.A significant change in the weather is coming on Wednesday. A
Winter Storm Watch is in effect for Wednesday through Wednesday
night across western and central Minnesota. Blizzard conditions
could develop in the open areas of far western Minnesota.

Confidence is increasing in strong northwest winds of 35 to
45 mph, with gusts over 50 mph possible in western Minnesota.
Temperatures will start out around 30 degrees, and fall
throughout the day, going below zero overnight.

In addition to the wind and cold, the likelihood for 1 to
3 inches of snow is increasing, with up to 4 inches possible. Any

WEDNESDAY NIGHT...

.A significant change in the weather is coming on Wednesday. Winter
Storm Watches, Warnings, and Winter Weather Advisories cover most
of the area for Wednesday into Wednesday night. The Winter Storm
Warning runs from west central into central Minnesota. The Winter
Storm Watch is south and east of that and extends through the Twin
Cities metro area. A Winter Weather Advisory is situation to the
south and east of the watch and extends to the Iowa border and
into a portion of west central Minnesota. Blizzard conditions 
could develop in open areas of western and central Minnesota.

Strong northwest winds of 35 to 45 mph will develop Wednesday, 
with gusts over 50 mph possible in western Minnesota. Temperatures
will start out around 30 degrees, and fall throughout the day, 
going below zero overnight.

In addition to the wind and cold, at least 1 to 3 inches of snow
is expected across the entire area, with amounts of 4 to 6 inches
north of Interstate 94 and west of the Saint Croix River. Any 
snow that develops will lead to reduced visibility and impact

...HIGHLY IMPACTFUL SYSTEM TO BRING A LIST OF HAZARDS WEDNESDAY
AND WEDNESDAY NIGHT...

.A significant change in the weather is coming on Wednesday.

A Blizzard Warning is in effect Wednesday and Wednesday night west
of a line from Mille Lacs Lake to Waseca, including the western Twin
Cities metro. A Winter Storm Warning is in effect Wednesday
afternoon and night along I-35 from Faribault County north to 
Chisago and Kanabec counties, including the remainder of the Twin
Cities metro. A Winter Storm Watch is in effect for northwest
Wisconsin late Wednesday afternoon and evening. A Winter Weather 
Advisory is in effect from Albert Lea to Eau Claire.

Snow will develop early Wednesday morning across western Minnesota,
with light rain or drizzle farther east. Temperatures will start 
in the 30s but will plummet during the day following a cold front,
falling below zero overnight. This will turn the rain to heavy 
snow very quickly early Wednesday afternoon across eastern 
Minnesota. Wet conditions, heavy snow, and temperatures falling 
into the teens will likely result in flash freeze with dangerous 
travel conditions through Wednesday night. 

Snow will continue into Wednesday evening area wide, then taper 
off after midnight. Total accumulation will range from 5 to 
locally 9 inches across east central Minnesota, 3 to 6 inches 
across western Minnesota, and 2 to 5 inches in Wisconsin. 

Strong northwest winds of 35 to 40 mph will develop behind the
cold front. Gusts of 60 mph are possible across western Minnesota,
with 50 to 55 mph gusts farther east. Considerable blowing and
drifting snow and whiteout conditions are expected. Travel will
become very dangerous Wednesday and Wednesday night. Wind chills
dropping to 20 below to 35 below zero will be especially dangerous
to those that may become stranded.

...HIGHLY IMPACTFUL SYSTEM TO BRING A LIST OF HAZARDS TODAY AND TONIGHT...

.A significant change in the weather is coming this afternoon.

A Blizzard Warning is in effect today and tonight west of a line 
from Mille Lacs Lake to Waseca, including the western Twin Cities
metro. A Winter Storm Warning is in effect this afternoon and tonight
along I-35 from Faribault County north to Chisago and Kanabec 
counties east to Barron County, including the remainder of the 
Twin Cities metro. A Winter Weather Advisory is in effect from
this afternoon until tonight for Dunn and Pepin counties east to 
Eau Claire and Ladysmith.

Snow will develop this morning across western Minnesota, with 
light rain or drizzle farther east. Temperatures will start in the
30s but will plummet during the day following a cold front, 
falling below zero overnight. This will turn the rain to heavy 
snow very quickly early this afternoon across eastern Minnesota. 
Wet conditions, heavy snow, and temperatures falling into the 
teens will likely result in flash freeze with dangerous travel 
conditions through tonight.

Snow will continue into this evening area wide, then taper off 
after midnight. Total accumulation will range from 5 to locally 9 
inches across east central Minnesota, 3 to 6 inches across western
Minnesota and west-central Wisconsin.

Strong northwest winds of 35 to 40 mph will develop behind the
cold front. Gusts of 60 mph are possible across western
Minnesota, with 50 to 55 mph gusts farther east. Considerable
blowing and drifting snow and whiteout conditions are expected.
Travel will become very dangerous today and tonight. Wind chills 
dropping to 20 below to 35 below zero will be especially dangerous
to those that may become stranded.

