.Overview...Rivers will continue rise over the next several days due 
to 1+ inches of rain that has fallen since Saturday morning. 
If additional precipitation falls over the next several days, 
additional rises are possible. Please be aware that the forecast point 
at Morton could rise to moderate stage by Wednesday of next week.

.Overview...

No additional rainfall is expected across central or southern Minnesota 
through Tuesday. Since Friday night, there has been a widespread area of 
1 to 2 inches of rainfall, mixed with snow, that fell across the 
Minnesota, Redwood, Cottonwood, and Crow river basins. This has led
to significant rises in these rivers, and their tributaries. Runoff
will continue in these river basins over the next several days. Any
additional rainfall next week will lead to more fluctuations in the 
river levels, and possibly leading to rises into the moderate flood
stage, or more areas going to flood stage.

round of precipitation forecast on Friday. The additional precipitation 
will lead to further runoff that could cause the rivers to rise even

.Overview...

Last weekends heavy rainfall led to significant rises in area rivers,
creeks and streams. The runoff from the heavy rainfall continues but
some of the rivers in southwest Minnesota have crested or were beginning
to fall. No additional rainfall is expected through Tuesday. More 
rainfall is expected Wednesday through the end of the week. As of the
current forecast, the heaviest rainfall will affect southwest to central
Minnesota. Any additional rainfall will cause the rivers to fluctuate or
even rise further from the present forecast. We will continue to 
monitor the forecast for any changes.

or were beginning to fall. The Minnesota and Mississippi will continue 
to rise over the next few days. One trend with the current forecast is 
that the heaviest rainfall is now forecast to affect northwest Minnesota.
If this were to verify the additional runoff will cause rivers to rise, 
but limit the potential of higher end flooding. We will continue to 
monitor the forecast for any changes.

.SHORT TERM...(This evening through Sunday night)

The forecast remains generally on track with regards to the
powerful spring storm impacting the Upper Midwest and mid-
Mississippi Valley today and tomorrow.

A surface low continues to deepen just to the south of the area,
driven aloft by strong ascent in the exit region of a 140+ kt
jetstreak. The surface low should deepen to around 988 mb tonight
as it passes northeast from central Iowa through central
Wisconsin, with a broad shield of wrap-around precipitation
impacting the CWA through tomorrow afternoon. Steady moderate to
heavy rain will be the main sensible weather we see out of this
system through the evening, with a few embedded thunderstorms also
possible from south-central Minnesota into west-central Wisconsin.
Widespread rainfall amounts of 1 to 1.5 inches are expected across
the CWA before precipitation exits the area tomorrow morning and
afternoon. A swath of heavier precipitation with amounts up to 2
inches is also expected to develop tonight from southwest
Minnesota into the MN Arrowhead, as the system reaches its max
intensity tonight and a region of enhanced deformation develops
within the wrap- around region.

Strong ascent within this deformation band will allow for rapid
dynamic cooling of the atmosphere tonight, with enough cooling
expected to allow for rain to change over to snow late tonight
through tomorrow morning from southwest Minnesota up through the
MN Arrowhead. A great deal of uncertainty still exists with the
timing of this transition late tonight, but the general location
of where this transition from rain to snow is expected to occur
remains relatively unchanged to the previous forecast. Our
current thinking is for a swath of 1 to 3 inches of wet heavy snow
to fall from roughly a Windom to Duluth line with locally
enhanced amounts possible, especially from the Mille Lacs region
into the MN Arrowhead. How much snow actually accumulates remains
quite uncertain given the models struggling to handle the rate of
dynamic cooling, and how much snow actually accumulates at the
surface given the relatively warm ground and air temperatures. The
transition from snow to rain is expected to happen fairly quickly
around or shortly after midnight; an earlier transition would
increase the potential for higher accumulations while a later
transition may result in little or now accumulation. Any snow is
expected to taper off towards sunrise, and eventually transition
back to light rain or a rain/snow mix towards mid-morning as
temperatures warm and the deformation zone weakens.

In addition to the heavy rain and snow potential, the deepening
cyclone will allow for gusty northerly winds to develop this
afternoon and continue into tomorrow. Wind gusts could reach 35
to 40 mph this evening and tonight, with speeds diminishing
somewhat through the day tomorrow. Winds eventually drop off
Sunday night as the surface low and any lingering precipitation
heads east of the Great Lakes, with a dry and cool night expected
going into Monday.

