* WHAT...Sub-freezing temperatures as low as 32 expected.

* WHERE...Portions of east central, southeast and southern 
  Oklahoma and northern Texas.

* WHEN...From 4 AM to 9 AM CDT Friday.

* IMPACTS...Frost and freeze conditions will kill crops, other
  sensitive vegetation and possibly damage unprotected outdoor
  plumbing.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

Take steps now to protect tender plants from the cold. To prevent
freezing and possible bursting of outdoor water pipes they should
be wrapped, drained, or allowed to drip slowly. Those that have
in-ground sprinkler systems should drain them and cover above-
ground pipes to protect them from freezing.

Will be issuing a Wind Advisory for much of the area north and
west of I-44 for late tonight through a good part of the day on
Thursday. Although wind speeds may not quite reach official
criteria, with the widespread tree and power line damage from the
recent ice storm, there a concern for falling tree limbs and ice
from the gusty north winds tomorrow. This will pose a significant
hazard for persons trying to clean up there property tomorrow.

Issued at 139 PM CDT Wed Oct 28 2020

Except for northwest Oklahoma, most areas have risen to freezing or
just above. Some light accumulations could continue in northwest
Oklahoma through this afternoon. Additionally, even after
temperatures rise above freezing, gusty winds across the area
tonight and tomorrow could result in additional damage in areas
where trees have been weakened by ice.

As the upper low makes its way across north Texas / southern
Oklahoma, wrap around precipitation will pick up across northern
Oklahoma overnight. Most of this will be moderate to heavy rain, but
northwest Oklahoma could see wetbulb temperatures dip enough to
result in snow (by 00Z the warm nose should be eroded). Though its
hard to pin down where the heaviest snow will be, some bands of 1 to
3 inches will be possible. A winter weather advisory has been
issued for this area.

Additionally, QPF amounts will be high enough to make flooding a
threat across north central Oklahoma. A flood watch continues for
this area.

As the upper low departs, rain should end west to east.

After Thursday, we enter into a period of mild and dry weather with
temperatures generally in the 50s and 60s.

Fog / freezing fog may develop Friday morning aided by recent rains,
light winds, and clear skies.

A dry cold front Saturday night will pull temperatures down briefly
on Sunday, followed by a quick bounce back early next week.

with low clouds and fog this afternoon through tomorrow morning.
Rain will be most widespread across northern Oklahoma through

through much of the afternoon as temperatures hover near freezing.
Later this evening, precipitation is expected to mix with or
change to snow over these areas. Conditions begin to improve from
west to east late tomorrow morning into the afternoon.

.Winter Precipitation...
Freezing rain will continue this morning over the northwest half
of Oklahoma, and part of western north Texas. The temperature is
expected to rise above freezing by mid-afternoon, finally ending
the risk of accumulating ice. However, gusty winds tonight and
tomorrow could result in additional damage in areas where ice is
still melting.

Accumulating snowfall will be possible in parts of northwest
Oklahoma again late tonight as temperatures dip to near freezing.
Some heavier snow bands up to 4 inches will be possible in this
area.

.Heavy Rainfall...
Heavy rain will be possible over north-central Oklahoma this
afternoon and tonight, possibly leading to flooding.

.Thunderstorms...
A few thunderstorms will occur today over Oklahoma and north
Texas. Severe storms are not expected.

.DAYS TWO THROUGH SEVEN...Thursday through Tuesday...

.Heavy Rainfall...
Heavy rainfall and the potential for flooding will continue
through Thursday morning over north-central Oklahoma.
