.SHORT TERM...(Today through Thursday)
Issued at 535 AM CST Wed Jan 15 2020

Surface analysis early this morning places a low pressure center
over central KS with a cold front trailing to the WSW and a warm
front extending eastward across MO and southern IL. Arctic high
pressure is centered over western Canada but steadily spilling
southeast into MT and the Dakotas.

With mainly zonal flow aloft, a compact H5 trough axis over the
north-central CONUS will pick up the Plains surface low and push
it more east than north through the next 24 hours, pushing it into
northern IL by midday today then near Lake Erie by around midnight
tonight, so it will be progressive. Yet, it still contains plenty
of moisture at multiple levels and also a layer of warmer air in
close proximity to the low pressure center, enough to produce
freezing drizzle along its northern fringes. The precipitation
shield showing up on regional radars this morning over the eastern
Dakotas moving into western MN is mainly -SN while surface
observations in southeastern SD have been reporting a wintry
mixture. Have carried that theme of loss of ice aloft into the
WFO MPX coverage area, particularly our southern 2 tiers of
counties, by expanding the Winter Weather Advisory for a few
hundredths of an inch of freezing drizzle ice accretion this
morning. Meanwhile, the potential for highest snowfall this
morning remains our northernmost tier of counties (Douglas-Todd-
Morrison-Mille Lacs-Kanabec) where 2-4" total snow accumulation
can be expected.

The precipitation will gradually end from west to east today as
the low pressure center shifts off to the east and arctic high
pressure moves into the area. Clearing should be fairly quick
mid-to-late this afternoon, then mainly clear skies are expected
to prevail this evening through Thursday afternoon.

However, along with that clearing and high pressure will come
bitterly cold air. Already observed this morning are temperatures
in the single digits and teens below zero. This airmass will
gradually make its way eastward tonight through tomorrow, plunging
temperatures to the coldest values experienced this season. Will
look for lows early Thursday in the single digits below zero for
eastern MN through western WI while lows drop to the teens below
zero for western-southern MN. Combined with 10-15mph winds, wind
chills will easily drop to -20F to -30F for much of the WFO MPX
coverage area, with the coldest readings (Wind Chill Advisory
criteria) in western MN. As the surface high shifts east across
the area tomorrow, despite plenty of sunshine, some portions of
central MN may have temperatures remaining below zero while the
remainder of the area will have highs in the single digits above
zero.

.LONG TERM...(Thursday night through Tuesday)
Issued at 535 AM CST Wed Jan 15 2020

All signs continue to points to a winter storm impacting the area
Friday into Saturday, with confidence trending higher in both the
potential for seeing heavier snowfall amounts of 8-12", as well as
gusty winds leading to blowing/drifting snow concerns Saturday.

The general evolution of this event remains consistent, with a
trough deepening and taking on a negative tilt as it moves across
the central US into the Great Lakes. A surface through the low
develops over the central/southern plains Friday and deepens as it
moves through the mid-Mississippi Valley into the Great Lakes
through the weekend. North of the track of this low, a broad
precipitation shield is expected to develop along an inverted
trough extending up into the Upper Midwest and lead to widespread
winter precipitation across the region. Timing remains fairly
consistent as well, with precipitation expected to spread across
the area Friday morning and continue into Saturday afternoon. The
Gulf of Mexico will be wide open with this system allowing for PW
values in the 90- 95% for mid-January to surge into the Upper
Midwest, and as such models show high probabilities of QPF amounts
in excess of 0.5" from most of the eastern half of Minnesota into
west-central Wisconsin. GEFS/SREF/NBM probabilistic guidance have
trended towards a tighter clustering of solutions around 0.5-0.8"
of QPF across these areas, with more of a spread towards lower
amounts across western and southwest/south-central Minnesota.
Conditional precipitation-type probabilities show high likelihood
of precipitation falling entirely as snow across the area, with
higher potential for freezing rain south of the Iowa/Minnesota
border. Can't rule out a brief period of freezing rain or a wintry
mix late Friday night near the I-90 corridor, but any impacts
from ice would be minor compared to those from heavy snow.

As for snowfall amounts, exact amounts and placement of the
heaviest snow will depend on mesoscale features that we just can
not resolve at this range, but confidence is trending higher
towards the potential for amounts of 8-12" across the eastern half
of Minnesota and west-central Wisconsin. Confidence is lower
across the western half of Minnesota and into southwest/south-
central Minnesota, where the probabilities in seeing these amounts
are somewhat lower, but appreciable accumulating snowfall is
still expected. Exacerbating the impacts from heavy snow, will be
the gusty winds developing behind this system as strong cold
advection develops across the region. Guidance is beginning to
highlight the potential for wind gusts in excess of 35 mph
saturday morning into saturday evening, especially across open
areas of western and southern Minnesota. Winds of this magnitude
would lead to winter impacts from blowing and drifting snow
extending well after the snow ends, possibly as late as Sunday
morning.

Arctic air invades behind this system, with a couple of well-below
normal days expected Sunday into Tuesday with a fresh snowpack
likely on the ground and strong high pressure overhead.
Temperatures look to take on a warming trend through the end of
the week, with mainly dry conditions expected.

The snow, and IFR/MVFR vsbys are rapidly improving across western
Minnesota late this morning. I am leaning more toward an
optimistic forecast with a very brief period of -sn in
central/east central Minnesota, and west central Wisconsin for an
hour or two. There will be some blsn, but most vsby should hold
above the IFR range in the typical areas of western Minnesota. By
21-00z, VFR will quickly move across central/southern Minnesota,
but hold onto west central Wisconsin through the early evening.
Winds will be gusty through the evening from the west- northwest.

KMSP...

MVFR cigs will begin during the onset of the TAF period, but a
rapidly clearing area to the west of the Twin Cities could alter
this scenario. Confidence remains high that MVFR cigs will likely
hold through the early afternoon, with some breaks. A better
chance of VFR conditions develop between 21-00z. Gusty
west/northwest winds will continue through the evening.

This Hazardous Weather Outlook is for portions of central and
southern Minnesota...and west central Wisconsin.

.DAY ONE...Today and Tonight

Light snow is likely across the entire coverage area through this
afternoon. Accumulations will range from 1 to 3 inches, the
highest of which will be along and north of the Interstate 94
corridor. In addition, freezing drizzle is likely over far
southern Minnesota, particularly over the Interstate 90 corridor.
A few hundredths of an inch of ice accretion can be expected
through this morning.

Dangerously cold wind chills of 20 to 30 degrees below zero are
expected over much of the area tonight through early Thursday
morning.

.DAYS TWO THROUGH SEVEN...Thursday through Tuesday

A significant winter storm, including heavy snow with blowing and
drifting snow, producing strong impacts to travel across the
region, is likely Friday into Saturday.

Dangerously cold wind chills of 20 to 30 degrees below zero are
expected over much of the area during the overnight and early
morning periods Saturday night through Tuesday.
