.SYNOPSIS...

Active week continues with a couple of weak to moderate winter
storms affecting the region. Snow and wind impacts will continue
today and again Wednesday into Thursday. Light to moderate snow
is occurring in the Sierra and northeast California, while strong
winds are impacting much of western Nevada. The strongest of the
storms moves in Wednesday night through Thursday with heavy
mountain snow and more strong winds. A drier period is setting up
for early next week with additional storms possible by mid week.

.SHORT TERM...

Changes: Significant changes were made to expected winds
accompanying the next storm Wednesday evening into Thursday. Other
changes primarily concerned timing of the next storm and the
reduction of precipitation amounts mainly in the Reno-Sparks
area.

Active weather continues to impact the region this morning with
mainly strong winds from Mono County northward to Washoe County
and light to moderate accumulations of snow in the Sierra.
Character of precipitation is changing from stratiform to
convective which is increasing shower chances for western Nevada
somewhat. The other result of this shift and that Sierra
accumulation rates will largely slow except "lucky" locations that
get several showers training over. An additional inch or two is
possible between now and just after sunrise mainly where showers
are more consistent. Visibility issues will be more acute as well;
expect brief, but potentially very limited, reductions in
visibility as showers move through. A few hit or miss snow
showers are moving through western Nevada this morning and will
continue until about 10 AM. These showers have brought a light
dusting of snow to where they have occurred. Up to a half of an
inch of accumulation will be possible where multiple showers
occur.

Showers and winds will taper off through the day, but most sharply
after 10 AM. Winds could still make temperatures feel quite brisk
until the late afternoon. Respite will be brief though with the
next, more potent system moving into the region Wednesday evening.

Conditions are shaping up for a decent south-wind-event across
northeastern California and the Sierra Front. Multiple models are
showing an area of 60-70kt south/southwest winds at 700 mb
preceding moisture associated with the next system. This flow
pattern typically creates a host of issues for the region
including strong downsloping winds along Highway 395, especially
north of Reno between Doyle and Susanville, as well as strong low
level wind shear and severe turbulence for aviation at area
terminals like the Reno Airport. East to west routes, like
Interstate 80, will also be susceptible to strong crosswinds which
will pose a hazard for motorists. A High Wind Watch has been
issued from northeastern California through the Sierra Front of
western Nevada. Mono County could see a period of downsloping
winds as well in the vicinity of Mammoth Lakes, but the rest of
the county will likely have sub-criterion wind speeds.

Precipitation timing has been delayed 3-6 hours. This is largely
due to model projections of the jet digging farther south and
slightly more west of previous runs. This timing and slight
location shift will have implications for the regional snow
forecast.

QPF amounts were trimmed a little mainly for Reno and Sparks
since southerly flow typically is less favorable for significant
precipitation amounts. Most of the precip with be tied to forcing
associated with the surface boundary. With snow levels right
around 4500 feet, precipitation intensity will likely be
sufficient to keep much of the precip as snow. However,
accumulations will be really low considering the timing over the
daylight hours. Best chances of snow accumulation will wait until
after sunset when only token amounts of precipitation is forecast;
result will be generally up to half an inch at best given the
current scenario. Locations in the Carson Valley will receive more
precipitation, but it could be a rain/snow mix or oscillate
between rain and snow depending on precipitation rates. Again, any
snow accumulations will likely be mitigated by low snow ratios and
timing of precipitation over the daylight hours.

As for the Sierra, very little has been changed in terms of snow
accumulations or the wind forecast. So, the previous forecast
messages of some heavy accumulating snow and periods of extremely
low visibility remain valid. Totals continue to be projected
around 10-15 inches around Lake Tahoe and 18 to 24 inches in the
higher terrain. 3 to 6 inches around Susanville, and 6 to 14
inches west of Susanville and near Portola are forecast. Mono
County totals continue to be more variable in the 8 to 16 inch
range with a couple of feet in the higher Sierra.

Bottom line: expect significant travel disruptions for the region
due to strong, potentially damaging, winds and heavy mountain
snow accumulations. Boyd

.LONG TERM...Friday onward...

Much of the MLK weekend will be decent for travel and getting in
some outdoor time in the new snow. A weak wave that largely falls
apart by the time it reaches the region may bring some very light
snow showers to mainly northeast CA and the Sierra Saturday into
Sunday morning. Accumulations of a dusting up to an inch of snow
are possible, with minor short-lived travel impacts. Ridging
builds into the west for Sunday into Monday with no precipitation
expected and temperatures near to slightly above normal. The one
concern will be limited mixing and ventilation, which could impact
prescribed burns in the area.

A turn of events that started in model simulations yesterday brings
additional systems into the region by the middle of next week,
instead of the ridging that was previously progged in ensemble runs.
However, there is still a significant amount of ensemble spread, so
exact details, timing, etc is TBD. -Dawn

.AVIATION...

Another day and another wind event is ongoing. Winds are rather
gusty out there this morning, with further strengthening expected by
daybreak due to downslope enhancement. Terminals north of US-50
could see gusts in the 30-45kt range through approximately 18z
with low level turbulence and wind shear likely. South of there,
for places such as KBAN/KMMH, winds will remain at their peak
through approximately 21z. Sierra ridges are gusting 90-100 kts as
well, leading to mountain wave activity and turbulence aloft.

There are also scattered snow showers this morning bringing areas of
reduced CIGS/VIS, primarily in the Sierra and northeast CA. A couple
inches of accumulation is possible for KTRK/KTVL. A few random snow
showers into western NV may bring short-lived MVFR conditions with
up to a dusting of snow.

There will be a brief break in the activity Wednesday before the
strongest storm in the series moves in late Wednesday night into
Thursday bringing the potential for heavy snow in the Sierra, light
snow in western Nevada, and yet another round of strong winds,
turbulence and wind shear. -Dawn
