.SYNOPSIS...
A complex area of low pressure extended from the upper Midwest
into the Mid-Mississippi valley. This area of disturbed weather
is expected to consolidate into one large cutoff Low over the
Lower Ohio and Tennessee Valleys by tonight. This Low is
expected to remain nearly stationary through mid-week which will
favor a prolonged period of rain and the possibility for
flooding.

Tropical Storm Arthur was centered off the southeast Atlantic
Coast. The center of Arthur is expected to move northeast and
remain offshore today with rain impacts mainly to the Tidewater
area.

.NEAR TERM /THROUGH TONIGHT/...
As of 923 AM EDT Monday...

A complex weather pattern this morning with frontal boundary
with its associated low center and Tropical storm Arthur moving
up the coast. Surface obs showed that backdoor front has pushed
into South Carolina this morning. This morning RNK 12z sounding
showed that the cool wedge moisture was shallow and low level
east flow. This should mixed out to allow some sunshine.
Adjusted cloud cover in the west for this morning to allow for
some sunshine in grids. Adjusted temperatures this morning into
this afternoon utilizing the latest surface obs, their trends
and blended in the NBM. High temperatures are tricky today
because of cover clouds and precipitation and its placement.
More changes later this morning...

As of 400 AM EDT Monday...

Weather map is rather busy looking this morning with Tropical
Storm Arthur just off the North Carolina Coast. Low pressure
was also centered over Illinois with a second, but not as
pronounced, area of low pressure near the MS/TN border. A
surface trough connected these two Low pressure features, in
addition to a stationary front which extended from the Low over
IL across the upper Ohio Valley then curving south along the
spine of the Appalachians to about Bluefield, WV, before arcing
in the classic wedge fashion to the east coast bisecting western
VA and northern NC. North of the wedge front, winds have become
northeasterly with cooler air moving down the east side of the
Appalachians from Pennsylvania into northern and central
Virginia.

For today, our weather will be focused along the wedge front
which will likely become aligned with I-77 by this afternoon.
In spite of the relatively cool stable air entering the CWA
from the northeast, there will be a surge of moisture aloft from
the southwest, associated with the Low moving northeast from the
Mid-MS valley. Convergence associated with these features is
expected to result in increasing shower activity with the
greatest coverage later in the day and into tonight. Instability
for thunderstorms looks like it will be mainly confined to areas
along and southwest of the wedge front, along and west of I-77.

For tonight, a consolidation of Low Pressure will take place
over the Lower Ohio and Tennessee Valleys. A persistent fetch of
southeasterly upslope flow will then develop across the central
and southern Appalachians, setting the stage for a prolonged
period of cloud cover and rain.  Current thinking is the rain
which falls today and tonight, unless it becomes convectively
driven will work only to prime the pump with respect to ground
saturation process. That said, the area to watch if there is to
be flooding tonight is the NC mountains. This is where the
convective threat is the greatest, aided by the increasing
southeast upslope flow. QPF of 1.5 to 2.5 inches is expected for
the North Carolina mountains tonight, with lesser amounts to
the north and east into VA/WV.

With the exception of areas west of I-77, favored the cooler
side of guidance for temperatures today and tonight. Deepening
northeast to easterly flow in addition to cloud cover should
limit solar insolation. The only caveat is the subsidence
region around T.S. Arther. This subsidence may scour the low
level cloud cover over the piedmont. If this occurs, then
forecast temperatures may be too cool.

.SHORT TERM /TUESDAY NIGHT THROUGH THURSDAY NIGHT/...
As of 200 PM EDT Monday...

Ensemble and deterministic guidance is remaining consistent on the
upcoming pattern. Closed/vertically stacked upper-level low will be
dropping south into the Tennessee River Valley, stalling just to our
west. Meanwhile, strong high pressure to the north will begin to
wedge down the eastern side of the Appalachians. This will allow for
continuous southeast flow of deep moisture off the Atlantic as the
low level jet begins to strengthen. This could supply for copious
amounts of rain from NW North Carolina mountains to the southern
Blue Ridge in Virginia in the next few days.

Guidance (hi-res, global, and ensembles) has been in very good
agreement and has been fairly consistent in showing an increasing
southeast low-level jet beginning Tuesday morning. This jet
strengthens to 40-50 kts and remains oriented perpendicular to the
mountains for multiple days. Meanwhile, strong fetch of deep
moisture will be advected northwest from the Atlantic, running into
the southern Blue Ridge. This strong lift between the squeeze play
of the wedge of high pressure to the north, strong low level jet,
and additional orographic lift affects from the mountains will
likely supply fairly significant multi-day rainfall amounts for
North Carolina mountains and northward into Virginia. For QPF, went
with a blend of WPC, but also took the GFS/EURO and NAM into
account, with some manual upward adjustments along the southeast
flow upslope favored areas along the southern Blue Ridge.

With the amount of rain expected, there is some concern for
flooding, especially along the main stem rivers. River ensemble
forecasts have also been advertising some main stem river flooding
later in the period as runoff begins to increase and accumulates
within the river basins. Flash flooding may also be a concern too if
any convection/higher rain rates can work its way into the area.
However, the cool air wedge in place may "save" us from from much of
the deeper convection that would otherwise work its way in, but any
heavier rates towards the latter portion of the period could cause
quick rises in streams/rivers as the ground will already be very
saturated.

As mentioned above, the area will be well entrenched into a cool air
wedge. Coupled with the clouds and rain, expecting temperatures to
be well below normal Tuesday night and Wednesday, with some
locations not making it out of the 40s on Wednesday. Otherwise, will
begin seeing a warming trend starting by Thursday as the wedge
begins to break down.

.LONG TERM /FRIDAY THROUGH MONDAY/...
As of 200 PM EDT Monday...

Closed off upper level low still to our west on Friday, with signs
of a kicker to get the upper-level low moving again.

Models have been indicating that the closed low finally exits the
region for the weekend, with ridging beginning to build back in
overhead. Much more of a typical late spring/early summer pattern
looks to build back in with the jet stream retreating to the north.

Increasing temperatures, humidity, and daily chances of afternoon
showers and thunderstorms are the main story, with no major synoptic
systems expected through the end of the period.

.AVIATION /18Z MONDAY THROUGH SATURDAY/...
As of 127 PM EDT Monday...

VFR-MVFR conditions this afternoon will transition to IFR-LIFR
for tonight into Tuesday.

Expectation is for poor aviation conditions for much of the
upcoming week. Combination of a cutoff Low which will take up
residence over the Lower Ohio - Tennessee Valleys and a fetch of
maritime air which will run up against the central and southern
Appalachian from the southeast will result in persistent cloud
cover, along with areas of rain and drizzle. Isolated
thunderstorms are possible in the western mountains.

Winds are expected to remain ENE-ESE through the period at
speeds of 8-12kts with low end gusts possible from time to time,
especially at BLF and LYH.

Moderate to high confidences in ceilings, visibility and
winds during the taf period.

Extended Aviation Discussion...

A cutoff low will remain over the region through mid-week, and
possibly into Thursday and Friday.  Overall a very poor week
with respect to aviation concerns with widespread low ceilings,
variable visibilities, and periods of rain, which could be moderate
to heavy at times. Scattered MVFR showers are possible in the
west on Saturday.
