  isolated road closures expected. Dangerous swimming and 
  surfing conditions and localized beach erosion. Rip currents 
  can sweep even the best swimmers away from shore into deeper 
  water. Dangerous shore break can throw a swimmer or surfer 
  head first into the bottom causing neck and back injuries.

* ADDITIONAL DETAILS...The most likely time for strong rip
  currents to occur is a couple hours either side of low tide,
  which will occur around 2 PM Today.

PRECAUTIONARY/PREPAREDNESS ACTIONS...

If travel is required, allow extra time as some roads may be
closed. Do not drive around barricades or through water of
unknown depth. Take the necessary actions to protect flood-prone
property.

Inexperienced swimmers should remain out of the water due to
dangerous surf conditions.

Swim near a lifeguard. If caught in a rip current remain calm.
Don't fight the current. Swim in a direction following the
shoreline. When out of the current, swim back to shore. If tired,
float or tread water until out of the rip current. If unable to
escape, face the shore and call or wave for  help.

Shore break occurs when waves break directly on the beach. It is
extremely important to protect your head and neck whenever you
are in breaking waves by keeping your hands in front of you at
all times.

Area Forecast Discussion

.SYNOPSIS...
A large low pressure system will remain stationary over the region
through Friday, before getting kicked out this weekend with mainly
dry weather returning.

&&

.NEAR TERM /UNTIL 6 AM FRIDAY MORNING/...
As of 340 PM Thurs...Periods of heavy rain with embedded
thunderstorms continue across Eastern NC this afternoon. Likely
3 to 6 inches or even more has fallen across the western half of
the area, with more rain still yet to come. The main batch of
rain that has been over the area all day is slowly weakening and
moving across NE NC, while a batch of convection has blossomed
over eastern SC/southern NC which will push northeastward into
the area this evening.

As low pressure develops over central NC tonight, deep tropical
moisture will remain over the area, which will keep the area in
the target zone for additional heavy rainfall overnight.
Continued presence of deep warm cloud layer and high PWAT
values approaching 2" will lead to very efficient rain
processes, with the potential for an additional 2-4 inches of
rain, with the heaviest amounts shifting slightly to the east of
what has been seen today. As a result, have extended the FFA
into Pitt and Greene counties, and think the highest amounts
will run from there south into northern Onslow county.

&&

.SHORT TERM /6 AM FRIDAY MORNING THROUGH 6 PM FRIDAY/...
As of 410 PM Thurs...The upper level low which has been stuck
over western NC/eastern TN will finally lift north out of the
area later tomorrow. But before it does, widespread heavy rain
is expected to continue tomorrow morning, before eventually
moving off the coast by late morning. Some additional flooding
is possible especially over the western half of the area, and
have extended the FFA through mid morning. Improving conditions
are expected in the afternoon, with some breaks of sun possible.
However, as the cut off low passes to the north, upper level
winds will increase, and the atmosphere will become unstable.
This will lead to some scattered thunderstorm development, with
the potential for a few organized cells to produce severe
weather. Temperatures will likely warm into the upper 70s to low
80s.

&&

.LONG TERM /FRIDAY NIGHT THROUGH THURSDAY/...
As of 415 PM Thursday...Closed upper level low that has plagued
the area with widespread over the last several days will
finally start to move away from the Tennessee Valley and toward
the Delmarva on Friday before moving offshore Saturday. High
pressure will build down the east coast from New England Sunday
into next week with finally some drier weather for the region.

Saturday...The upper level low finally moves offshore Saturday
as surface cold front approaches and moves offshore in the
evening. With the approaching front and some residual moisture,
will maintain at least a 30-40 percent PoP for Saturday. Warmer
Saturday with highs into the low and mid 80s for most inland
areas and upper 70s Outer Banks.

Sunday through Wednesday...Mid-level ridging finally develops
over the region with a surface ridge building south from New
England into the Carolinas. This will lead to below
climatological normals for precipitation and seasonal high
temperatures in the upper 70s to lower 80s, with lows in the
upper 50s to lower 60s.

&&

.AVIATION /20Z THURSDAY THROUGH TUESDAY/...
Short Term /through Friday Afternoon/...
As of 415 PM Thurs...A mix of IFR and MVFR conditions are
present this afternoon as widespread showers and thunderstorms
move through the area. Expect widespread cloudiness to continue,
though there could be a few brief breaks at times through this
evening. Conditions should be more IFR than MVFR with ceilings
hovering around 1000 ft. Heavy rain will reduce visibilities at
times through tomorrow morning. The forecast becomes less
confident tonight, with IFR conditions probable for some time,
and then conditions should lift to MVFR levels, though ceilings
will remain overcast or broken. Improving conditions later
tomorrow.

Long Term /Friday Night through Tuesday/...
As of 305 AM Thursday ...Sub-VFR conditions are likely during
the morning hours of Friday, but conditions should improve
during the afternoon as the upper level low finally moves north
of the area. While showers will be present, sub-VFR conditions
will only occur occasionally Friday. Generally VFR conditions
expected for the weekend into early next week as mid-level
ridging builds into the region.

.MARINE...
Short Term /Through Tomorrow/...
As of 420 PM Thurs...Hazardous boating conditions will continue
through tomorrow with winds SE 20-25 kts tonight, becoming 15-20
kts tomorrow, with seas 8-12 ft through midnight, and then
subsiding to 6-9 ft tomorrow.

Long Term /Friday Night through Tuesday/...
As of 310 AM Thursday...Small Craft Advisories will linger into
Friday night as strong upper level low finally moves north away
from the area. Seas will range as high as 8 feet Friday, before
finally dropping to below 6 feet late on Friday night. Light
West winds Saturday become north Saturday night with seas in the
3-5 foot range. A brief surge is likely behind a cold front
Saturday night early Sunday with NE winds 15-20 knots possible
later on Sunday, but seas should remain at or below 5 feet for
Sunday into Monday.

.HYDROLOGY...
As of 420 PM Thurs...Heavy rain is expected to become more
widespread again overnight. Additional rainfall totals of 2-4"
are expected with locally high amounts possible over the western
half of the area. This will lead to areas of minor flooding of
low lying areas, with additional flash flooding possible.

&&

.TIDES/COASTAL FLOODING...
As of 420 PM Thu...Swell from long easterly fetch will continue
to impact the area over the next few days. This will result in
stronger and more frequent rip currents along with more powerful
surf and shorebreak which will make swimming dangerous for all
levels for much of this week.

The combination of strong easterly flow and long period swell
will result in a minor soundside flood threat across the western
Pamlico Sound region, affecting the Neuse and Pamlico Rivers,
Core Sound, and Back Sound areas. Ocean overwash and beach
erosion will impact Highway 12 from Hatteras Island to Duck, as
well. The soundside flood threat will linger through the first
half of tonight, with the beach erosion and ocean overwash
threat continuing through evening around the times of high tide.
Minor inundation 1-2 ft agl is expected.
