* WHAT...One to two feet of inundation above ground level 
  expected in low-lying areas near shorelines and tidal 
  waterways.

* WHERE...Tidal portions of Middlesex County in New Jersey.

* WHEN...From 7 PM this evening to 3 PM EST Thursday.

* IMPACTS...At this level, widespread roadway flooding occurs in 
  coastal and bayside communities and along inland tidal 
  waterways. Many roads become impassable. Some damage to 
  vulnerable structures may begin to occur.

* ADDITIONAL DETAILS...The most significant impacts are expected
  to occur during the high tide Thursday morning, when moderate
  flooding is forecast. However, minor to even moderate flooding 
  cannot be ruled out for the Wednesday evening high tide.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

.SYNOPSIS...
High pressure briefly builds through the region today. A
coastal low will then impact the region Wednesday through
Wednesday night before departing on Thursday. High pressure
returns for the end of the week. Weak low pressure may impact
the region early in the new week.

.NEAR TERM /THROUGH TONIGHT/...
For the mid morning update: no significant changes as the
tranquil forecast for today looks to be on track. High pressure
builds over SE Canada. The building high to our NW will result
in a cool and dry northwest flow prevailing over our area. 925mb
temps will generally run < -5C so despite good mixing most
locations will struggle to reach 40 degrees.

Surprisingly, given the major storm system which will be
approaching in 12-24 hours, the overnight period will also be
quiet as the Canadian High remains dominant. Overnight lows will
be somewhat tricky as the very dry airmass (dewpoints likely
dropping to the teens and single digits over the northern
half-2/3rds of our CWA) and slackening winds may allow for a
shot of efficient radiational cooling within a few hours of
sunset. Assuming the cloud cover remains mostly cirrus as
guidance suggests, current overnight lows (generally in the low
to mid 20s) may be too conservative in spots. Some lower clouds
may start making their way into southern portions of the
forecast area late in the overnight period, but in general
expect these to mostly hold off until the daytime on Wednesday.

.SHORT TERM /WEDNESDAY THROUGH THURSDAY/...
The coastal storm remains on track to impact the region
Wednesday through Wednesday night. Latest trends have the storm
arriving a bit slower, with the main impacts from the storm
coming Wednesday night.

Strong, 1040 mb blocking high will be centered over eastern
Canada on Wednesday as slowly drift a bit to the north and east
Wednesday night and remains there into Thursday. A cold airmass
remains over much of the area, with below freezing temperatures
north and west of the I-95 corridor during the day Wednesday and
into Wednesday night.

Precip develops Wednesday morning, generally as snow to the
west, a mix along the I-95 corridor, and rain over southern and
eastern zones. A quick 3-5 or 4-6 inches of snow will fall
during the day Wednesday over the northern and western zones.

Low pressure over the Southeast U.S. lifts north along the
coast during the day Wednesday and intensifies Wednesday evening
as it moves towards Delmarva as strong H5 shortwave energy
moves in from the west. A 60-70 kt LLJ will pass through the
region Wednesday night as the low lifts through Delaware, and
then tracks east of New Jersey before lifting out to sea on
Thursday.

There remain some key differences among the models. The GFS has
the low farther south and east Wednesday night compared to the
ECMWF, and the NAM is fairly similar to the ECMWF. Also of note,
some mid-level WAA will lift north into the region, and this
will result in snow mixing with a wintry mix of sleet, rain, and
freezing rain. The issue is determining where that mixing line
will set up. For far interior portions, it seems pretty clear
cut that precip will be all snow for the southern Poconos,
northern New Jersey, the Lehigh Valley, and down towards
Philadelphia. The rain/snow line looks to set up right along the
I-95 corridor, where areas in central New Jersey, down to the
eastern Philly suburbs in New Jersey, down to Wilmington, where
precip during the day Wednesday will be a mix of rain and snow,
and then a wintry mix is possible through much of the evening
before changing to all snow after midnight Wednesday night. For
much of Delmarva and southeast New Jersey, precip will
generally be rain, though may end as a brief period of snow
Thursday morning.

The heaviest banding of snow will occur late Wednesday
afternoon and Wednesday evening, when in the far northern and
western zones, snowfall rates may exceed 1-2 inches per hour.
This would end up with 18-24 inches of snow total from
Wednesday afternoon through Thursday morning. Will go ahead and
convert the Winter Storm Watch to a Winter Storm Warning for
much of the southern Poconos, northern New Jersey, and the
Lehigh Valley. Will also convert the Winter Storm Watch to a
Winter Storm Warning to the next tier of counties south, to
include the western Philly suburbs, western Delaware Valley, and
down into central New Jersey. Confidence is a bit less in
snowfall totals in these areas, as there will be a bit more
mixing in areas closer to the I-95 corridor, so snow totals
could range from as low as 6-8 inches closer to I-95, and as
much as 12-18 inches some 20 miles west of the I-95 corridor. It
all depends on how far north the low will track as how far
north the warm air at 850 mb or so will get.

Will keep the Winter Storm Watch in effect for Monmouth county
as well as the New Jersey counties right along the I-95 corridor
and down towards northern Delaware. Will need another run of
models to determine just how much snow will fall in these
locations, as it appears that there will be a prolonged period
of wintry mix Wednesday evening that would cut back on snowfall
accumulations greatly. Even in the Watch area, snowfall totals
could range from 1-3 inches on the far eastern portions of the
Watch area to 6+ inches over the western portions of the Watch
area.

