Southeast Alaska Forecast Discussion

.SHORT TERM...The Yakutat and Annette soundings along with the
forecast soundings have the boundary layer quite saturated from
now through the evening and overnight. Therefore, we put some
drizzle in for the northern two-thirds of the Outer Coast and the
Icy Strait corridor. We also, once again, went ahead and put in
some patchy fog for the same region until 18Z in the morning
Sunday, due to the high dewpoints, especially since we have seen
some clearing in portions of the northern Panhandle this
afternoon.

The big story will be heavy precipitation over the next few days
with a couple of atmospheric river scenarios moving into the area.
A series of fronts will move over the eastern Gulf and Panhandle
through the period, dumping rain, which will be heavy at times
through early next week. The first system will impact the
majority of southeast Alaska Sunday afternoon and Sunday night,
and the second system looks to impact the Panhandle Monday into
Monday night. These systems have plenty of moisture to work with.
A long fetch of deep moisture originating from the Pacific is
moving into the region. Model forecast Integrated Water Vapor
Transport(IVT) values are at up to 800 with the first system and
up to 1200 with the subsequent system. Anywhere between 1 to 4
inches of rain are expected throughout the Panhandle by Tuesday
morning with the lowest amounts expected in the extreme
northeastern(Northern Lynn Canal area) and the southern Panhandle.

Marine winds of up to small craft are expected over northern Lynn
Canal and along and just off the outer coast with the pressure
gradients associated with these systems through the period.
Enhancement of adjacent land winds to northern Lynn Canal to near
strong wind are anticipated with the second system. Marine winds
in northern Stephens Passage near Scull island are expected to
increase to around small craft, as well, with the second system.

Generally, the the PoP forecast leans heavily toward the GFS with
some NAM and NAM-Nest brought in for the QPF to bring in some of
the intricacies that the topography introduces throughout southeast
Alaska. Forecast confidence is average as model agreement is
decent, overall.

.LONG TERM.../Monday through next Saturday/...With the message out
about a very wet week for portions of the Panhandle given extended
west-southwest flow along the stormy 40s latitudes, complete with
extratropical typhoon contributions from the western Pacific, our
task tonight has been to determine timing periods of the heaviest
rain. Increasingly, we suspect that we could have potentially
three atmospheric rivers this week, but given complexities, some
of these will arrive in forms difficult to classify.

The initial wave of moisture arrives with a weather front Sunday
night and will have pushed into western Canada by Monday. That
said, a near saturated air mass with plenty of orographic lift
perpendicular to Panhandle mountain ranges should keep plenty of
showers in the forecast. A meteorological rule of dualities holds
that between deeper systems (our yang), we also study the brief
ridging (our yin). As we have begun to pin-point the late
Sunday/Sunday night initial system, then that holds that while
still wet, Monday will not be as wet with trailing showers in
slightly unstable air. In fact, snow levels fall down to around 9K
feet from 12K feet Sunday evening. But given the 140KT jet
driving storms our way, a second system arrives Monday afternoon
bringing in powerful lift against our complex terrain. Therefore,
we think that Monday night should see another bout of heavy
rainfall across the northern and central Panhandle. Ensemble IVT
values in excess of 500 kg/m/s with clustering around the central
Panhandle supplies sufficient confidence in order to push for
heavy rainfall Monday night into Tuesday morning.

Of course, confidence in individual systems is difficult to muster
going into mid-week. Another break likely develops Tuesday night,
and then we attempt to time a third system. While individual model
runs of QPF push close to 2 inches of rainfall around Yakutat,
there are still plenty of timing and track concerns to work out
before identifying a new area and period of very heavy rainfall
with any sustained confidence. But on the heels of this third
system, another could follow immediately behind Thursday night
into Friday, before we potentially begin to wind down into next
weekend. Again, confidence falls, but the storminess likely
extends into early next weekend. Should any flooding impacts
develop, the late week time frame might be most favorable with
more deeply saturated soil conditions.

While temperatures are not of any note, except extraordinarily
high freezing levels in the mountains well in excess of 10K feet
at times, there could be some rising confidence that the southern
Panhandle may see some very warm conditions on the south side of
the atmospheric river action. We have Ketchikan reaching high 60s
with Hyder even into the lower 70s. Regarding winds, we expect
breezy conditions from the south through the Inner Channels.
However, Clarence Strait at times could flip to northwest, as
occasional ridging may occur across the far south.

A special weather statement continues and will be elevated to a
hydrologic outlook should confidence rise in any flooding impacts.

...HEAVY RAIN AND FLOODING POTENTIAL NEXT WEEK...

Confidence is increasing that multiple weather systems will bring
heavy rain to the panhandle late Sunday through the end of next
week. The first two systems will impact the region Sunday night
into Monday morning then Monday evening through Tuesday morning.
Rainfall totals of 1 to 4 inches are expected Sunday evening
through Tuesday with the highest amounts across the NE Gulf Coast
and along higher terrain.

Starting Wednesday, an atmospheric river will develop with the
axis of heaviest rain aimed at the NE Gulf Coast and Northern
Panhandle. There is still some uncertainty in the timing and
placement of the heaviest rain. However, confidence remains high
that a few areas could see an additional 3 to 6+ inches of
rainfall from this system by Friday. Due to back to back heavy
rainfall events, flooding and isolated landslides are a concern by
the end of the week. Stay up to date on the latest forecasts over
