon, as seen on radar, then spreads
area-wide tonight.

Tonight the jet backs more SWLY and will help to drive the
associated surface low NEWRD across the western gulf to the PWS
area by Tuesday morning. The front will cause S-SE winds to
increase to small craft late tonight (gale force offshore), then
occludes and passes during Tuesday morning with a wind shift to
the SW. Rainfall totals from this Mon eve - Tues aftn system
ranges from 0.25 to 1.25 inches with the greatest amounts in
Yakutat, Juneau, Sitka, and portions of the Skagway/Taiya basin
since they have windward facing slopes. River basins in these
zones were saturated with the first front and will be monitored
through the subsequent systems for further rises. See the latest
river statement for more on the Taiya.

After fropa on Tuesday rain will diminish through the day and
become more intermittent/showery. This begins a lull in the
precipitation that will last until Wednesday morning for the
north and longer for the south. The lull will help area rivers
crest again but likely remaining elevated. Some lee side breaks
are possible post front, especially for the southern inner
channels, late Tuesday afternoon making for slightly warmer temps.

High pressure to the south will start building Tuesday night and
push the jet and resulting moisture stream further north. As the
next front becomes aligned with the jet, an atmospheric river will
set up and become directed at the Yakutat area. This begins early
Wednesday morning with rainfall primarily falling north of a Sitka
to Juneau line. In that first 24hrs (Wed) of the atmospheric river
we have Yakutat getting around 2" of rain while the rest of the
northern panhandle sees 0.25-1", again with greatest amounts for
windward W-SW facing slopes and lowest amounts on the lee sides.
The southern panhandle during this time has lower POP, some breaks
in the clouds, and lighter/variable winds expected.

.LONG TERM.../Wednesday through next Monday/ As of Sunday evening. As
it has been for the last couple of days, the issue at hand is to
peel some detail out of the multiple solutions regarding the mid-
week storm, the veritable atmospheric river aimed at the northern
Panhandle. Wednesday, a tropically moisture-fed warm front should
lift across the northern Panhandle, bringing strong lift and
increasing heavy rain from Yakutat to Elfin Cove/Pelican over to
Alaska's capital city. Twenty-four rainfall amounts Wednesday and
Wednesday night should range between 0.5 - 1.5 inches for the
northern Panhandle including Sitka, except 1 to 2 inches for
Yakutat itself. Meanwhile, farther south, light rain is likely for
Petersburg/Wrangell. Ketchikan and Prince of Wales Island will
see warmer than normal temperatures in the mid to high 60s with
only a chance of rain. "Muggy" will be the word of the week, if
not "wet." Confidence is high during this time, as models seem to
carry strong agreement with location of the heaviest rainfall.
Likewise, confidence has strengthened in higher southerly wind
speeds through the northern and central Inner Channels Wednesday
through Thursday. Meanwhile farther to the south, winds could be
northwest at times due to a surface ridge parked across the
southern Panhandle just to the south of the storm.

What emerges later is much more spread regarding location of the
strongest lift and deepest surge of IVT (integrated vapor
transport). We preferred ECMWF over the operational GFS in that it
followed more closely to the mean locations of the GEFS and the
ECMWF Ensemble of the atmospheric river position. Should these
trends hold, Juneau may be spared the heaviest rainfall Wednesday
night into Thursday as it appears to crawl back to the northwest
to Yakutat and the eastern Gulf Coast. At this point, we expect
Thursday through Friday night rainfall totals (48-hour) in the
order of 3 to 5 additional inches for Yakutat and 2 to 3 inches
for the northern Panhandle including Juneau, Sitka, and Haines.
Also with this subtle difference, we nudged the southern Panhandle
temperatures strongly to the warmer NBM to account for the
warm/partly cloudy weather pattern of last week and the NBM's
innate bias- correction from the past. This likely yields mid-70s
for Ketchikan on Thursday with some sun and temperatures reaching
80 in Hyder. Prince of Wales and even Wrangell/Petersburg were
warmed as well. All of this is part of the heat dome to plague the
Pacific Northwest late this week with temperatures for our friends
to the south in the 90s and triple digits. Temperatures for the
north underneath the rain- soaked atmosphere have been subject to
debate the last few days. Impressively high freezing levels would
suggest warm temperatures at the surface, but transport of air
from aloft by hydrometeors (the rain) should hold back a lot of
warmth. Whatever the case as indicated above, it will feel very
muggy by Alaska standards in the midst of all the rainfall of
typhoon origins.

Friday, ensembles in addition to the operational ECMWF begin to
catch up to the more eastward aligned operational GFS and slowly
whittle the tail end of the atmospheric river as it falls
southeast into the central Panhandle. But confidence falls towards
the weekend. Ensembles are lowering freezing levels as well from
the north and all of this suggests that the mean ridge to our east
advances farther eastward and the trough over the western gulf
begins to slide east allowing a push of more seasonally cool air
for August across Southeast Alaska and at least an end to the
heavy rain threat and potential flooding across the region.

Again, we should note that there is a chance of flooding and
isolated landslides across the north with this mid to late week
system. Should confidence rise, a hydrologic outlook will be
issued. Should flooding become likely, flood watches will be
posted. Current six hour 10-year return intervals do not
communicate the strong confidence that flooding is likely, but
they do indicate a solid chance.