As mentioned, there will also be a 60-70 kt LLJ that will pass
over the area Wednesday evening. Looks like the best mixing
will occur right along the New Jersey and Delaware coasts, where
wind gusts of 45-55 mph are possible. Will hoist a High Wind
Watch for Wednesday night with this forecast package for the
coastal strip of New Jersey and Delaware. Even inland and back
into the interior, wind gusts of 35-40 mph are possible. This
would result in blizzard-like conditions, especially where snow
is heaviest. It is too soon to issue a Blizzard Warning, and
confidence is too low to warrant issuing one, but the potential
is there.

For eastern New Jersey and most of Delaware, with precip all
rain, storm total QPF will be around 2 inches. Not expecting
this to result in freshwater flooding.

Temperatures Wednesday night will drop into the teens in the
Poconos, and otherwise in the 20s to around 30.

On Thursday, the storm departs, and any lingering snow will
taper off in the morning. High pressure builds in from the west,
and skies clear out during the day. It will be a cold high
pressure, with highs only in the 30s, and the forecast highs may
end up being a couple of degrees too warm, especially in areas
where there is fresh snowfall.

.LONG TERM /THURSDAY NIGHT THROUGH MONDAY/...
High pressure builds into the region with below normal
temperatures to close out the work week. Another weak area of
low pressure may impact the region early in the new week, but
there is no agreement among the models, so will keep any PoPs
capped at slight chance to low-chance.

.AVIATION /15Z TUESDAY THROUGH SATURDAY/...
The following discussion is for KPHL, KPNE, KTTN, KABE, KRDG, KILG,
KMIV, KACY and surrounding areas.

Today...VFR, with N-NW winds 5-10kts. High Confidence.

Tonight...VFR with N-NE winds around 5kts. There is a small
chance of some lower clouds moving into KACY/KMIV towards
daybreak, but generally think these hold off until Wednesday.
High confidence.

Outlook...

Wednesday through Thursday...A significant coastal storm will
impact the terminals with a variety of impacts. Generally
IFR/LIFR starting late Wednesday morning and continuing into
Thursday before slowly improving on Thursday. For KRDG/KABE:
precip will be all snow. For KPHL/KPNE/KILG/KTTN precip will be
rain and snow during the day Wednesday, then mostly snow with a
wintry mix of sleet, freezing rain, and snow possible at night.
Precip ends as snow by Thursday morning. For KACY/KMIV: precip
will mostly be rain before ending as snow Thursday morning.
Winds NE 10-20 kt with 20-30 kt gusts Wednesday and Wednesday
night, then NW 10-20 kt on Thursday. Gusts to 45 kt are possible
at KACY Wednesday evening. Significant snow accumulations are
possible I-95 and NW. High confidence in storm occurring, but
low confidence on timing of precip changes.

Thursday night through Saturday...VFR. Northerly winds mostly 5
to 15kt. High confidence.

.MARINE...
SCA conditions will likely continue for a few more hours as NW winds
remain elevated, otherwise expect winds and seas to come down below
criteria by early-mid morning. Seas will start the day around 4-5ft
but should come down to 2-3ft this evening. NNW winds will shift
more NE by early Wed morning with gusts up to around 20 kts.

Outlook...

Wednesday through Thursday...A coastal low will impact the
waters with heavy precip, strong winds, and rough seas starting
late Wednesday morning and continuing into Thursday. Widespread
gales will develop on Wednesday, and then Storm Force winds are
possible Wednesday night. Will keep the Storm Watch in effect
for the coastal ocean waters and lower Delaware Bay and the Gale
Watch for upper Delaware Bay. The strongest winds will occur
late Wednesday and most of Wednesday night. By Thursday
afternoon, winds should decrease below gale force.

Thursday night through Saturday...Winds should subside below
SCA criteria early on Thursday night. However, seas could stay
elevated on the coastal waters through Saturday.

A classic setup is anticipated on Wednesday into Thursday for a
high- impact coastal flooding event for the Atlantic coast and
Delaware Bay. As a coastal storm moves northeastward just off
our coast Wednesday night, strong high pressure in eastern
Canada will promote a long-duration tight surface pressure
gradient in the northern Mid- Atlantic and New England. We
expect a prolonged east-northeast flow with sustained winds
30-40+ kt, peaking Wednesday evening and night. Though the
timing of peak surge may not quite match the timing of high tide
on the coast, the magnitude of surge will easily exceed 2 feet,
and flow will not permit escape of water from the coast during
low tide. Additionally, astronomical tides will continue to be
high from the lingering effects of the new moon.

The combination of these conditions will likely lead to
widespread moderate to potentially even locally major flooding
on the Atlantic coast and Lower Delaware Bay for Thursday
morning's high tide. At least moderate tidal flooding is
forecast by the ETSS, ESTOFS and Stevens Institute data, lending
further confidence to the tidal forecast. Consequently Coastal
Flood Watch remains in effect for the primary high tide of
interest (Thursday morning). Don't have enough confidence at
this point to expand to the Upper De Bay/Tidal Delaware but
these sites will have to be watched as well.

In the meantime, minor flooding may occur with predecessor high
tides this morning and Wednesday morning, largely due to the
high astronomical tides (surge will be relatively low).
Confidence is not particularly high that any specific sites will
reach advisory thresholds through Tuesday evening, but will
mention this potential in the CFW and a short-fused advisory may
need to be issued based on short-term trends.

Bottom line: All interests in areas susceptible to tidal
flooding should monitor the latest forecasts and be prepared for
a significant coastal flooding event on Thursday morning.
