Rainfall amounts of 2 to 5 inches with isolated higher
totals over the past several days across the upper
James River basin will push levels along the river
above flood stage at Buchanan and above Action stage at
Holcomb Rock.

.SYNOPSIS...
Low pressure is stalled over the Tennessee and Lower Ohio
Valleys. This feature will begin to drift northeast later today
crossing the northern Mid-Atlantic Friday, then finally moving
offshore Saturday.
&&
.NEAR TERM /THROUGH TONIGHT/...
As of 400 AM EDT Thursday...
Flash Flood watch has been extended farther north along the
spine of the Appalachians and Blue Ridge. The cutoff low which
has been stationary over the Tennessee valley is forecast to
begin lifting slowly to the northeast later today. This means
the heavier rain bands associated with the Low will also begin
to impact areas farther to the northeast with time. Broad
southeasterly inflow will be maintained east of the low,
transporting moisture onshore from North Carolina and inland
across the central Appalachians with moderate to high potential
for flooding especially near the Blue Ridge where strong
isentropic lift and upslope flow will exist.
Flooding is already ongoing either side of the Blue Ridge
including the New River and Roanoke Valleys. Rain totals along
the Blue Ridge escarpment have ranged from 4 to 6 inches and
with soils in this area now hydrophobic, any additional
rainfall will just runoff. Model guidance suggest another 1 to
4 inches is possible with the highest amounts near the Blue
Ridge. This will bring rain totals along the Blue Ridge Parkway
into the 5 to 10 inch range. This sort of rainfall in our hilly
terrain not only screams flooding but also increases the
potential for landslides. Potential for uprooted trees due to
water loading and saturated soil is also a hazard. Area dams
will also be tested, some of which may require monitoring for
potential failure.
Models are in agreement the rain will gradually come to an end
from southwest to northeast tonight as the upper Low crosses the
northern Mid-Atlantic. That said, there runoff will continue
with flooding remaining a certainty along the main stem rivers.
Today should be the last day we remain stuck in this really cool
wedge of easterly maritime air. After today the winds will come
around to the southwest resulting in moderating temperatures.

.SHORT TERM /FRIDAY THROUGH SUNDAY/...
As of 430 AM EDT Thursday...
Friday is expected to be a transition day back to seasonal
warmth. Warming temperatures also means that we will transition
into a period where we will be dealing with instability driven
showers and thunderstorms. In spite of the upper low exiting the
region Friday into Saturday, the combination of increasing heat
and humidity along with a series of weak upper level
disturbances will maintain the threat for scattered showers and
thunderstorms through the weekend.

.LONG TERM /SUNDAY NIGHT THROUGH WEDNESDAY/...
As of 430 AM EDT Thursday...
An upper level ridge of high pressure is forecast to build over
the southeastern United States early next week. This will result
in much warmer temperatures, however, there will be the
potential for scattered mainly diurnal showers and thunderstorms
as a series of weak upper level disturbances track across the
top of the building upper level ridge of High Pressure. Our
region looks on spot to where the ridge is weak enough for these
disturbances to not dissipate as they cross the ridge axis.
While widespread heavy rains do not look probable, periodic
bursts of heavier rainfall crossing some portions of the
forecast area look promising. The challenge and the biggest
uncertainty is when and where these heavier bursts will occur.
This far out in the forecast, we will not try to get too
specific, and will reflect more of a broad brush approach on
the coverage and timing of the precipitation, but not going too
high on probabilities for any given time period.
Another feature that may play a roll in the degree of coverage of
precipitation is the potential for a cold front to approach, or
perhaps enter into the far western and northern parts of the area on

weighting in our overall forecast.
Confidence in the above section of the forecast is moderate for
overall synoptic pattern, but low in regards to timing, location,
and impact on each weak disturbance crossing the area.

Low IFR/LIFR cigs associated with widespread rain will continue
today, although some breaks to MVFR possible attms. Improving
flight conditions are expected Friday.
A strong low level jet (50 kts) is present just above the
surface. This feature may result in LLWS especially across the
mountain ridges.
Above average confidence for ceiling and visibility.
Average confidence on wind.
Extended Aviation Discussion...
The cut-off low which has produced the multiday rain event is
forecast to gradually move northeast Friday and finally move
offshore by Saturday. In its wake weather conditions are
expected to improve, however there will be a series of weak
upper level disturbances in combination with daytime heating
that will produce scattered showers and thunderstorms mainly
during the peak heating each day from Saturday into early next
week.

.HYDROLOGY...
As of 500 AM EDT Thursday...
Rain totals this week have been increasing with amounts 2 to 6
inches and locally higher amounts along the Blue Ridge. This
rainfall in addition to another 1 to 4 inches that is being
forecast will result in flooding of many streams and rivers.
The highest amounts are across portions of the Roanoke and Dan
River basins with the least having fallen in the parts of the
Tennessee and upper James. River flood warnings have been issued
for most of the forecast points on the New, Roanoke and Dan
Rivers with numerous Moderate flood stage forecasts. These
forecasts are based on roughly half observed and half forecast
rainfall (QPF). See Advanced Hydrologic Prediction (AHPS) page
for crest details.
The other hydro issue is of course the possibility for flash
flooding. Now that the ground has become nearly hydrophobic near
the Blue Ridge any burst of rain with high intensity will run
the risk for exceeding flash flood guidance. Away from the Blue
Ridge, the rain amounts have not been as extreme, but still
respectable enough to pose general flooding and ponding of water
issues. In spite of these amounts not being as high, any
additional rainfall will not need to be that impressive to
exceed the greatly lowered flash flood guidance or FFG (the
amount of rain in a short duration needed to cause streams to
reach bankfull). Runoff efficiency will be very high at this
point so it really will not take as much rain to cause flooding.
But just like the observed rainfall, the FFG is highly variable
across the CWA. The 6-hour FFG values range from less then 0.50
inches, which is incredibly low and rarely seen, up to 3 inches
in a few eastern basins. 3- and 1-hour values are even lower.
All indications from WPC and various short-range models are
that heavy rainfall will persist today in mesoscale bands
similar to the past two days/nights. If one or more of these
heavy rain bands set up over the most saturated basins (portions
of the upper Roanoke, upper Dan, and Smith River basins in
particular) the runoff could approach extreme levels. It will be
watched closely and flash flood warnings are certainly
possible.
The synoptic pattern has not changed, the upper low will remain
nearly stationary over KY/TN today, maintaining a continuous
inflow of high moisture into northwest NC and southwestern VA.
PWATS will continue to range tease 1.50 inches through today
with the highest values over the southeastern counties. While
not extraordinary, these values are mostly above the 90th
percentile and at times near daily maxima per SPC sounding
climatology. So plenty of ambient moisture. The slow-moving
upper low will continue to promote upper diffluence and low
level convergence with rainfall maximized in mesoscale bands,
that may be difficult to time as short-waves rotate around the
upper vortex.