.SHORT TERM...(This evening through Tuesday night)
Issued at 204 PM CST Mon Dec 21 2020

Primary concerns in the short term are lingering gusty winds this
afternoon, gusty southeast winds Tuesday afternoon into Tuesday
night, and development of precipitation Tuesday night. Visible
satellite imagery this afternoon shows some of the low cloudiness
(west central into south central Minnesota) mixing out a bit more
quickly than expected, but the overall trend of decreased cloud cover
from west to east should continue into this evening as a weak ridge
of high pressure builds in from the west. The ridge won't be around
long as robust return flow will setup Tuesday morning and persist
through Tuesday night as low pressure moves east from the high Plains
and intensifies as it moves into eastern Minnesota by Wednesday
morning. This low will bring a sharp cold front through the region,
with rapidly falling temperatures in its wake. Precipitation is
expected to develop and expand on the backside of the low, but the
bulk of that in our area will be on Wednesday. However, we will
likely see some light precipitation (mainly drizzle) across the
eastern portion of the area Tuesday night in the strong southeast
flow and moisture transport ahead of the cold front.

.LONG TERM...(Wednesday through Monday)

Confidence remains high that a sharp and Arctic cold front will
arrive Wednesday leading to below normal temperatures, and the
possibility of below zero temperatures by Thursday morning for a 24
to 48-hour “brief” period. In addition, probabilities are high
that wind chill values will drop well below zero, and possibly near
-25F or lower across west-central/central Minnesota late Wednesday
night/Thursday. There remains too much uncertainty on measurable
precipitation and how that equates to snowfall and impacts
Wednesday/Wednesday night.

The main and critical differences between the models are phasing with
the northern/southern jet and how that compares to the development
of the surface and mid-level waves. The latest GFS shows the phasing
quicker than the EC/UK, but comparable to the GEM. The quicker
(Wednesday afternoon) phasing may account for the best chance of
precipitation across central Minnesota, vs. farther to the southeast
which the EC/UK are offering. The surface low is also deeper and
farther to the northwest on the GFS vs. the slightly weaker surface
low across northeast Iowa on the EC. Either way, too much uncertainty
and the spread of the ensembles suggest highlighting what is certain
which is the impactful wind chill values and dropping temperatures,
vs. precipitation/snowfall amounts. The latest NBM has increased the
snowfall potential across the southeastern ½ of MPX CWA with amounts
generally 1 to 2 inches, with lesser amounts to the west and
northwest. As for wind speeds… although ensemble means/percentiles
and return intervals suggest that wind speeds will be comparable to
today’s gust, it doesn’t support anything too extreme. However,
compared to temperatures 10 degrees colder, and the continuation of
the gusty winds Wednesday night/Thursday morning, wind chill values
will drop well below zero and possibly near -25F as previously noted
by Thursday morning.

Beyond Thursday, and with the continued split flow regime, or at
least some variation of it, will create uncertainty in model
trends. Current model trends lean toward a southern stream shortwave
next weekend, and a weaker wave moving across the Midwest late in the
weekend and into early next week. The southern stream wave remains
the most active so the continued abnormally dry weather is likely.
Temperatures for the last week of 2020 will likely average near or
above normal based on the retreating Arctic air mass by this weekend
and no large scale systems to support another Arctic outbreak through
December 28th.

.AVIATION...(For the 06Z TAFS through 06Z Tuesday night)

Low stratus continues to slowly erode to the east, with KAXN-KRWF-
KMKT-KSTC out of it by around initialization time, then with KMSP and
the WI TAF sites stuck with the MVFR ceilings through the early
morning hours at least. The WI TAF sites may even hold onto the MVFR
ceilings until daybreak. Once the MVFR ceilings break, then VFR
conditions will hold (although a period of BR may occur should winds
go calm for any prolonged period, but this is not expected to be
widespread). High ceilings will then move in from the west as the day
progresses Tuesday but will remain as VFR. The only other issue will
be winds. Overnight, winds will diminish to light/variable, if not
calm, then pick up from the SSE and become breezy by midday. Going
into the evening, strong low level jetting will move across the
region, with winds up to around 50kt at about 2 kft off the surface.
Have included LLWS mention at all sites as confidence is high in this
occurrence.

KMSP...Can expect the MVFR ceilings (sub-1700ft) to remain in place
into the early morning hours but these are expected to move off to
the east prior to the Tuesday morning push. Winds will then pick up
from 150-180 Tuesday afternoon-evening with speeds approaching
15G25kt. Strong winds aloft from the SW will accompany this increase
in surface wind speeds, creating LLWS conditions.

/OUTLOOK FOR KMSP/
Wed...-SN likely. MVFR expected, IFR possible late. Wind SW 10-15 kts
becoming NW 20-30 kt with gusts to 40 kt.
Thu...MVFR expected. Wind NW 15-25 kts.
Fri...VFR. Wind W around 10 kts becoming SW.