.LONG TERM...(Monday through Saturday)

Pattern confidence remains high through the first half of the
long-term period, and then diminishes for the latter portion of
the upcoming week. In the wake of this weekend's system, weak
mid-level ridging sets up downstream of a trough moving from the
Four Corners region to the Southern Plains. This will bring dry
weather locally on Monday and Tuesday with temperatures around
5-10 degrees above normal for the end of march. While the
aforementioned trough is passing to our south, a northern stream
low is forecast to be deepening over southern british
Columbia/Alberta. There continues to be uncertainty with respect
to the evolution of this feature, how far south it will dip into
the CONUS, and to what degree it will (or won't) phase with
southern stream energy.

Have fairly high confidence in a weak trough and a round of light
precipitation on Tuesday night into Wednesday, per both GFS and
ECMWF trends. After that, confidence degrades. The 28.12 ECMWF
came in much farther north with the surface trough to the south
for Wednesday night into Thursday, yielding a notable
precipitation signature for the forecast area. This was a big
change from recent ECMWF runs, as well from the 12Z GFS. Due to
the fair amount of uncertainty still present, will not make big
changes from the NBM-generated POPs.

The other big question is how cold we will get at the end of the
period. Models have backed off on how quickly colder air filters
into the region, but do look to bring in temps around 10-15
degrees below normal by Sunday. Climatologically, we should be
seeing highs in the upper 40s/lower 50s and lows in the upper
20s/lower 30s in early April.

conditions expected to deteriorate further this afternoon as rain
moves in from the southeast over the next few hours. IFR ceilings

are also possible this afternoon at MKT, and possibly EAU. rain is
still expected to changeover to snow late tonight, with the time
of transition pushed back an hour or two later compared to the
previous forecast. Snowfall rates of an inch or more per hour are
possible for a few hours overnight, along with visibilities down
to around 1SM. A few inches of wet heavy snow accumulation are
expected. Snow will diminish by sunrise and transition back to
light rain during the morning, with light rain lingering at WI
terminals through the end of the period. Winds will also be gusty
through the period, beginning the period northeasterly and
transitioning to northwesterly tomorrow morning. Speeds will
increase through the afternoon and evening, with sustained winds
of around 20 mph expected along with gusts up to 30-35 kts.

KMSP...Expect on and off drizzle or light rain showers for the
next few hours, with widespread and heavier rain arriving around
20-21Z. Pushed the transition from rain to snow back by a few
hours, with snow now not expected until after midnight. Visibility
could drop to 1SM for a few hours during the heaviest snowfall,
before diminishing towards sunrise. Around an inch of slushy
accumulation is possible. Gusty northeast winds will persist
through the evening, with gusts up to 30 kts possible. Winds
will become northwesterly overnight and diminish through the day.

A few hours of accumulating snow along with gusty northwest winds
could lead to hazardous conditions late tonight through tomorrow
morning. Widespread snowfall amounts of 1 to 3 inches are
expected, with locally higher amounts possible. Wind gusts up to
35-40 mph are possible this afternoon through Sunday morning.

Heavy rain will also continue until the changeover to snow
tonight, with storm- total precipitation amounts of 1.5 to 2
inches expected.

.DAYS TWO THROUGH SEVEN...Sunday through Friday.

River flooding will continue this week with minor flood stage
possible along parts of mainstem of the Minnesota River. Rainfall
from precipitation today and tomorrow could bring more of the
Minnesota River and some small tributaries back to bankfull or
minor flood stage early next week.

STEELE AND WASECA COUNTIES...

At 502 PM CDT, a strong thunderstorm was located over Mansfield, or
13 miles west of Albert Lea, moving north at 60 mph.

Wind gusts up to 50 mph and pea size hail are possible with this
storm.

Locations impacted include...
Owatonna, Albert Lea, Waseca, Wells, Janesville, Medford, New
Richland, Clarks Grove, Ellendale, Minnesota Lake, Alden and
Glenville.

This includes the following highways...
 Interstate 35 between mile markers 1 and 48.
 Interstate 90 between mile markers 133 and 170.
 U.S. Highway 14 between mile markers 144 and 180.

Torrential rainfall is also occurring with this storm, and may cause
localized flooding. Do not drive your vehicle through flooded
roadways.
