* WHAT...Southwest winds 20 to 30 mph with gusts 45-50 mph.

* WHERE...Mono County.

* WHEN...High Wind Warning expires at 4 AM PST which will be
  replaced by the Wind Advisory until 6 PM PST this evening.

* IMPACTS...Winds will lull as light precipitation moves through
  this morning but will become gusty again this afternoon. 


PRECAUTIONARY/PREPAREDNESS ACTIONS...

The best thing to do is prepare ahead of time by making sure you 
have extra food and water on hand, flashlights with spare 
batteries and/or candles in the event of a power outage.

PYRAMID LAKE...

* WHAT...Southwest winds 15 to 20 mph with gusts up to 40 mph 
  expected. Waves 1 to 3 feet.

* WHERE...Pyramid Lake.

* WHEN...Until 4 PM PST this afternoon.

* IMPACTS...Small boats, kayaks and paddle boards will be prone 
  to capsizing and should remain off lake waters until 
  conditions improve.


PRECAUTIONARY/PREPAREDNESS ACTIONS...

Check lake conditions before heading out and be prepared for a
sudden increase in winds and wave heights. Consider postponing
boating activities on the lake until a day with less wind.

.SYNOPSIS...

It will be mild and quiet through today. The next storm moves in
Tuesday for another round of strong winds, especially in eastern
California and far western Nevada. Rain and higher elevation snow
are likely later Tuesday and Wednesday with travel in the Sierra
affected. Temperatures will fall closer to average for the middle
to latter portion of the week.

.SHORT TERM...

No major shifts in thinking for the upcoming storm system. The
main message remains that a strong system will bring gusty,
potentially damaging, winds and significant snowfall to Sierra
passes Tuesday into Wednesday. Rain totals, while not particularly
problematic, will be decent for the Tahoe Basin and Sierra
foothills providing more relief to parched vegetation. Most
significant changes were related to increasing precipitation
amounts along the Sierra/Sierra Front and to fine tune winds for
wind prone locations.

Winds
* A strong 140+ kt jet core will become transverse the Sierra
  Tuesday bringing another round of gusty, potentially damaging,
  winds to the region. Expect LLWS and strong mechanical
  turbulence for aviation, hazardous lake conditions, and strong
  crosswinds for high profile vehicles especially along north-
  south routes. Southerly surface gusts of 40-65 mph could damage
  fences and trees while wind prone locations and portions of the
  Sierra foothills receive gusts possibly over 75 mph due to
  downsloping.

  Timing of winds hasn't changed much and will begin in earnest
  late Tuesday morning and continues until precipitation begins
  as the jet drops south bringing the surface cold front through
  the region. Most locations could see around 12 hours of strong
  winds. This duration could result in more damage than the last
  round of winds we received since wind damage is cumulative over
  time and fencing/trees could have been weakened from last
  Friday's winds.

Precipitation
* As mentioned above, QPF was nudged up for the Sierra and Sierra
  Front. Jet speeds and inland intrusion of Pacific moisture will
  be sufficient to bring a solid precipitation totals. While
  downsloping will promote a prominent rain shadow, there is
  evidence that moisture falling along and behind the cold front
  will make up for some of the shadowing effect. QPF for the
  Sierra stands 1-1.5 inches for most valleys, 1-3 inches along
  the crest, and 0.25-0.75 along the Sierra Front. The biggest
  gains, percentage-wise, for this forecast cycle were along the
  Sierra Front with a bump of 25-50% in total moisture. The
  heaviest precipitation appears to be focused from southwest of
  Susanville through northern Alpine County with heaviest
  precipitation occurring Tuesday afternoon until around 4 AM
  Wednesday morning.

  Snow levels remain relatively unchanged from the previous
  forecast. In general, snow will fall above 5500 ft for
  locations west of Highway 395 in Lassen/Plumas Counties, above
  6500 ft for locations in and near the Tahoe Basin, and above
  7000 ft west of Highway 395 in Mono County. Amounts were
  marginally increased with the increase in QPF, but not enough
  to change ranges listed in our current Winter Storm Watches
  that were issued yesterday afternoon. Please, see the Winter

  Heavy precipitation appears to hang up in Alpine County with
  models continuing to show the jet stalling its southward
  propagation as the parent low begins to pull northward. This
  will limit precipitation totals for Mono County, but should
  still provide some relief for drier timber. Boyd

While surface winds drop off Tuesday tonight, precipitation
chances diminish by Wednesday afternoon as jet energy begins to
sag southward and baroclinicity pulls northward allowing
temperature advection aloft to become more neutral to slightly
warm air advection. You can expect some form of lingering showers
for Sierra locations with mostly zonal, but still relatively
moist, flow off the eastern Pacific. However, favorable
atmospheric dynamics for widespread heavier showers is not
supported by model projections at this time for Wednesday evening
and overnight into Thursday. Boyd

.LONG TERM...Thursday onward...

A split trough will be moving through the western U.S. Thursday and
Friday followed by a shortwave ridge Saturday. There may be a few
residual showers Thursday, but overall this period is looking
inactive with seasonally cool temperatures and lighter winds.

For next week, the pattern continues to be progressive with a lot of
model spread showing up in the day to day features. There are some
signals of another storm system moving into the region early to mid
week with potential impact on Thanksgiving holiday travel. However
confidence is too low to make any definite statements at this

.AVIATION...

Decent weather conditions overall today as shortwave ridge slowly
shifts east across the region. Southwest winds at ridge level will
gradually turn more southerly later in the day, speeds 20-25 kts
with gusts 30-35 kts. Surface winds will be light southeast-south
around 10 kts in the afternoon and early evening. The next trough
will approach the West Coast tonight and move into the region
Tuesday-Wednesday. Confidence is increasing in very strong winds
Tuesday, followed by a period of rain and high elevation snow
Tuesday night and Wednesday.

* WINDS: Winds aloft will increase significantly 06-12Z Tuesday
  with ridge level winds 40-55 kts, gusts to 70+ kts. These winds
  are only going to increase further Tuesday as a 140+ kt upper
  level jet pushes into the northern Sierra and ridge level winds
  increase to 60-70 kts with gusts likely approaching if not
  exceeding 100 kts. South-southwest winds will develop at the
  Tahoe terminals early Tuesday morning and then expand to all of
  the eastern Sierra and western NV, intensifying during the
  morning and afternoon Tuesday. Moderate to severe turbulence,
  LLWS and rotors will be common with widespread surface wind
  gusts to 40+ kts, locally stronger to 60-70 kts in wind prone
  areas along the Highway 395 corridor from Susanville to Lee
  Vining. Surface winds will back off in these areas Tuesday night
  as precipitation arrives, but turbulence will likely continue
  overnight into Wednesday as winds aloft remain strong. Surface
  winds will likely stay strong from Lee Vining south into KMMH
  well into the night Tuesday night (gusts 40+ kts at KMMH) as
  precipitation remains confined more to the Sierra with shadowing
  on the lee side.

* RAIN/SNOW: Rain and high elevation snow will bring mountain
  obscurement to the Tahoe Basin northward into Lassen County
  beginning Tuesday evening and continuing overnight and Wednesday
  morning. Snow levels will remain above area terminals - so snow
  accumulations will not be an issue. Farther south into Mono
  County, precipitation tapers toward KMMH as the main forcing
  remains further north (terrain obscuration will be most noticeable
  west of Highway 395 to the Sierra Crest). Across western NV, some
  light rain will spill over into areas mainly west of Highway 95,
  however impacts will be more limited (mainly to obscuration of
  higher terrain of the foothills).
