There is the potential for some gusty downslope winds in the
northern/central Black Hills area late tonight and Tuesday
morning, so the forecast has been updated to account for this.
Southwest winds 40-45kts within the boundary layer combined with
a 4-5mb pres gradient across the Black Hills could lead to a
gravity wave and potential strong winds at the surface in the
favored downslope areas. The potential for widespread warning type
winds looks unlikely, so will not issue any highlights at this
time.

.DISCUSSION...(This Evening Through Monday)
Issued at 157 PM MST Mon Dec 21 2020

Upper level analysis and water vapor imagery show northwest flow
across the Northern Plains this afternoon with moisture spilling
over the top of a ridge centered over ID/western MT. Our next
weather system is currently moving onshore over the Pacific NW.
Clouds continue to filter into the region as weak ascent and upper
level moisture push through the area. Southwest flow will
increase throughout the evening, which will keep many of the areas
along with eastern foothills relatively mild tonight (upper 30s to
low 40s).

The aforementioned upper trough axis will swing through the Northern
Plains tomorrow. Strong upper level ascent will overspread the
region by mid-day tomorrow with increasing chances for
precipitation, particularly across NE WY and the Black Hills. Three
primary concerns with regard to this system: 1) warm and dry
pre-frontal environment, with very high to extreme grassland fire
danger; 2) very strong winds associated with an intense low-to-
mid- level jet following the passage of a cold front; 3) snow
potential, with convective and upslope enhancement across the
northern and central Black Hills.

First primary concern is the strong southwesterly winds ahead of the
cold front, which when coupled with the dry antecedent conditions
will yield very high to extreme grassland fire danger across much
of southwestern SD Tuesday afternoon. Please refer to the Fire
Weather Discussion below for further details.

Second, the cold front will arrive and shift winds northwesterly
from NW to SE by late morning/early afternoon. Strong CAA, pressure
rises 5-7 mb/3hr, and strong 850-700 mb winds just atop the mixed
layer (~50-70 knots) will support widespread 50 to near 70 mph wind
gusts across much of the forecast area late Tuesday through
Wednesday morning. Forecast soundings show mixing of higher
momentum air continuing across the SD plains well after sunset
Tuesday night. EPS and GEFS guidance show high consistency among
the various members, with many members showing High Wind Warning
level winds from Buffalo through the Rapid City area. As a result,
have issued a High Wind Watch for the western SD plains and NE WY
for Tuesday evening through Wednesday. While confidence that areas
east and south of Rapid City will hit warning level winds is
lower, have opted to include these areas in the watch.

And last, but certainly not least, expect to see snow across the
area Tuesday evening into Wednesday morning. Could see some minor
accumulations across the plains, although main impacts will likely
be reduced visibility resulting from the high winds. Additionally,
accumulations around an inch or so are possible across the NE WY
plains. The main area of concern will be the WY Black Hills and the
northern and central Black Hills in SD where some upslope
enhancement is possible. Model QPF fields have been very
inconsistent, which reduces overall confidence in snow amounts at
this time. Further complicating matters is the fact that forecast
soundings across the northern Black Hills show a convectively
unstable environment, with nearly dry adiabatic lapse rates below
650 mb. While there is potential for upslope enhancement, prolonged
upslope is unlikely and the unstable environment will likely result
in highly variable snowfall across the Black Hills, especially
compared to our typical stratiform upslope snows. Generally
expect 2 to 4 inches from Lead to Four Corners to just NW of
Sundance, although locally higher amounts upwards of 6 inches are
possible. Have issued a Winter Weather Advisory for these areas
for snow and strong wind potential through early Wednesday
morning. Moderate to heavy snow should quickly taper off after 5am
as dry air filters in across the forecast area on the backside of
the low pressure system.

Ridging will return on the heels of this system with mild and dry
weather for Christmas Day into Saturday. Unsettled flow with
periodic waves dropping through the region likely will keep the area
cooler into next week along with intermittent chances of
precipitation.

Gusty southwest winds will develop over northeast Wyoming and the
Black Hills tonight ahead of an approaching cold front. VFR
conditions will continue through at least 21Z Tuesday, after which
a very strong cold front will enter northeast WY and northwest
SD, producing very strong northwest winds likely over 50kts. The
cold front will then quickly move through the rest of western SD
Tuesday night, with strong winds continuing into Wednesday. Some
MVFR/IFR conditions in snow expected behind the front across
northeast WY, northwest SD, and the northern Black Hills.

.FIRE WEATHER...
Issued at 157 PM MST Mon Dec 21 2020

Winds will increase early tomorrow morning ahead of the
approaching cold front. Dry antecedent conditions and receptive
fuels will result in elevated fire weather danger tomorrow
afternoon. While RH values will remain above critical levels
(generally mid 20s to mid 30s), strong southwesterly winds will
drive the enhanced fire threat, especially across southwest South
Dakota. While not explicitly Red Flag criteria, the Grassland Fire
Danger product has been updated to include a few areas of extreme
fire danger with the rest of western SD under high to very high
fire danger through the afternoon. Winds will quickly shift out
of the northwest as the front pushes through from NW to SE early
Tuesday afternoon. Very strong northwesterly winds will persist
through Wednesday morning with widespread 50 to 60 mph gusts. A
few gusts up to 65-70 mph are possible from NE WY through NW SD
and into the Rapid City area.
