* Forecast...The river is expected to stay near flood stage at 2.3
feet this afternoon. It will then stay near or fall just below
flood stage tomorrow morning.
* Impact...At 2.3 feet, Minor flooding of low lying streets and
yards north of Fox Road on Lake County side of Astor, and from
River Road northward on Volusia side of river. Water begins to
cover docks at South Moon Fish Camp.

Then, water levels remain in moderate flood for a couple of days
before slowly declining into mid week. Additional heavy rainfall is
possible each afternoon Monday and Tuesday, which could cause
additional rises of the river level at Astor.

Area Forecast Discussion National Weather Service Melbourne FL 516 AM EDT Tue Sep 15 2020 .DISCUSSION... Current...Nocturnal showers have lasted through the overnight hours generally remaining over the Gulf Stream and also over the interior/western FL. Hurricane Sally continues to churn in the north/central Gulf of Mexico, leading to widespread stratiform rain from the outer fringe of the system to push onshore, bringing additional rain to an already drenched SW FL. Some of those rain showers are pushing northeastward toward ECFL. Through the remainder of the early morning, a few showers from these outer rainbands of "Sally" may shift farther inland across our interior counties, but chances for pre-dawn sprinkles over the interior remains low. Today-Tonight...Through the remainder of the day, "Sally" will press northwestward away from the FL peninsula, dragging with it a wide swath of deep tropical moisture that has anchored over the region for quite some time. While extensive cloud cover from Sally limits full detection, GOES Total PW continues to indicates an area of much drier air just north of the Bahamas. This drier air (PW between 1.50 and 1.70") will spread across the local Atlantic waters today, offering less available moisture for shower and storm development. Over land, however, deep moisture will hold steady for at least one more day with the right flank of Sally still aiding in PW above 2.00". This morning, coverage will initially favor coastal areas with marine showers streaming onshore in weak southeasterly flow. Then, in the afternoon with the addition of daytime heating, coverage will expand towards the interior, increasing to 50-60% for areas west of the Saint Johns River. Due to the deep moisture over the peninsula from "Sally" and warm temperatures aloft, the threat for significant weather today continues to be diminished, especially in terms of gusty winds and lightning potential. Heavy downpours leading to minor flooding remains the main focus, as slower moving showers will be quite efficient rain-makers this afternoon, with 1-2" possible with isolated higher amounts across the interior. There continues to be a long period swell for our waters associated with distant Hurricane Paulette. This swell will produce a High Risk of rip currents today at all east central FL beaches, with additional hazards near inlets for mariners today. By this evening, only lingering activity is expected over Orange, Seminole, Volusia and Lake counties, with the previously mentioned drier air making its way inland from the coast. PoPs drop after midnight, with only isolated Gulf Stream sprinkles possible in the early morning hours. Temperatures will be normal for this time of year, with highs hovering in the upper 80s and low 90s today. Seasonal lows in the low/mid 70s. Wed-Fri...Hurricane Sally is forecast to make landfall early Wed along the MS/AL gulf coast then turn sharply E/NE across the deep south. In response, Atlc ridge axis will shift south across the FL peninsula and veer the sfc winds SE Wed, south Thu and S/SW Fri. Deep moisture will remain across northern/interior sections so have maintained the highest rain chances (60-70 percent) there. Lower rain chances (30-40 percent) along the Treasure coast where some drier air will remain. Max temps in the upper 80s coast and lower 90s elsewhere Wed. With the developing offshore flow late week, the lower 90s will spread to the east coast due to a delayed sea breeze. Sat-Mon...Remnants of "Sally" will merge with a frontal boundary and push off the Carolina coast Sat. Both GFS and ECMWF models show this frontal boundary pushing into north FL Saturday, but they differ on how quickly the front progresses through the area. The GFS is slower, holding up the front across central FL then pushing the front through Mon while the ECMWF brings the front through by Sunday aftn. Despite the timing differences, it is notable that both models are showing a frontal passage which is unusual for late Sept. Have maintained likely PoPs (60 percent) across the area over the weekend with 50 PoPs on Mon. There will not be significant cooling behind the front as winds quickly veer northeast and sea sfc temps are quite warm. More noticeable will be the increase in winds