.SYNOPSIS...An upper level trough crosses the region through
tonight, as lingering snow showers remain scattered around
portions of the region. Cooler than normal conditions remain in
place across the region for the next several days, maintaining
potential for low elevation snow through midweek across portions
of the area. A trend toward warmer conditions and lowland rain
will develop late in the week and into the weekend.

.SHORT TERM /TONIGHT THROUGH THURSDAY/...An active day across much
of Western Washington as several areas of snow showers continue to
develop and move through the region with an upper level trough
sliding across the region. The bulk of the showers evident on NWS
radar are tracking across the southern tier of the forecast area
from Grays Harbor County across Lewis County into the Cascades.
Meanwhile, additional snow showers have been persistent across the
San Juan Islands and extending northeast into Whatcom County.
Meanwhile, a convergence zone has developed near downtown Seattle
and extending northeast into southeastern Snohomish County. All
lot of description to say that continued snow showers will be
continuing across the region. As a result of the continued snow
shower activity, will leave the existing winter weather advisories
in place through midnight tonight for the areas where they are in
effect, with additional light accumulations possible. Meanwhile,
have issued a wind chill advisory for the San Juans and western
Whatcom County where the combination of cold air and breezy winds
will again cause wind chill values to range from 5 degrees above
zero to 5 degrees below zero through the overnight and Tuesday
morning hours.

Cold air remains in place on Tuesday, and expect continued light
showers showers to again be scattered across the region, but
generally with less areal coverage than today. A weak impulse
approaches the Olympic Peninsula late Tuesday evening into Tuesday
night and looks to provide a focus for additional snowfall
accumulations overnight. This moisture may also track north across
the Strait of Juan de Fuca and across the San Juans. Given the
strong support in high-res guidance for this plume of moisture,
trended the forecast in this direction.

Little change early Wednesday, but late in the day and into
Wednesday night, strong offshore flow begins to develop across
the crest of the Cascades, with gusty east winds likely
developing in the Cascade foothills as the pressure gradient
increases ahead of an approaching surface low pressure system.
Expect that these downslope winds may begin to limit precipitation
chances for portions of the Puget Sound lowlands as this system
moves through the area, but this will also likely enhance
precipitation in areas such as the Kitsap Peninsula, Hood Canal,
and eastern slopes of the Olympics. Also, it's important to note
that with the east winds mostly driven through the Cascade gaps,
localized convergence bands may still lead to isolated enhancement
of snowfall even in the lowlands around Puget Sound. As if the
forecast wasn't already full of complicating factors, snow levels
will likely fluctuate between 0 and 1000 feet at times Thursday.
All of this to say that snowfall amounts will likely vary
considerably across the region late this week, and expect that
forecasts for individual locations may change as we move through
the week.

.LONG TERM /FRIDAY THROUGH MONDAY/...Looking ahead to the weekend,
there is general agreement that the next organized low pressure
system will take shape as it approaches the region, ushering in a
significantly warmer air mass as it moves into the area. This
looks to be a rather moisture-rich system as well, with widespread
lowland rain and rising snow levels expected as heights climb
across the region. Snow levels will generally remain near or below
the Cascade passes, but with heavy rain falling on remaining snow
at the foothill elevations and below, there may be some increased
potential for flooding. At the very least, temperatures look to
return to near seasonal normal values over the weekend.  Cullen

.AVIATION...Conditions did not improve as originally forecast today,
with a stubborn low cloud deck locked in place and scattered snow
showers refusing to give up. Terminals are reporting either MVFR or
IFR at the time of this writing and at this point, do not feel there
will be significant improvement overnight. For the 00z update will
trend lower with ceilings. Scattered snow showers will continue,
with just about all sites having the potential to see some light
showers off and on thru the TAF cycle. Little additional
accumulation is expected. Temps will dip below freezing at most
airfields overnight, with temperatures not recovering much on
Tuesday. Winds shifting north around 10kts, with BLI expecting the
highest winds in continued Fraser outflow regime.

KSEA...MVFR ceilings to dominate at least thru Tuesday morning. Some
IFR not out of the question, especially in and near snow bands.
Scattered snow showers to continue with little additional
accumulation. Temps below freezing overnight with little recovery
Tuesday. Winds shifting N any moment now at or around 10kts.

.MARINE...Synoptic scale setup remains favorable for Fraser wind
outflow across the waters thru Tuesday. Radar imagery continues to
detect some scattered snow showers across interior waters-mainly
Puget Sound and E Strait/N Inland Waters. These showers will likely
continue into Tuesday. Winds out of the north/northeast will be
strongest across the N Inland Waters where a gale warning will
remain in place. Elsewhere SCA winds are expected, with speeds
gradually easing some through the day Tuesday. Cold temps will work
in tandem with gusty winds across the N Inland Waters to make for
very cold conditions. In addition, with scattered snow showers
continuing across those waters, visibility is likely to be reduced
at times.

Swells appear to be easing across the coastal waters this afternoon,
and this is expected to continue through the overnight hours. This
will be short lived, however, as swells increase on Tuesday back to
the 10-12 foot range. For this reason have opted to keep SCA for
rough bar conditions going at Grays Harbor through Tuesday night.

Active marine weather will carry through the week given an active
storm track across the PacNW. Gales likely again across the Coast by
Wed afternoon, with then a strong downslope setup across the
Cascades likely leading to strong easterly winds across the waters,
perhaps especially so down the central and western Strait. This will
need to be watched carefully in the coming days.

.HYDROLOGY...At this point, river flooding is not forecast through
at least Friday. Rising snow levels in combination with a round
of heavy lowland rain possibly moving into the region Friday into
Saturday may lead to sharp rises on some area rivers this
weekend. Continue to monitor the latest forecasts this week.
