.A weather system will pass through the Cascades tonight bringing snow 
especially to areas near the Cascade crest. Cold wind chills as
low as 15 degrees below zero will continue down the Okanogan
Valley. A stronger storm arrives late Wednesday with snow
beginning early afternoon in the Cascades before spreading east
into the late afternoon and evening.

.SYNOPSIS...
Light snow will move out of eastern Washington and the Idaho
Panhandle this evening, while other snow moves into the Cascades.
Temperatures will fall into the single digits over much of
central and eastern Washington. The next broad threat of snow
arrives Wednesday night and persist into Thursday. Widespread
light to moderate accumulations are expected across north central
Washington into the Idaho Panhandle.

.DISCUSSION...
Tonight and Wednesday: an active and complex pattern will
continue across the Inland NW, with a lot of moving parts. First
this afternoon and early evening the region will remain under a
broad upper trough. The westerly flow is carrying a couple
mid-level disturbances across the region. One is pushing toward
the WA/ID border and another wave is near the Cascades and will be
coming east on the heels of the first. These coupled with some
steep lapse rates, cold air and moisture led to another blossom of
snow showers across the region this afternoon and the risk will
remain high through about 06Z. Yet in general the risk will start
wane from the west after about 01-03Z, with the focus moving into
the central Panhandle. Another 1/4 to 1 inch will be possible
over the Spokane/C'dA metro and northeast mountains, while 1 to 3
will be possible over the higher Palouse in the central Panhandle
with the higher of that range toward the central Panhandle. I
extended the winter weather advisory for the Central Panhandle
until 10 PM (06Z), while I kept them going for the other areas
until 03Z but these may be dropped earlier if things decline
quicker.

Second the next part of the evolving weather pattern develops
from the west after 03Z-06Z. The mean trough axis shifts east and
ridge builds in from the west, with a warm front coming into the
Cascades in advance of a strong low off the Pacific Coast.
Moisture spreading along this warm front will lead to increasing
snow over the Cascades through tonight and it could be moderate to
locally heavy, especially closer to the crest. A winter weather
advisory is being issued for that region. Lower elevations around
the Cascades, such as the Methow and upper Wenatchee Valley, may
see an inch or three inches as well, especially overnight. Some
light snow may still be possible over the northern mountains and
Panhandle with this incoming front too, perhaps along the northern
rim of the Columbia Basin including the Spokane/C’dA area.
However for the most part these latter areas should only see less
than half inch, if anything at all. Confidence in snow is this
latter area is low, but some risk exists.

Third going into the day Wednesday the Pacific low approaches the
coast. Initially this pushes the precipitation threat northward
for the morning as the flow turns south/southeast. The main
threat will be over the Cascade crest and northern Panhandle
mountains, but I kept some limited threat over the Okanogan
Highlands and northeast WA, just skimming the northern Lincoln-
Spokane county border. Then in the afternoon the low starts close
into the coast and deepening moisture and lift, including some
increasing diffluent flow in the mid-levels, will start to
increase precipitation again across the Cascades, with slight
chances spilling into the western Columbia Basin. With that said
the main system does not start to move in until Wednesday night,
but this leading edge of precipitation could drop and inch or so
in the Cascades.

Meanwhile, we still have some cold temperatures and wind to deal
with. First with regard to temperatures tonight's low are
expected to be some of the coldest of the week. Some clearing is
possible early this evening before more clouds develop overnight
into early Wednesday. That limited clearing, if it occurs, will
help temperatures drop. However if no clearing occurs, then my
forecast lows may be too cold. Wednesday should be a bit milder,
but still values will be some 10 degrees below normal. Next with
regard to wind, speeds will remain breezy down the Okanogan
Valley. This will lead to more bitter wind chills and another wind
chill advisory is being issued for the that region through
Wednesday morning. Other breezy conditions will be found over the
Palouse this evening. Initially they will be from the southwest,
but then turn southeastern and increase west-northwestward. With
the recent dry snows we have had this will mean the potential for
blowing snow. Much of the Palouse tonight and Wednesday will have
this risk, while portions of south and western Spokane county,
into the eastern Lincoln county will have a risk for blowing snow
going into Wednesday. This will bring a threat of reduces
visibility and snow blowing onto roads. /Cote'

Wednesday Night and Thursday: A tightly wound low pressure system
will move inland Wed night. As it spreads into Vancouver Island,
warm frontal precipitation will blossom over central and eastern
Washington early in the evening and spread across northeast
Washington and north Idaho overnight. At this time, the models are
in decent agreement that the most significant precipitation will
fall north of Interstate 90 Wednesday night into Thursday:

*Snow Amounts: Using a blend of model precipitation yields
 widespread light to moderate snow accumulations from the East
 Slopes of the Northern Cascades across northern Washington into
 the north Idaho Panhandle. Conservative snow ratios (between
 15-20 to 1 central WA and 12-15 to 1 northeast WA and north ID)
 produces 4 to 7 inches for Leavenworth, Plain, Chelan, the Methow
 Valley, Okanogan Valley, and Republic area. It looks like 2 to 5
 inches for Colville, Deer Park, Metaline Falls, Sandpoint and
 Bonners Ferry. Depending on how quickly the warm front lifts
 northward, will determine how much Kellogg, Spokane metro, and
 the Highway 2 corridor in Washington receives. At this time, it
 looks like an inch or two.

*Winds and Drifting Snow: Weather spotter reports from southeast
 Washington, the Idaho Palouse, and rural Spokane county suggest
 there is between 3 and 7 inches of fluffy snow on the ground.
 This fluffy layer which has fallen today and yesterday is on top
 of a denser snow which fell over the weekend. The fluff on top
 will be prone to blowing until our temperatures climb above
 freezing forming a crust. East or southeast winds of 10 to 20 mph
 will likely develop on Wednesday and persist Wednesday night and
 finally decrease Thursday morning. Some of our problem areas over
 the Palouse, rural Spokane County and the Camas Prairie may
 experience significant drifting especially on rural highways and
 county roads.

Friday: Snow is expected to exit the Idaho Panhandle on Friday
with accumulations overnight of 2 to 4 inches across the central
and southern Idaho Panhandle. Much of central and eastern
Washington should enjoy a break in the active weather Friday with
afternoon temperatures in the upper 20s and lower 30s...pretty
close to average. /GKoch

Saturday through Monday: There will be another system moving through
on Saturday, but coming from the west, it will also bring warming
temperatures. Therefore, precipitation will likely start as
widespread snow early Saturday, but may change as the day
progresses. With temperatures warming, the snow may become a rain-
snow mix further south into the Columbia Basin later in the day and
overnight. While still not in full agreement, models are favoring
the higher snow totals and lingering snow occurring in the Cascades,
northern Washington, and Idaho Panhandle through the weekend.
Earlier discussions noted that this incoming system could bring some
freezing rain, but as of now, models are not showing the needed
conditions. However, there is still time for this to change.
Following the round of snow moving through on Saturday, much of the
region will likely get a break from the precipitation and have a dry
day or so. After a bitterly cold week for many, temperatures will be
rising this weekend and into early next week. These will warm back
near seasonal normals and likely bring highs back into the 30s and
lows in the 20s. JS

this afternoon and evening, before winding down after 02-04Z.
Expect MVFR/IFR conditions. Some blowing snow is also possible
around PUW. EAT/MWH will see more VFR conditions with a limited -shsn
threat. Precipitation declines a brief VFR conditions possible
over the region, before conditions deteriorate later this evening