behind the front, becoming windy along the coast. In addition, A High Surf Advisory may be needed early next week due to long fetch of NE winds and incoming long period swells from distant tropical cyclones. Highs Saturday are forecast around 90, then mid to upper 80s Sat-Sun. && .AVIATION... Broad area of light showers extends across the entire FL Gulf coast associated with Hurricane Sally. While the band of rain and lower cigs shifts northward early this morning towards ISM/LEE, rainfall does not appear to be making it to the surface, so will keep mention of RA removed for now. Shower and storm coverage will be slightly lower today than in days prior, with activity still initially developing at the coast and pushing towards interior terminals. Drier air hovering just north of the Bahamas will limit development for VRB southward today, but otherwise include vicinity showers at most terminals, with convection possible at interior sites after 18Z. Light/calm winds overnight will return to southeasterly by 15Z; generally VFR with exception of pockets of low cigs this morning. && .MARINE... Today-Tonight... Long period swell associated with the distant Hurricane Paulette will continue to affect the local Atlantic waters today, building nearshore seas to 4 to 6 ft and 7 ft in the offshore waters. The swell is expected to decrease as "Paulette" moves farther away from ECFL by tonight, with nearshore seas 3 to 5 ft and a 6 ft swell in the offshore waters. With SE winds only near 10 knots, the criteria for a Small Craft Advisory are not met, however the swell will create less than ideal conditions for small craft operators, especially near inlets, so operators should exercise caution. Lower rain chances today, with only a chance for northwest moving showers and a slight chance for thunderstorms. Wed-Sat...Southeast winds around 10 knots Wednesday become south/southwest around 10-15 knots to finish the week. Swell continue to decrease mid week with seas 4-5 feet Wednesday decreasing to 3-4 feet on Friday. Still, could see hazardous conditions around inlets during the outgoing tide. Scattered to numerous showers with isolated lightning storms are expected today, most likely to develop initially at the coast this morning and then push inland across the interior by the afternoon. Highest coverage will be along and north of the I-4 corridor. Gusty winds, occasional lightning and heavy rain are possible. .FLOOD IMPACT... Slow moving showers may lead to a quick 1 to 2 inches of rain this afternoon across the interior, leading to minor flooding. Ponding of water on roadways and inundation of low lying areas is likely in heaviest showers and storms. Areas that have received multiple rounds of rain the last couple of days may also see minor flooding with any additional heavy rainfall, especially across portions of Volusia county and the Metro Orlando area. .RIP CURRENT IMPACT... Long period swell from distant Hurricane Paulette will lead to a high risk of life threatening rip currents and rough surf at all east central FL beaches today. Even though the rip current threat will be present all day, it will be highest during the hours surrounding low tide, lasting through the mid afternoon. Always swim in sight of a lifeguard and never swim alone. .MARINE THUNDERSTORM GUST IMPACT... Showers and isolated lightning storms will move across the nearshore Atlantic and intracoastal waters as well as inland lakes today. These showers and storms will be capable of producing gusty winds up to 35 knots. .WIND AND SEA IMPACT... Marine conditions for small craft operators will remain poor through the afternoon as long period swell from distant Hurricane Paulette continues to impact the local Atlantic zones. Southeast winds will remain below 15 knots, however seas will build 4 to 6 feet in the nearshore waters and up to 7 feet offshore. Small craft should exercise caution, especially near inlets. .RIVER FLOOD IMPACT... River levels on the Saint Johns River at Astor have been rising slowly, and are currently in Action Stage. Additional rise is possible due to area rainfall and tides. The river will need to be monitored for the possibility of approaching minor flood, which is less than a tenth of a foot from occurring as of 430 AM Tuesday morning. .DAYS TWO THROUGH SEVEN...WEDNESDAY THROUGH MONDAY. Hurricane Sally will continue to push northwestward across the Gulf of Mexico. Hazardous conditions at the coast will begin to improve slightly, but swell from distant Hurricane Paulette will keep a threat for rip currents, as well as poor boating conditions for small craft operators through mid week. Scattered showers and isolated lightning storms are possible this week, with drier air over the area leading to slightly lower coverage. River levels on the Saint Johns River may slowly rise as heavy rainfall upstream over the last several days begins to drain.
